Samar’s PROPOSAL ON
LIMITED FACE-TO-FACE
TRANSITION OF CLASSES
Introduction:

The wide-ranging effects of COVID-19 have created among various social


institutions the timely and judicious need to adjust their systems. In the
Philippine educational setting, the COVID-19 contagion compelled the
Department of Education (DepEd) to implement novel teaching modalities to
face the new normal.
As a response, the Department of Education reiterates the implementation
of Basic Education Learning Continuity Plan (BE-LCP). The BE-LCP aims to
provide learners continued learning in the face of the pandemic.Depending on
the nature and capabilities of the learners, schools, teachers as well as the
immediate communities, the plan seeks to provide various learning modalities.
Distance learning is seen as a way for the Department of Education
(DepEd), Eastern Samar Division to be able to perform its mandate.
Specifically, the modular instruction was deemed a reasonable instructional
modality so that no students would be “left behind” given the new normal.
However, considerations on the quality assurance of learning and the
achievement of the most essential learning competencies have to be set. Hence,
adjustments were necessary.
In view of this pedagogical need and context, schools were compelled to
manage the transition to the limited F2F set-up with careful considerations on
the following, to wit:

4.Additional Recommendations and Expected Challenges
The decision to use this approach stems from various factors
such as the limited access to learning support due to parent’s
educational background, and others.

With the learner’s welfare in mind, careful analysis of the


learners, teachers, schools’ context, and health protocols will be
highly prioritized to ensure continuity of learning amidst the
pressing situation. With this, the Schools Division of Eastern
Samar remains steadfast in its aim to provide socially-responsive
education for all Estehanons.
1. Lesson Delivery Strategies
a. Frequency of Classes
~ Number of priority/focused learners who will compose 50% of the
classroom capacity will attend classes during Tuesday & Thursday
~ Another 50% of the classroom capacity will attend classes during
Wednesday & Friday.
- Mondays will be allotted for the teachers’ preparation of needed instructional
materials, decontamination of classrooms and securing medical certificates to attest
their fitness in conducting the limited face-to-face classes.
- For learners who are not scheduled during face-to-face classes in school will
be on home-based instruction with family members/learning facilitators for necessary
follow-up.
b. Priority Grade Level
~ Key stage 1 (K-Grade 3) to include
struggling learners in the remaining grade levels.
~ consider the consent of parents especially
those academically challenged learners, one
of the priorities regardless of grade level

~ inform the parents of the need of the learners


to be in school especially if the parents are capable
of teaching their children
c. Classroom Management
~ limit the number of learners (50% of the classroom capacity)
~ strict observance of health protocols such as the putting up
of a mini triage where both teachers and learners wear face masks,
do frequent hand washing/using alcohol or hand sanitizer and
observing social distancing
~ a health break of an hour or two of classes
~ regular decontamination of the classroom every after class
~ each learner will provide his/her own snack/food, utensils & writing
materials such as pencil, ball pen, notebook or pad of paper
~ the specific resources to be used like available modules, BOL/LAS
anchored on the MELCS
2. Modes of Monitoring and Assessment
~ Written and Performance Task
~ On Performance Task group work is
discouraged
~ Follow the DepEd Order on Monitoring and Assessment
~ Craft contextualized tools and instruments to guide the
DepEd officials during monitoring of schools
3. Preparatory Requisites
a. Health and Sanitation
~ School Heads shall prepare an emergency plan where everything
is laid down to ensure the safety of both teachers and learners
~ Health certificates of teachers must be updated as MOV of being
physically fit to enter the classroom
- Expenses to be incurred shall be charged to school MOOE
b. Transportation
- School Head to coordinate with partner LGU to ensure availability of transportation of
teachers in going to school and back to their respective residences .
c. Venue
~ Depending on the level of risk by specific district implementation shall vary
~ Seek approval by those identified by the Local IATF like places
with insurgents
~ Seek approval/consent of parents to join the limited F2F
~ Proposal of the Provincial IATF to return to the GCQ, the
implementation will vary

a. Focused Basic Learning Areas & specified no. of hours
per class
~ Reading
~ Writing
~ Arithmetic
~ ENSCIMATH
b. Written consent of parents
~ for security of learners
~ health consideration
