TEJASWINI – THE RADIANT
Aims to empower and encourage young women to take up self-employment
opportunities by means of soft loans for setting up new units/ modernization of
existing units/ acquisition of fixed assets/ meet working capital needs.

Covers 13 specific activities and covers any other similarly profitable small
business/ start-ups.

TOURIST VILLAGE NETWORK

J&K has a potential of 2 crore visitors including 15 lac foreign travellers.
This scheme aims to give create world class rural tourism infrastructure in the UT with the focus on
creating meaningful employment as a windfall gain and to promote hitherto unexplored destinations
in J&K.
The scheme also aims to promote holistic and sustainable tourism with minimum negative footprint.

 Special Subsidy for repayment of Loan EMI as per a fixed schedule and not exceeding 3.5 lacs per

 Specially tailored self-employment scheme for Dental Surgeons
 Aim: To support Dental Surgeons and Paramedics across the UT with the
objective of ensuring quality dental services across UT of J&K. 200 Dental Clinics
to be covered.
Benefits:
Mission Youth to contribute ₹ 2.0 Lakh per Unit (Dental Clinic) out of Total
Project cost of ₹ 8.0 Lakh/ Unit.
The remaining ₹ 6.0 Lakh shall be financed by Bank in the form of Mudra Loans.

Benefits:
Financial assistance to the extent of ₹ 20.0 Lacs per youth group
MY contributes ₹ 2.50 Lacs or 5% of project cost(whichever is minimum) is
as subsidy and rest of the Project Cost shall be financed as MUDRA Loan.
Bank finance to the extent of ₹ 17.5 Lakh or 75% of Project Cost, whichever
lower as MUDRA Loan.
Special subsidy upto ₹ 5.0 Lakh for repayment of Loan.

INITIATIVE
Aims to encourage innovation and job creation through creation of new businesses
and expansion of existing businesses.
Financial assistance under the scheme shall be provided to youth proposing the
creation of a new or expansion of an existing business venture within J&K.
Eligibility
Age 18 to 40 years ,minimum 12th.
For assistance for expansion of existing business, an established business for at least 2 years.
Preference would be given to businesses creating innovative solutions.
25 percent of the cases reserved for women.

 SAHYTA- Sympathetic Assistance and Handholding for Youth Transformation and

Aim: Financial Assistance to youth in distress for gainful self-employment.
Who is a youth in distress?
 Any domicile of J&K in the age group (18-40 years) who has lost any next of kin/ family member in
insurgency related action, cross border shelling or mine blast incident OR,
Has himself/His family suffered permanent incapacitation ( permanent disability of 50% or above) in
such incidents

Approving Authority: District Level Task Force headed by Deputy Commissioner


with SSP and Deputy/ Assistant Director, Employment as mandatory members.
SAHYTA- YOUTH IN DISTRESS
 There are 15 no. of self-employment activities covered under the Scheme.
Claims to be filled within 2 years of incident, with DC.
DC can recommend cases for assistance under this scheme other than Youth in distress
with proper justification.
 Benefits:
 Financial Assistance totaling to Rs. 2.0 lacs in two instalments for setting up business
 100% assistance upto 2.0 lacs
 02 installments of Rs 01 Lakh each(1st on sanction of case & 2nd after 03 months when
unit has been set up)

AIM: Supporting youth/students interested in competing in professional
examinations.

Sponsoring Coaching for various Professional Competitive Examinations including

Setting up of State of the Art Coaching Institute of Mission Youth at Srinagar &
Jammu
 Mission Youth also aims to rope in existing reputed and professional coaching
institutes through means of tie-ups for providing coaching to students across the UT.

link-up with banking and financial institutions.
 MISSION YOUTH shall collaborate with Social Welfare Department.

 Coordination with Universities/ Colleges for Youth Engagement Programs,
Exposure Visits, Youth Exchange Programs at various levels, Research and Studies.
Under the UCI, there exists an sub-component called JK Super-75

 Aim: To support meritorious students (girls and boys) for higher
education(PG/PHD) from marginalized section of society who are forced to leave
education due to financial difficulties.
 Top 75 girls and boys shall be given financial assistance of Rs. 1.00 lacs or actual
expenditure whichever is lower.

YOUTH INNOVATION
PROGRAM
 Mission Youth intends to empower young innovators to innovate new products,
services or models in any area of their interest like art, craft, literature, science etc.
The idea is to facilitate promising innovators to exhibit their talent and excel in their
areas of interest by providing them with institutional support and financial assistance.
Innovative projects in art, skills, crafts, literature, research and Science covered.
Eligibility
Age,18-35 years, 10th

Benefits:
maximum limit of Rs 5 lakh.
One person can seek the assistance under this scheme only once for a particular innovation.
The scheme shall be catering 50 applicants in a calendar year.

GREEN YOUTH ALLIANCE
 The aim of this initiative is to engage, empower and encourage young people to take
positive steps towards sustainable development in line with the Sustainable
Development Goals (SDGs)
The initiative shall also focus on consumer awareness and promoting green
technologies and initiatives.
The initiative shall be taken up in collaboration with Forest Department and Mission
Youth shall also explore collaborations with Universities, NGOs, other agencies etc.
YOUTH CLUBS
 Specially conceived & designed programme for positive youth engagement at grass
root level
Establishment of “Youth Clubs” in every Panchayat / ULB Ward of J&K which
comprise of a min. of 5 youth belonging to the area.18-35 years. Composition of 3:2
Male: Female, at least one female.12th.
Nerve centers for all youth programs / initiatives
Approx. 5000 Clubs envisioned to directly engage with 1 Million youth of J&K
₹ 25,000/Club Grant-in-Aid for community activities during period of active
engagement.
Separate bank account of each group. Award for best performance on 5th Dec(IVD).

 Nerve Centre of Youth related Activities (Gym, conference rooms, pools, Digital
library, Coffee shop , internet facility etc.). Building like state of art corporate office.
To address shortcomings of Official Statistics regarding Youth .
To create a repository of Consistent and Reliable Youth Statistics for Short- and
Long-term Planning
To establish direct communication linkages with the youth for greater engagement.
 Mission Youth Headquarter and Youth Centre to be established at both Jammu and
Srinagar.
Mission Youth intends to set up youth Centres in 10 districts in the first instance.
