Rationale:

 The DTI Bagwis Program (formerly


known as the DTI-Certified Establishment
Program) was launched on 26 July 2006.
 The program aims to give due recognition
to establishments that uphold the rights of
consumers and practice responsible
business where consumers get value for
money.
Objectives:
 Business establishments – to create an
environment where entrepreneurs uphold fair and
honest business practices through voluntary self
regulation; uphold product and service excellence
redress; assurance that retail establishments
complies with consumer and trade laws and
provide access to consumer redress
 Consumers – to instill quality consciousness
among consumers, ts, services at affordable prices
are available at DTI- certified establishments.
Scope or Target Applicants-Awardees

Applicable to all business establishments nationwide which


have been existent for one (1) year and may fall to the
following store categories, to wit :

Category I- Supermarkets/Grocery store


Catergory II- Department Stores;
Category III- Specialty Store
Category IV-Appliance Center
Category V- Hardware Store
Category VI- Convenience Store
Category VII- DTI-Service and Repair Shop
Levels of DTI-CE Awards:
 BRONZE AWARD – with following minimum qualifications/CRITERIA:

1. Compliance to Fair Trade Laws (e.g Consumer Act, Price Act, No Shortchanging
Act, Product Standards Law)
2. Effective Customer Relations Services (presence/functional Consumer Welfared
Desk and consumer complaints handling and customer feedback mechanism
3. Store Management and Operations(e.g clean and orderly workplace,
implementation of green measures
 SILVER AWARD – requires the achievement of the Bronze Requirements plus Social
Responsibility or involvement in any regular corporate social responsibility
programs/activities

GOLD AWARD – Achievement of Silver requirements plus some elements aligned to ISO
9001
Incentives and Awards
 Publication of awardees through quad media
 Special mentions during information campaigns
 Usage of the DTI Bagwis logo for approved store promotions
and/or advertisement (must submit a copy to the concerned
DTI Office).
 Regular training/s relevant for their sector (i.e Complaints
Handling, Small Medium Enterprise Rovi
ng Academy (SMERA),etc.
 Participation in the annual Bagwis Convention
 Automatic qualification for the Bagwis Consumers Choice Award
 Express lane for DTI Services such as Sales Promotion Permit
Application, Accreditation of Service and Repair Shops and all
other applicable DTI services being availaed of by the business
establishments
Documentary Requirements :

For Supermarkets/Grocery Stores/Dept. Stores/Appliance


Centers/Convenience Store/Hardware Stores
1.Notarized Bagwis Undertaking Form
2.Bagwis Assessment Sheet accomplished by DTI
3. DTI or SEC or CDA Registration Certificate
4. Local Government Unit/Mayor’s Permit
3. Compliance with BIR, SSS, Pag-ibig and Philhealth
4. Consumer Welfare Desk or its equivalent
5. Proof of regular CSR programs/projects (FOR SILVER APPLICANTS)
6. Company Manual of Operations or procedure (FOR GOLD
APPLICANTS)

For Service and Repair Shops – Compliance of documents 1 to


5 to include DTI accreditation certificate (Presidential Decreee 1572)
Grounds for Revocation of DTI
Bagwis Award
 Failure to maintain compliance with the Bagwis parameters;
 Inaction on the consumer complaints filed before the DTI;
 Found guilty on a case, whether consumer complaints or
formal charge, that is decided through the DTI adjudication
process;
 Non-Display of the DTI Bagwis Seal at the store entrance;
 Usage of the the DTI Bagwis logo for malicious
circumstances;
 Display of different Bagwis seal/logo from what was awarded;
and
 Failure to submit quarterly Bagwis Compliance Report

 Non- compliance of any applicable FTLs


Revalidation of Bagwis Award
 The Bagwis award is automatically revalidated upon
confirmation through the conduct of a re-assessment
by FTEB for NCR and POS for awardees outside NCR,
that an awardee establishment is consistently
complying with the Bagwis parameters within three (3)
consecutive years. Re-assessment of al existing Bagwis
awardees in the respective jurisdiction could be done
within 3 years before expiry

 The NBC and RBC as the case may be will issue a


Certificate of Continuous Compliance extending the
validity of the Bagwis Award upon receipt of the
recommendation or re-assessment results from FTEB or
POs.
