Shri Kamran Rizvi, IAS

Shri Kamran Rizvi is an Indian Administrative Service (IAS) officer of 1991 batch Uttar Pradesh cadre.

Shri Rizvi, did his B.Tech and M.Tech in Mechanical Engineering from IIT Delhi and subsequently joined Indian Civil
Services. Shri Rizvi, has to his credit, rich experience of over 30 years of service as Civil Servant, serving in various
important capacities both in the State and the Centre.
History
This institution came into existence on 25, April, 1970 as a private limited company under the complete ownership of Indian
Government with an equity base of Rs. 2 crore under the Companies Act, 1956. It was created against the backdrop of housing
deficit in India in 1960s and 70s, with the objective of addressing issue of housing finance and playing role in urban infrastructure
development. The organization provides finance for setting up of new towns and also works as consultancy services for the
projects of designing and planning relating to Housing and Urban Development programs in India as well as abroad. HUDCO won
UN-Habitat Scroll of Honor Award for the contributions to the development of housing in 1991. The institution was conferred with
miniratna status in 2004.
Infrastructure
HUDCO started financing for development of infrastructures in 1989. The priority was giving for infrastructure
facilities including projects in the sectors of drainage, electricity, water supply, sewerage, solid waste management and
roads in the urban areas. Later the social infrastructure components like primary schools and play grounds, hostels for
working women, healthcare centres, police stations and jails, courts, etc. received benefit of funding for low cost.
Road and Transport
HUDCO has provided term loans for construction of roads and other transportation sectors which includes construction of Airport,
Railways, Ports, Metro Rails, Bridges and Flyover, Railway Over-bridges, Subways, Bypasses, Bus Terminal, Parking complexes,
Purchase of public transport vehicles, Bus Stops/stations, Intelligent Traffic Management system etc. Airports projects of Cochin
International Airport and Calicut International Airport in Kerala are supported by HUDCO. The infrastructure for Kerala State Road
Transport Corporation and UPSRTC are also funded by them. HUDCO sanctioned 100 crore rupees for KSRTC in 2002 for
purchasing 550 buses and 350 mini-buses and 260 crores in 2014 for purchasing 1500 buses.

Solid Waste Management


In 1994 HUDCO set up a Waste Management Cell for promotion of municipal waste management.

Sewerage and Drainage


HUDCO has sanctioned 58 schemes with a project cost of Rs 675 crore to provide new systems and to augment the existing systems.

Water Supply
295 water supply schemes, with a project cost of Rs 5,285 crore was funded by HUDCO.[13] In 2016 HUDCO has also given finance to
Nellore's underground drainage project proposed by Nellore Municipal Corporation.
Road and Transport
HUDCO has been funding transport sector projects in India in a major way to State Governments & public Sector
agencies. The types of projects which are funded are as follows:
 Roads, Bridges, Flyovers, Subways, Bypasses etc.
 Transport Nagars / Terminals Parking Complexes
 Ports, Jetties etc
 Airports
 Railway infrastructure, Metro Rails
 Purchase of public transport vehicles etc.
Solid Waste Management
 HUDCO set up a Waste Management Cell in 1994 for extending financial and technical assistance for integrated solid waste
management system. This includes computation of capacity of vehicles required for waste collection and transportation; establishment
of RDF/ pellatization plants for promotion of energy recovery; or selection of aerobic/ anaerobic composting plants for material
recovery; requirement of land for sanitary landfill to dispose the rejects in environmentally appropriate manner, etc. HUDCO also
propagated separate handling of hazardous hospital waste and transferring it to common incineration facility in the ULB. The charges
for management of hospital waste are generally based on quantity of waste generated from hospitals, path labs, dispensaries etc.
 HUDCO extended soft loan based on the international subsidy routed through MNES/ MNRE for waste to energy projects (bagasse-
based co-generation plants) under the funding for minimization of Green House gases. HUDCO has also funded Municipal Solid
Waste projects for energy / material recovery projects on BOO/BOOM basis. These types of projects are operated on Public - Private
Partnership projects, based on tripartite agreement between lender, private operator and the Municipality. The project land is on lease
and collection rights of MSW or tipping fees is agreed upon by the urban local body with the private operator.
Water Supply
 HUDCO has funded a large number of water supply projects in the country which include augmentation,
rehabilitation, extension as well as new schemes for un-serviced areas. The funding covers various
components of water supply schemes such as development of source-weir/barrage/river intake, transmission
lines, conventional treatment plants, storage facilities - sumps, Over Head Tank, distribution network,
pumping stations, energy saving devices, leakage detection systems, metering, aquifer recharge, etc.
 HUDCO has funded these projects to state level parastatals like Water Supply & Sewerage Boards of the
States, ULBs, PHE departments, Jeevan Pradhikaran, etc. State governments are also taking up Viability Gap
Funding for water supply schemes in small and medium towns, with minimum burden on the state exchequer
under the Jal Jeevan Mission.

Central and State Governments, parastatals bodies like Rural Housing Boards, District Boards, Panchayat, Taluk Development Boards, Apex State Co-
operative Societies and other public institutions such as Joint Sector and Corporate Sector etc which are nominated by the State Governments for
undertaking rural housing scheme with HUDCO’s financial assistance.
SLUM UPGRADATION
Term loans for upgradation of slums are offered to Central and State Governments, parastatals bodies, Corporates and Joint sector Agencies for
upgradation / improvement of slums in inner city areas which are predominantly inhibited by lower income groups.

STAFF HOUSING
LOANS UNDER STAFF HOUSING SCHEMES ARE PROVIDED TO CORPORATE EMPLOYERS, FINANCIAL ASSISTANCE ARE OFFERED
TO BOTH PUBLIC AND STATUTORY BODIES FOR CONSTRUCTION OF HOUSES, THE EMPLOYER MAY ALLOT THE HOUSES EITHER
ON HIRE-PURCHASE BASIS OR THROUGH SALE TO THEIR EMPLOYEES.

Co-operative Housing
Co-operative Housing has claimed fair amount of share in HUDCO’s financial assistance. Under the Scheme, HUDCO’s financial assistance is
available to State Level Apex Co-operative Housing Federations. Financial assistances are offered for construction of houses and composite housing
scheme such as acquisition of land, development of site and construction of house. However financial assistances are not available for land
acquisition component alone.
Main Objects
 The main objects of the Company as contained in the Memorandum of Association are:
 to
provide long term finance for construction of houses for residential purposes or finance or undertake housing and urban development
programmes in the country;
 to finance or undertake, wholly or partly, the setting up of new or satellite towns;
 to
subscribe to the debentures and bonds to be issued by the State Housing (and/or Urban Development) Boards, Improvement Trusts,
Development Authorities etc., specifically for the purpose of financing housing and urban development programmes;
 to finance or undertake the setting up of industrial enterprises of building material;
 to administer the money received, from time to time, from the Government of India and other sources as grants or otherwise for the
purposes of financing or undertaking housing and urban development programmes in the country;
 topromote, establish, assist, collaborate and provide consultancy services for the projects of designing and planning of works relating
to Housing and Urban Development programmes in India and abroad;
 to
undertake the business of Venture Capital Fund in Housing and Urban Development Sectors facilitating Innovations in these sectors
and invest in and/or subscribe to the units/shares etc. of Venture Capital Funds promoted by Government/Government Agencies in the
above areas; and
 to
set up HUDCO’s own Mutual Fund for the purpose of. Housing and Urban Development programmes and/or invest in, and/or
subscribe to the units etc. of Mutual Funds, promoted by the Government/Government Agencies for the above purpose.
Sources of Funding
Our issued, subscribed and paid-up Equity Share capital is Rs. 20,019.0 million. We also fund our business with borrowings
of various maturities in the domestic and international markets. Our market borrowings include, among others, NCDs
(including secured, redeemable, non-convertible, non-cumulative tax-free bonds), term loans, commercial paper, public
deposits and external commercial borrowings .

REFINANCE ASSISTANCE FROM NHB


THE NHB OFFERS REFINANCE ASSISTANCE TO HFCS IN RESPECT OF THEIR LOANS GIVEN FOR HOUSING UNDER VARIOUS
REFINANCE SCHEMES. THESE LOANS HAD A MATURITY PERIOD RANGING FROM SEVEN YEARS TO 10 YEARS.

OTHER TERM LOANS


WE AVAIL OF SECURED AS WELL AS UNSECURED LONG-TERM AND SHORT-TERM LOANS FROM VARIOUS INDIAN BANKS.
THESE LOANS ARE MOSTLY IN THE NATURE OF TERM LOANS. THESE LOANS HAD A MATURITY PERIOD RANGING FROM 180
DAYS TO 24 YEARS AND WERE SUBJECT TO FLOATING INTEREST RATES.

COMMERCIAL PAPER
WE ISSUE COMMERCIAL PAPER FROM TIME TO TIME.

OTHER LOANS
WE AVAIL OF UNSECURED CASH CREDIT / OVERDRAFT FACILITIES FROM VARIOUS INDIAN BANKS. THESE FACILITIES ARE
SHORT TERM IN NATURE AND REPAYABLE ON DEMAND AND WERE SUBJECT TO FLOATING INTEREST RATES.

BANK GUARANTEE FACILITIES


WE AVAIL OF UNSECURED BANK GUARANTEE FACILITIES FROM VARIOUS INDIAN BANKS. THESE FACILITIES HAD A
VALIDITY PERIOD RANGING FROM 12 MONTHS TO THREE YEARS.
