The Azerbaijan
Democratic Republic
(ADR) was the first
democratic and secular
republic in the Muslim
world. It existed from
1918 to 1920 and was
located in the South
Caucasus region of
Eurasia. The ADR was
established on May 28,
1918, after the collapse of
the Russian Empire.
The founders of the republic were a group of Azerbaijani intellectuals who had been studied abroad in Europe and America.

ADR adopted a constitution in 1918. This constitution guaranteed universal suffrage, freedom of speech and religion. It
also established a democratic government with three branches: legislative, executive and judicial.

Another important achievement of the
ADR was the creation of a national
army. ADR faced many problems,
invasions of neighboring countries and
internal conflicts. However, the
national army was able to defend the
republic and preserve its independence.
ADR has made significant progress in the fields of education and culture. The
government established a secular education system and increased the use of the
Azerbaijani language. During the short life of the republic, Schools, gymnasiums,
girls' schools, kindergartens, and libraries were opened in every part of the
country. Hospitals were established in villages.
For example: in 1919, the country's first higher education institution - Baku State University - was established.
Despite many achievements, ADR was short-lived. In 1920, the
Soviet Union invaded Azerbaijan and established a communist
government. The ADR was dissolved and its leaders were sent
into exile.
In conclusion, let us note that the Azerbaijan Democratic Republic was an important stage in
the history of Azerbaijan and the Muslim world. His achievements in the field of democracy,
education and culture continue to inspire Azerbaijanis today. Although ADR was short-lived,
it remains an important part of Azerbaijan's national identity and a reminder of the country's
democratic aspirations.
