On May 21, 2003, the 56th World Health Assembly adopted the WHO FCTC Treaty, which
came into force on February 27, 2005. It was signed by 168 countries. The FCTC is a
supernational agreement that seeks to protect the present and future generations from the
devastating health, social, environmental, and economic consequences of tobacco
consumption and exposure to tobacco smoke. Rules that govern the production, sale,
distribution, advertisement, and taxation of tobacco are included in the provision's of the
treaty.

Being the leading cause of preventable death, tobacco has seen an upsurge in its consumption
and fatality rate with the increasing interconnectedness of the global economy. Treaty
advocates initiated and called-upon tobacco-related issues that could not be resolved by the
actions of individual countries such as the smuggling of tobacco and the leakage of tobacco
advertisements from countries which lacked strict regulation and restrictions on where and to
whom tobacco companies could market their products.
The Preamble of the FCTC focused on the following
issues:
• The dramatic increase in worldwide tobacco consumption
• The escalation in smoking and other forms of tobacco consumption
by children and adolescents
• The impact of all forms of advertising, promotion, and sponsorship
aimed at encouraging tobacco use

Before the treaty was released, tobacco industry agents and delegates engaged upon
a concerted effort to check the efforts of the FCTC planners and composers aside
from the participating policy- makers from individual WHO member states. Since
they were unable to argue against the scientific evidence about tobacco's harmful
health effects, the tobacco industry apprehended the FCTC's potential for economic
harm. The industry made several attempts to discredit the FCTC.
