What is Project Governance?
Reflect on what this means (5 mins)
Project Governance Defined
‘An oversight function that is aligned with the
organization’s governance model and that
encompasses the project lifecycle [and provides] a
consistent method of controlling the project and
ensuring its success by defining, documenting and
communicating reliable, repeatable project
practices’.

The Project Management Institute (PMI, 2013b, p. 34).

Project Governance Defined
“Effective governance of project management
ensures that an organization’s project portfolio
is aligned to the organization’s objectives, is
delivered efficiently and is sustainable.

The UK Association of Project Management

(APM)
Project Governance…
Defined?
Important:
There is a lack of an agreed on,
generally accepted definition for “project
governance.”

Governance relies on communication,

education, research and shared
decision-making.
Project Governance: Its Importance

“Decisions are the coin of the realm in business.

Every success, every mishap, every opportunity
seized or missed stems from a decision someone
made or failed to make. Yet, in many firms, decisions
routinely stall inside the organization, hurting the
entire company’s performance. The culprit?
Ambiguity over who’s accountable for which
decisions.”

(Rogers and Blenko, 2006)

Project Governance
• Good project governance is the secret weapon
of effective project-based organizations.

• A key element of project governance

addresses how decision rights and
accountabilities are disseminated and assigned
between the project team and executives.

Is there a difference between governance and
management? (5 mins)
Governance & Management

Governance
• the structure that allows for a
successful project
Management
• the day-to-day decision-making.
Governance & Management

• Good governance creates the

framework which allows for good
management.

• Equally, poor governance can result

in bad management.

• Governance ensures each project

manager follows specific processes
so that they don’t have to reinvent
how to get things done.
Governance & Management
• Governance and management are both equally
important for the delivery of an effective project.

• Think of governance as the antidote to project

chaos!
