Jail - are institutions for the confinement of prisoners who are awaiting for
final disposition of their criminal cases and also the services of those
convicted and punished with shorter sentence, usually up to three (3) years. It
was originated in England by Henry II in 1166.
Types of Jails
Lock –up – is a security facility for the temporary detention of persons held
for investigation or awaiting preliminary hearing.
Ordinary Jail – houses both offenders awaiting court action and those
serving short sentences.
Work Houses – jail farm or camp houses minimum custody offenders
serving short sentences with constructive short programs.
Types of Jail based on inmate population
Type A – with population of 100 inmates or more
Type B – with population f 21 to 90 inmates
Type c – with population of 20 inmates or less

Bureau of Jail Management and Penology
(BJMP)
The BJPM was created pursuant to Section 60, of RA 6975 on
January 2, 1991 as line Bureau if DILG consisting of uniform
members constituted under PD 765. As mandated, the BJMP shall
operate under the reorganized DILG, Supervises and controls all
district, city and municipal jails nationwide.
BJMP
Mission
Shall direct, supervise, and control the administration and operation of
district, city and municipal jails to affect a better system of Jail Management
nationwide.
Powers
Shall exercise supervision and control overall district, city and municipal
jails to ensure: a secured, clean, sanitary, and equipped jail for the custody
and safekeeping of city and municipal prisoners, any fugitive from justice or
persons detained awaiting investigation or trial/or transfer to the National
penitentiary, and any violent mentally-ill persons who endangers himself or
the safety of others.
BJMP
Functions
Formulate policies and guidelines on the administration of all
district and municipal Jails nationwide.
Formulate and implement policies for the programs of
corrections, rehabilitation and treatment of offenders.
Plan and program funds for the subsistence allowance of the
offenders; conduct researches, develop and implement plans and
programs for the improvements of jail services throughout the
country.
Organization and key positions of BJMP under RA 6975
and RA 9263. The Jail Bureau shall headed by Chief
(City, Municipal or District Jail Warden)and shall be
assisted by two Deputy Chief, one for Administration, and
one for Operation, all of who shall be appointed by the
President upon recommendation of the Secretary of DILG
from among the qualified officers with at least the rank of
Senior Jail Superintendent.
