DEPUTATION OF WILDLIFE ENFORCEMENT
OFFICERS
 The Secretary or the Council or their authorized representatives (concerned Regional
Executive Director) shall deputize WEOs, individuals from the ff:
 non- government organizations
 citizens group
 community organization
 and other volunteers

WEOs shall also be designated by the concerned law enforcement agency. For this
purpose, the Secretary or the RED concerned shall coordinate with the head of law
enforcement agencies for the designation of WEOs.

They shall provide the RED with the list of their designated WEOs. The RED and the law
enforcement agencies may enter into a MOA or MOU for the conduct of training and joint
evaluation of performance of the WEOs.
TRAINING REQUIREMENTS:
Undergone and passed trainings on the ff:
 Basic knowledge on wildlife laws, rules and regulations,
 CITES provisions
 Wildlife identification
 Basic training in the preparation of reports, affidavits, sworn
statement, seizure and turn- over receipt, inventory report, filing of
complaint in court, inspection procedure/ safety, surveillance,
smuggling techniques, method of concealment, documentation of
frauds and detection of falsified or invalid documents
 Prosecution of wildlife cases
QUALIFICATIONS:
 Must be a resident of, or assigned to, the area specified in the
deputation/ designation order
 Must be able to read and write
 Must be at least 18 years old and not more than 60 years old
 Must be physically fit and mentally sound
 Of good moral character, and
 Willing to perform and undertake the functions and duties of a
wildlife enforcement officer
DUTIES AND

RESPONSIBILITIES:
Seize illegally collected, possessed and/or traced wildlife or plants, by products and/or
derivates thereof,

 Arrest even without a warrant to any person who has committed, is committing, or about
to commit in his presence of any of the offences provided under section 27 of R.A 9147
and other relevant laws, rules and regulations;

 Assist in the conduct of surveillance and monitoring of wildlife-related activities;

 Deliver the arrested offender/s within reasonable time to the nearest Police Station and
assist in filing the proper complaint to the office of the prosecutor or to appropriate
designated court to conduct preliminary investigation;
DUTIES AND
 RESPONSIBILITIES:
Deliver within reasonable time to the nearest CENRO, PENRO or DENR Regional Office
or BFAR Regional/Provincial Offices or PCSDSA district Management Office for custody
of all confiscated wildlife, their parts, by-products and/or derivates, as well as tolls,
equipment and conveyances used in the commission of the crime, including corresponding
reports;

 Act as witness in court for the speedy prosecution of criminal complaints against wildlife
violators;

 Submit monthly accomplishment reports to the concerned Officer with jurisdiction over
their area of operations;

 Coordinate with other law enforcement agencies for security reasons, if necessary; and;

 Perform such other duties as may be assigned by the Secretary or Chairman or duly
authorize representative from time to time.
 The deputized WEOs shall be entitled to reasonable daily living and
transportation allowances, per diems, hazard pay, health care and
medical assistance, free legal assistance in case of harassment suits,
honoraria, and insurance coverage, financial assistance, where
appropriate, all to be funded from the Wildlife Management Fund
and/ or regular appropriations of each agency, subject to availability
of funds and the usual accounting and auditing rules and regulations.

• Existing deputized members of NGOs, Pos or DENROs may be


deputized as WEOs following the procedures prescribed.
PROCESSING AND APPROVAL OF DEPUTATION
ORDERS
CENRO:
a. Receive applications for deputation and ensure completeness of the
documents submitted;

b. Verify and evaluate the qualifications of applicant based on the


supporting documents submitted and endorse the same within three
(3) days; and,

c. Forward to the Office of the Regional Executive Director (ORED)


thru the Provincial Environment and Natural Resources Office
(PENRO), all processed applications for deputation with the findings
and categorical recommendation.

ORDERS
PENRO:
a. Review all applications submitted by the CENRO; and

b. Indorsed all applications to the Office of the Regional Executive


Director with categorical recommendation within two (2) days.

Office of the Reginal Executive Director
(ORED)
a. The RED shall further review all
applications indorsed by the PENRO and act
accordingly; and,

b. The RED shall approve the deputation order


of the WEOs for the period of one (1) year
which is renewable for the same period, if
warrantied.
ORIENTATION AND TRAINING
 The DENR shall conduct the orientation of WEOs immediately prior to
assumption of duty to ensure that they will effectively perform their
functions.

 The orientation shall be conducted at the CENRO level in coordination


with the Human Resource Development Section of the Regional Office
ORIENTATION AND TRAINING
 The Deputation Order indicating the area of assignment, duties, and
responsibilities, among other things, and the corresponding identification
card shall be given after the WEO shall have attended the orientation.

 To update the WEOs on the latest wildlife policies including CITES


provisions to be implemented, training shall be undertaken as often as
may be necessary.

 WEO whose deputation orders are still valid must participate in scheduled
trainings. Failure to attend such trainings will be ground for the
revocation of their deputation unless justified by non- existence of
training within their area of assignment.
REVOCATION/ TERMINATION OF DEPUTATION ORDER
The Deputation Order of WEO may be revoked by the approving authority
on any of the following grounds:

 When the WEO is found to be ineffective in the implementation of


wildlife laws, rules and regulations including the implementation of the
CITES provisions based on the performance evaluation;

 When found to have committed an act/s in violation of the regulatory


functions of the DENR without prejudice to the filing of criminal
charges; and,

 When the WEO fails to attend required trainings.


REVOCATION/ TERMINATION OF DEPUTATION ORDER

The Designation Order of WEO from law


enforcement agencies shall be terminated
upon cessation of their service in their
respective agencies.
PERFORMANCE EVALUATION OF WEO
 The performance and compliance of the WEO deputized by the
DENR shall be evaluated by the CENRO within two (2) months
prior to renewal

RENEWAL OF DEPUTATION ORDER


• The performance evaluation for the WEO will be the basis for renewal

• Recommendations for renewal of Deputation Order for WEO with


satisfactory or better rating shall be forwarded by the PENRO to the
ORED to approve the renewal for one (1) year.
