Feed ban
REG 999/2001

TSE prevention measures in the feed sector

Food Safety
What are TSEs?
• Prion =Proteinaceous
infectious particle

• Change already existing

proteins
o Affected neurons die
o Neurological
symptoms
o Animal dies

Food Safety
Can we “kill” Prions?
• Very difficult

• Heat, UV, ionizing radiation, chemical…

- Virus, bacteria, fungi: 121°C_15min = STERILE

- Prions: 133°C_20min = -2log10 to -3log10 reduction

• Importance of the physical barrier

Food Safety
Feedban legislation

Regulation 999/2001
• Article 7 & Annex IV

Two things it regulates

• What feed material is banned for which
species?
• Prevent cross contamination

Food safety
Feedban most important, other bans…
Cannibalism ban (ABP REG)
•Terrestrial: PAP species X to species X
•PAP of farmed fish species Y to farmed fish species Y
•It is important to specify what falls under the definition of PAP and
what not. It is also not cat 1 nor 2 protein meal that is called MBM.
Catering waste ban (ABP REG)
•To farmed animals
•Also derived from catering waste
•Not authorized in commercial petfood
21 days waiting period for OF/SI (ABP REG)
•Access to pasture land
•Harvest feed materials

Food Safety
Food safety
Prevent cross contamination
• Certain operators listed as ‘non-ruminant’
or ‘species X’ dedicated:
• - supplier ABP
• - Rendering plants
• - storage plants
• - compound feed plants

ATTENTION for EU aquaculture
• ABP regs = mammalian PAP = M1 (exceptions
e.g. for petfood M7)
• 999/2001 listing is for dedication/separation
ruminant/non-ruminant. M1 is no requirement for
listing of mammalian PAP plants.
