National Rural Employment Guarantee Act

INTRODUCTION
y The Mahatma Gandhi National Rural Employment

Guarantee Act (MGNREGA) is a job guarantee scheme, enacted by legislation on August 25, 2005.
y This act was brought about by the UPA coalition government

supported by the left parties.

OBJECTIVE OF MNREGA
y The Mahatma Gandhi National Rural Employment

Guarantee Act aims at enhancing the livelihood security of people in rural areas by guaranteeing hundred days of wage-employment in a financial year to a rural household whose adult members volunteer to do unskilled manual work

Registration for Employment


y The adult member of every House hold who Reside in

rural area ; and are willing to do unskilled manual work, may apply for registration of their household for issuance of Job Card .

Employment in the scheme


y Employment in the scheme Within 15 days of receipt of

an application and within a radius of 5 kms, from their place of residence AND If Employment is not provided within 15 days of receipt of his application he shall be entitled to a daily Unemployment allowance.

Unemployment allowances Rates


y Unemployment allowances Rates For First 30 days For

the remaining period of the Financial year Employment wage + Unemployment allowance One fourth of the wage rate. Not less than one half of the wage rate Equal to the wages for 100 days of work in a financial year.

Minimum Wage
y A person working for 7 hours would normally earn a

wage equal to a wage rate Minimum wage fixed by the state Government under section 3 of the minimum wage Act,1948 Until; wage rate is fixed by the Central Govt.Shall not be at a rate of less than Sixty rupees per day.

Facilities for laborers at work site


y Facilities for laborers at work sitey Safe drinking water. y Shade for children and periods of rest. y First-aid Box for emergency treatment and minor

injuries Health hazards connected with work to be provided. y Depute one woman worker to look after five or more children below the age of six years of women laborers. y Deputed woman shall be paid wage rate.

Insurance for NREGA workers


y Increasing NREGA workers security thresholds by

extending cover of various life and health insurance schemes y Act provides Rs 25000 compensation for death on work site y Aim is to extend insurance cover beyond worksite to the whole family. y Discussion on with LIC.
