1. What barriers/problem you’ve encountered in financial operation in
your school?
- Our school is a newly established school. As of the moment or
current year, we don’t have yet our own MOOE. We are dependent to
the support of the LGU and all funds and transactions of our school will
be heard first through board meeting for funds allotment and
budgeting. The only problem that I observed was just the delayed of all
requested items and the re-alignment of funds from health essentials to
school services. For me its hard to convert intended and proposed
budget to what the school really want it to be.

Poor record keeping and management also evident to our current
situation. The designate teacher is lack of knowledge how to manage
financial record since it was not her field to the task and she don’t also
have previous experience to do so. As a result, there is a mismatch of
financial account and it is her accountability to balance debit and
credit with supporting documents as receipts of all transactions and
etc. that is related to financial operation. Without the record, it is
virtually impossible to determine responsibilities for actions and hold
individuals accountable. But the good thing there is we are not subject
for auditing by COA as of the moment.

2. What is/are your proposed solution to the problem?
- record keeping is a vital financial management responsibility
because of the indispensable role of records and information in the
operational activities of the school. So, as school head, in relation to
the problem stated above, I would rather request to our division to give
us an item who has knowledge and background in this field or to send
the assigned teacher for training about financial management and
accountability for quality performance, task accomplishment and
measurable outcomes, so that there will be less future problem occur
in record keeping and financial management.

none, what legal bases to support your proposed intervention?

- As of the moment, since the school is a newly born school, we


don’t have yet our own school policy, but the intervention I proposed
to solve these problem is tailored fit from DO No. 60, series of 2016
(The Implementation of the Financial Management Operations Manual
and Orientation of DepEd Financial Management Staff at the Regional,
Division, and School Levels) and R.A. 9184 (Procurement Law)
