Keberhasilan program PKDTK yang baik membutuhkan perencanaan dan eksekusi
yang bercirikan 5A, memenuhi kebutuhan dan sedapatnya mengakomodir keingingan
pemberi kerja dan pekerja, serta terhindar dari konflik kepentingan karena sudah
dipertimbangkan dengan matang. Untuk itu, diperlukan langkah atau tahapan
pengembangan program PKDTK melalui siklus berkelanjutan yang telah teruji cocok di
Indonesia sesuai budaya dan tingkat literasi kesehatan pada kebanyakan pekerja,
disebut dengan siklus RAPKAPIEK yang terdiri dari beberapa tahapan yaitu:
(1) Rekognisi hazard dan risiko kesehatan
(2) Analisis kebutuhan
(3) Perencanaan program
(4) Komunikasi
(5) Persiapan
(6) Implementasi
(7) Evaluas
(8) Kontinuitas
Kemudian dari hasil penerapan dan penelitian model RAPKAPIEK tersebut
ditingkatkan menjadi RAPKAPIEK-Plus.
