(a) The application for an organisation certificate ( ATO ) shall be made in a form
manner established by the competent authority , taking account the applicable
requirements.

(b) Applicants for an initial certificate shall provide the competent authority with
documentation demonstrating how they will comply with the requirements
established. Such documentation shall include a procedure describing how changes
not requiring prior approval will be managed and notified to the competent authority

(1) The organisation remaining in compliance with the relevant requirements

 A function to monitor compliance of the organisation with the relevant requirements

The management system shall correspond to the size of the organisation abt the
nature and complexity of its activities.

The organisations can be COMPLEX or NON- COMPLEX

The organisations that provide training in the following areas should always be
considered as COMPLEX

(1) Full flight simulators (FFS); or


(2) Multi-pilot (MP) type rating; or
(3) Zero-flight-time training (ZFTT); or
(4) Complex aircraft ;or
(5) Different categories of aircraft: or
(6) Instructor certificates for point (2) and (4): or
(7) Two or more aerodromes/operating sites

NON-COMPLEX ORGANISATIONS. GENERAL

(a) Safety risk management may be permed using hazard checklists or similar
(b) The organisation should manage safety risks related to a change
(c) The organisation should identify a person who fulfils the role of safety
manage. This person can be the accountable manager
(d) The organisation should, in cooperation with other stakeholders, develop,
coordinate and maintain an emergency response plan ( ERP)

The management system of a complex organisation should includes

(a) Safety manager and


(b) Safety review board

Safety manager

 focal point and responsible for the development administration and maintenance of
an effective safety management system
 The functions of the safety manager should be
 Hazard identification, risk analysis and management
 Monitor the implementation of actions taken to mitigate the risks
 Provide periodic reports on safety performance
 Provide advice on safety matters
 Ensure initiation and follow-up of internal investigations

Safety review board

The SRB should be a high level committee that considers matters of strategic safety in
support of the accountable manager’s safety accountability

The SRB should be chaired by de accountable manager and be composed of the heads
of the functional areas

Safety action group

A SAG ( o more than one ) may be established as a standing group or as ad-hoc to


assist or act on behalf of the safety review board

 The SAG should report to and take strategic direction from the safety review board
and be comprised of managers, supervisors and personnel from operational areas.

• It is no required to duplicate information in several manuals. It may be contained


in any organisation manual and may also be combined

the key instrument for communicating for the whole of the organisations

• Compliance monitoring
• The compliance monitoring function should enable the organisation to
monitor compliance with the relevant requirements.
• The organisation should specify the basic structure of the compliance
monitoring function applicable and should be structured according to
the size of the organisation and the complexity of the activities

The should, as a minimum, monitor:
• Privileges of the organisation
• Manuals, logs and records

Organisational set up

 The accountable manager should designate a compliance monitoring manager


(CMM)
 The CMM should be responsible for ensuring that the compliance monitoring
programme is properly implemented, maintained and continually reviewed and
improved.
 The CMM should have direct access to the AM and be able to demonstrate
relevant knowledge and experience in compliance monitoring.
 In the case of non- complex organisations, the CMM can be the AM
 The CMM can be the safety manager.. In this case the AM should ensure the
sufficient resources to both functions.

Compliance monitoring

• The organisation compliance monitoring function should reflect the size of


the organisation and the nature and complexity of its activities.
• The CMM ( compliance monitoring manager) may perform all audits ad
inspections by himself/herself o by choosing personnel
• It´s possible to use external personnel to perform under the responsibility of
the CMM

be the following.

Contracted activities

 Includes all activities, within the organisation's scope that are performed by another
organisation. This organisation can be certified by itself or no. In this case it has to
work under the contracting organisation’s approval.

 The HT’s responsibility shall include:

 Ensuring that the training provide is in compliance with the different regulations
 Ensuring the satisfactory integration of flight training in aircraft or a flight
simulation training device (FSTD ) and theoretical knowledge instruction, and
 Supervising the progress of individual students.

 Practical background in aviation in the areas relevant for the training provided
and have undergone a course of training in instructional techniques or

ADDITIONAL REQUIRMENTES FOR ATOs PROVIDING TRAINING FOR CPL, MPL AND ATPL
AND THE ASSOCIATD RANTINGS AND CERTIFICATES

 The Chief flight instructor shall be responsible for the supervision of flight and flight
simulation training instructors and for the standardisation of all flight instruction and
flight simulation instruction. The CFI shall hold the highest professional pilot licence
and associated ratings related to the flight to instruct for at least one of the training
courses provided

 The CTKI shall be responsible for the supervision of all theoretical knowledge
instructors and for the standardisation of all theoretical Knowledge instructor

The management structure should ensure supervision of all grades of personnel by


persons having the experience and qualities necessary to ensure the maintenance of high
standards.

The ATO should demonstrate to the competent Authority that an adequate number of
qualified, competent staff is employed.

In the case of ATO offering integrated courses, the HT, CFI,CTKI should be
employed full-time or part-time depending upon the scope of training
offered

In the case of ATOs offering only modular courses, type ratings courses or
theoretical knowledge course; HT ,CFI and CTKI can be combined and fill
by one or two persons.

The ratio of all students to all flight instructions. Excluding the HT, should not
exceed 6:1

Classes in ground subjects that require maximal supervision or intensive

THEROTICAL KNOWLEDGE INSTRUCTORS

 The theoretical knowledge instruction for type or class ratings should be conducted by
instructions holding the appropriate type or class rating, or having appropriate experience in
aviation and knowledge of the aircraft concerned.
 For this purpose, a flight engineer, a maintenance engineer or a flight operations officer should
be considered as having appropriate experience in aviation and knowledge of the aircraft
concerned.

QUALIFICATION OF HEAD OF TRAININGAND CHIEF FLIGHT INSTRUCTOR

 The nominate HT should hold or have held in the 3 years prior to first appointment as HT, a
professional pilot licence and associated ratings or certificates issues in accordance with Part-
FCL, related to the flight training courses provided.
 The CFI:
 May delegate standardisation and supervision to the flight instructors, in all cases it is
the CFI who is ultimately responsible for ensuring quality and standars.
 The CFI should , except in the case of ATOs providing flight test training, have completed
1000 hours of flight time as pilot in-command ( PIC).
At least 500 of these hours should be on flying instructional duties related to the flyin
courses provided. Of which 200 hours may be instrument ground time

TYPE RATINGS COURSE-AEROPLANES

When developing the training programme for a type rating course, in addition to complying with
the standard include in the operational suitable data (OSD), the ATO should also follow any
recommendations
 The type rating course should provide for a continual process of ground, FSTD and flight
training to enable the student to assimilate the knowledge and skill required to operate a
specific aircraft type safely and efficiently.
 The type rating course should normally be conducted as a single, fulltime course of study and
training.

TYPE RATINGS COURSE-AEROPLANES

Variants.
 Familiarisation training. Where an aeroplane type rating also include variants of the same
aircraft type requiring familiarisation training, this theoretical training can be included in the
initial type course ( for example A318.A319,A320, A321)
 Differences training. Where an aeroplane type rating also includes variants for which
differences training is required, the initial training course should be directed towards single
variant. The additional training to other variants should be completed after successful
completion on the initial training course ( example A330/A350)

Programme of theoretical knowledge and flight training

 The training programme should specify the time allocated to the theoretical knowledge
training, FSTDF training and the aeroplane training ( or ZFTT)
 The ATO can includes credits for previous experience on similar types of aircraft
 The ATO is permitted contract elements of training to a third party training provider

 The ground training syllabus should provide for the student to gain a thorough understanding

 A knowledge of the aircraft structure, powerplant and systems
 A knowledge of the positioning and operations of the cockpit controls
 A systems malfunctions
 Normal, abnormal and emergency procedures

Flight training

 FSTDS. For a type ratings course a minimum of 32 hours should be programmed of which at
least 16 hours should be in FFS
 For aeroplane without FFS for MPA at least 8 hours of flight training for each pilot. Fos single
pilot al least 10 hours is required.
 Additional UPRT ( upset prevention and recovery training) must to be included

of the students.

Aircraft included in points a) ,b),c) or d) of Annex I to Regulation (EU) 201/1139 may be


used for training if all of the followings conditions are met:
 During an evaluation process the competent authority has confirmed a level of
safety comparable to the one defined by all essential requirements laid down in
Annex II.
 The authority has authorised the use of the aircraft for training

Upon verify the requirements for Safety manager, the SM has to be interviewed by the
inspector in order to verify his/her Knowledge of all the requirements and Rules concerning

Final revision

Upon review all of the documentation including manuals, programs management system,
personnel, aircraft, FSTDs, aerodromes ; the ATO has to solve any possible deficient.
When all of the documentation were according with the requirements, the competent
authority has to inspection the facilities of the organisation and if were necessary, the
aerodromes and operations sites.
