crises but it doesn’t prevent their
occurrence.
Organizations need a clear and specific
plans to prevent or at least to expect
and dealing with crises.

Early warning of crises and providing
instructions to crisis management team
Creating the supportive climate to assess the
situations facing the organization

information. ( such aspects as hazard
analysis, organizational information,
regulatory guidance, company policy
procedures and location specific data).

information.(for those who involved in the
implementation of the crisis management

Failure to identify and establish an incident
command structure. ( many planners try to fit
their organization into a standard incident
command system not designed around their
particular needs).
No, or minimal, coordination with effected
entities. Poor communications with the
community, neighboring industries, identified
support entities (fire, police, hospitals, etc.)

Selecting the planning team:


- The team: a group of senior managers headed by
a team leader.
- Team tasks include:
• Setting plans and programs of crisis management
• Prepare and keep records of events and previous
crises (crisis memory)
• Receive the follow-up reports for anticipating future
crises.

Analyzing capabilities and risks:


- The organization’s resources and capabilities
(internally and externally)
- The governing laws and regulations and the
organization’s compliance
- External organizations that deal with our
organization (civil defense, fire distinguisher
department)

- Setting the emergency plan for rapid response in
crisis
- Specifying threats and expected risks (we talked
earlier about risk assessment)
- Setting crisis training programs (communication,
recovery etc.)
- Identifying persons and organizations to whom
you need and their roles (names, telephones etc.)

Writing and documenting the plan:


- Crisis management plan should be written in detail
- The plan should explain what to do in c ase of facing
a crisis
- Organizations should consider the following while
writing the plan:
• Clear and simple language
• Dividing the plan into clear sections as that in the
telephone directory
• Using charts and figures as possible

- Training the leader and members of
crisis management team.
- Training employees and managers
- Training the crisis communication team

 Testing the crisis management plan saved thousands of
people in the International Trade Tower in 2001 because of
periodic tests from time to time
 Initial recognition of the plan: explain the plan to managers –
what if scenario
 Round table training managers and expert
 Simulation
 Test of full deployment of resources : a hypothetical crisis and
how to deploy resources to face it.

- After testing : the crisis plan problems will
appear.
- Crisis team members and managers

Steps of the plan:


- Specify the university mission and objectives
- Crisis definition and types
- Targeted populations (students, etc.)
- Forming crisis management team
- Establish a center or a room for the crisis management unit
- Allocate the required resources
- Establish a media center for crisis communication
- Set a mechanism for evaluating efforts of crisis management
in the university.
