THE ROLE OF BROADCAST MEDIA IN RESPONSIBLE


PUBLIC GOVERNANCE: BASIS FOR A PROPOSED MODEL
ON MEDIA-GOVERNMENT RELATIONS

“Freedom of responsibility… is not an absolute right. One’s right
to free expression must be balanced against the private rights of others
and against vital social interest.”
MAJOR FEATURES:

1. The press must be a private entity, independent of government control


2. Media should help democracy prosper
3. The media is a democratic institution but it should work within ethical
standards
4. There must be an element of public participation
5. There should be self-regulation in media
6. There should be a code of ethics, written and unwritten
7. There should be professional standards (quality of publishing, guard against
false interpretation or misinformation

8. Media’s role in criticizing government should be intended to help the


government get better

9. Media must help eradicate social problems (awareness, speaking against)

10. Media must be pluralistic - it should never be just about a singular group

11. Media must only do things that are beneficial to society (no ambiguous or
contradictory content that could cause conflict or division)
STATEMENT OF THE PROBLEM
This study aims to explore the role of broadcast media in responsible public governance for
the basis of coming up with a possible model of media and government relations. Further, it
aims to answer the following questions:

1. What is the present status of media and government relations in terms of the following:
1.1. Access to stories, interviews, and materials;
1.2. Censorship;
1.3. Boundaries; and,
1.4. Partnerships?
2. Is there a significant difference in the assessment of the respondents on the status of
media and government relations given the aforementioned variables?
3. How do the respondents assess the role of broadcast media in responsible
public governance in terms of:
3.1. Story planning and gathering;
3.2. Story choice and format;
3.3. Editorial (Writing and Video); and,
3.4. Headlines?

4. Is there a significant difference in the assessment of the respondents in the


role of broadcast media in responsible public governance when the
aforementioned variables are considered?
5. What are the challenges encountered by broadcast media in terms of the
variables mentioned in Statement of the Problem No. 3?

6. Is there a significant difference in the assessment of the respondents on


the challenges encountered by broadcast media in terms of the variables in
Statement of the Problem No. 3?

7. What model of media and government relations may be developed to


address the challenges and fully utilize the opportunities for partnership?
HYPOTHESIS

There is no significant difference in the role of


different broadcast media outfits in responsible
public governance.
RESEARCH DESIGN

This study on the role of broadcast media in responsible public governance will employ the

Descriptive Research Design. As iterated by Frue (2019), descriptive design makes


use of case studies, surveys, and observation to enable respondents to shed light on a
situation in a more complete and accurate manner. The data will be analyzed using the
descriptive analysis method, which is also a means to present the data in a detailed,
explicative, and particularized manner.
SAMPLING TECHNIQUE: PURPOSIVE
- Respondents should be currently connected to any of the following media
networks:

GMA ABS-CBN
TV5 PTV-4

- Should have at least five (5) years of experience in the hybrid type of
production which has these three (3) components:

STATISTICAL TOOL

Frequency. This will be used to count the number of responses from the
broadcast media practitioners from the four (4) media outfits.

Percentage. This will be used to describe the profile of the respondents and their
response.

Ranking. This will be used to rank the perceptions of the respondents from the
highest to lowest points of view.
RESEARCH INSTRUMENTS

Questionnaire. This will be the main instrument in gathering data for this study, apart
from interviews, discussion, and consultation. The researcher will use the responses
to come up with firm results and a further justification of the study.

Structured Interview. This technique will be used in order to get a better grasp of the
present situations, trends, and updates. Confirmation and verification of data or inputs
to be collected from the questionnaire are additional things to be considered.
