PRIMARY MANDATE
EMB is the primary government agency under the
DENR mandated
Effluent means discharges from known source, which is passed into a body of
water or land, or wastewater flowing out of a manufacturing plant, industrial
plant including domestic, commercial, and recreational facilities.
Why the need for the CWA?
1996 monitoring of country’s classified rivers showed that:
51% still meet the standards for their beneficial use
49% already polluted
Study
31% of diseases in the Philippines is caused by polluted
waters

Note:
- There are rivers with two classification depending on the area being considered (whether the upstream or the downstream area), namely Daet River (Upper and Lower),
Labo River (Upper and Lower) and Talisay River (Upper and Lower).
- Waterbodies such as Geladioc River, Barit River, and Daraga River are recommended to be classified as Class C Water for CY 2019. For CY 2020, waterbodies around
Mt. Mayon such as Basud River, Bublusan Creek, Cagbulawan River, Iraya River, Kabang Creek, Nabonton Creek, Nasisi River, San Vicente River, Solong River and
Tagaytay River are recommended to be classified as Class C Waters. The classification of the said waterbodies are still waiting for the issuance of the Memorandum and
its publication in the official gazette of general circulation to finalize its classification.

Program
Rating of industry’s
environmental performance and
public disclosure of the rating
Industrial Ecowatch Program
It is an information and public disclosure-based system of
environmental compliance and responsiveness of industrial and
commercial firms
Aims to encourage industries to conduct voluntary self-regulation
for improved environmental performance by encouraging pollution
reduction beyond compliance through public recognition and praise
It has varying degrees of assessment with equivalent color-codes
from gold (denoting excellence), all the way to black (very bad
performance)
