CONTEXTUALIZATION

The present and the future of Pará constitute the most important challenge
on which all leaders must reflect, be they political, business, religious,
whatever the sector of action .
We are convinced that the construction of a solid State Project capable of
ensuring the socioeconomic development that brings well-being and security to the
almost 9 million Brazilians who live here cannot be postponed.
From a free and plural spirit, we defend that this project is the object of the
broadest debate, immune to ideological and political pressures, in the
pursuit of sustainable development, based on the defense of nature, the
affirmation of the right to property and the consolidation of the State of Law,
within the principles of Justice and Peace.
 What is
PROPARA ?
Following the example of PROBRASIL, the
Federal Government, the productive sector of Pará,
through the Forum of Business Entities, together
with the State Development Council - CDE, the
Legislative Assembly, the Court of Justice of the
State of Pará and the Forum of Higher Education
Institutions and Research from Pará, present
proposals for PUBLIC-PRIVATE
PARTNERSHIPS , aiming to integrate and
improve strategic actions for the resumption of
post-pandemic economic growth, and, above all, to
leverage the development of Pará, exploring its
APPROVED VERSION potential.
CONSECRATION -

 GOAL
Give competitiveness to products from Pará, guaranteeing their insertion and
permanence in globalized markets. Historically, we have the example of several
cultures that, coming from abroad, were tropicalized, as is the case of soy, corn
and palm oil or environmentalized breeds such as zebu and buffalo.

In order to reach these goals, which are ambitious but feasible, targets were
established based on economic, social and environmental criteria, always
respecting the provisions of the Forestry Code (that is, with a legal reserve of 50%
until June/2008 and 80% thereafter date)
 ENVIRONMENTAL AWARENESS
➔ State Law 6.745/2005 - Ecological-Economic Macrozoning of the State of
Pará. First State to carry it out.
➔ maximum percentage of 35% for the consolidation and expansion of
productive activities , within the targets that make up this proposal in
recovery areas and altered areas (43.5 million hectares) and
➔ 65% - 81,120 thousand ha in Forests – the largest Natural Asset on the
Planet.

 AMAZON INTEGRATION POLICY
1. Occupation of the Amazon – public policy of the Federal Government established in the 60s,
encouraging migration to the Region : “Integrate not to Deliver” and “Land without men for men
without land”;

2. DECREE-LAW 1,106, OF 06/11/1970 – PIN - Financing of infrastructure work;

3. DECREE-LAW 1164, of 01/04/1971 - Transfers to the Union 85% of the Lands of Pará;

4. DECREE-LAW 1,179, OF 07/06/1971 – PROTERRA - Promote easier access for man to land, create
better conditions for labor employment and encourage agroindustry in the regions included in the areas
of action of SUDAM and the SUDENE.
5. DECREE-LAW 2375, of 11/24/1987 - Revokes Decree 1164/1971 - So far not complied with.

6. INCRA Normative Instruction – proof of use of 50% of the rural property area, as a requirement for title.

 PROPARÁ'S COMMITMENT

Comply with the legislation regarding the CAR-Rural Environmental Registry and
the Environmental Regularization Program and comply with the principles related to
traceability and sustainability standards, always concerned with moving forward
cooperating with the Low Carbon, Green Seal, Amazônia Hoje, Biosafety and
Bioeconomy Policies.
It understands as an irreducible principle the preservation of the Amazon Forest,
through the maintenance of the practices foreseen by the management projects
that allow the renewal of the vegetation cover, zeroing the carbon emission.
In the end, new jobs will be provided, increased income, dynamic circulation of
wealth, in addition to supplying the world with timber of legal origin.
