QUEBEC

OVERVIEW
The province of Quebec is a French-speaking province, but
immigration to Quebec is not limited to French speakers. Quebec
has several different immigration programs for workers, students,
and businesspeople. We’ve prepared this guide to give you an
overview of Quebec’s immigration options.
While French is not a mandatory requirement for those looking to
immigrate to Quebec, it is advantageous. Most of Quebec’s
immigration programs prioritize those with demonstrated French-
language proficiency.

Developed by the Government of Quebec and the Canadian Federal


Government, the Quebec Skilled Worker Program
(QSWP) enables highly educated and trained foreign nationals to
immigrate to Quebec as skilled workers. Prospective immigrants who
apply to the Skilled Worker Quebec Program are evaluated
according to a selection grid of factors, and applicants who score
enough points are given a Quebec Selection Certificate (CSQ) which
they can then use to apply for Canadian permanent residency.
Quebec Skilled Worker Eligibility

Eligibility for the Quebec Immigration Skilled Worker Program is


determined by nine selection factors. Quebec Skilled Worker
Program points are awarded according to these Immigration
Quebec selection criteria in order to identify which possible
immigrants are most likely to flourish economically once in
Quebec. To qualify for immigration to Canada as a Quebec-
selected skilled worker, a solo applicant must score at least
50 points. Potential immigrants who apply with a spouse or a
common-law partner must score at least 59 points in order to be
eligible for the QSW Program

• Quebec has launched a new points system to rank the profiles of
immigration candidates in the Arrima expression of interest pool.

• Up to 1,320 points are available, of which 580 are for human capital
factors and 740 for factors related to Quebec’s labour market needs.

• The human capital criteria include French language ability, bilingual


ability, age, work experience, and education.

• The labour market factors include work experience in a field where


there is a shortage, education in Quebec, work experience in the rest
of Canada, and job opportunities inside and outside the Greater
Montreal area.

• This last criterion carries significant weight since job offers outside the
Montreal metropolitan area can be worth up to 380 points, while offers
in Montreal obtain 180 points.

• Knowledge of French
• Knowledge of French and English
• Age
• Length of professional experience
• Level of education

Related to the needs of the labour market in Québec and to changing


government priorities (e.g., having an occupation considered to be in
complete or slight shortage of workforce in Québec or having a good
knowledge of French), namely

• Workforce diagnosis combined, if applicable, with the length of


experience in the profession practiced
• Field of training
• Québec diploma
• Length of professional experience in Québec
• Length of professional experience in the rest of Canada
• Validated job offer combined, if applicable, instead of the job
depending on whether it is located inside or outside the territory of
Greater Montréal
Related to the spouse or de-facto spouse (if applicable),
namely

• Knowledge of French
• Level of education
• Québec diploma

Certain invitations can also be sent based on criteria such


as: the destination region in Québec;
Profession practiced.

• All criteria are scored or are used to identify a specific


profile. Then, these criteria can be used to classify
people in the expression of interest bank. People can
thus be invited, in particular on the basis of their score.

• Important Factors needs to be taken Care :

Education: Your level of education or work training is crucial for the


eligibility process

Work Experience: You must have a relevant experience of five years


from the date of your submission. Your occupation should be above
skill Level D as defined by NOC.
Valid Job Offer: Before coming to Quebec, you must have a valid job opportunity from a Quebec employer.
It should be validated by the Quebec Ministere.

Financial independence: You must have enough funds to sustain yourself after you move to Quebec and
your spouse or family if you are moving along with them

Language ability: your application will be assessed on the basis of your level of language proficiency in
English and French.

Others: The characteristics of your spouse and the number of children under the age of 22 in case moving
with family also matter.
Application Process for Quebec Immigration
Step1 - Checking eligibility

Passing score - The minimum score needed is 50 and 59 if you are


married.

Age - You need to be 18 years or older than that.


Language proficiency - You need to show competent skills in English or
French.

Job offer - A job offer increases your Quebec immigration points.

Work experience - You need work experience of three years in the last
five years. It should be well documented with supporting documents.

Valid documents - You need to provide documents of your educational


qualifications, transcripts, certificates, and other necessary proofs.
Diplomas or diplome d’etudes professionnelles are valid.

Funds - You also need to show financial proof that you have  adequate
amounts to settle in Canada.
Step 2 – Create Arrima Application and get a EOI Score. You can start your process for immigration through
the Regular Skilled Worker Program but must compulsorily have an Expression of Interest (EOI) created in
the Arrima portal – which is must similar to the Canada Express Entry system point-based application
management system. 
 
Step 3 - Get Invite from Quebec as per Invitation Criteria. If you receive an invitation for permanent
selection, you’ll have a deadline to submit your complete application along with all the relevant documents
and application processing fee.
 
Step 4 - You’ll then receive a CSQ by the Quebec immigration authority stating you have been approved for
permanent selection by the province.
Afterward, the candidates can then apply for a Canadian permanent residency, thereafter you’ll have to
undertake a medical examination and a police clearance test for admissibility.
