THE 1987 CONSTITUTION
 It is the legal foundation of the education sector of the
Philippines
 Article XIV Sections 1-5(5)
 Section 1. The state shall protect and promote the right of
all the citizens to quality education at all levels and shall
take appropriate steps to make such education  accessible
to all.

To provide the framework for the governance of basic education which shall
set the general directions for educational policies and standards and establish
authority, accountability and responsibility for achieving higher learning
outcomes;

vests to DepEd the authority, accountability and
responsibility for achieving higher learning
outcomes. The law further defines the roles and
responsibilities of and provides resources to the field
offices which shall implement educational programs,
projects and services to the communities they serve.

refers to a program where a private entity agrees to extend assistance to
a public school in a particular aspect/s of its educational program
within an agreed period.

 An act providing for the establishment and maintenance of an integrated system of education.
 This act shall apply to and govern both formal and non –formal system in public and private
schools in all levels of the entire educational system.
