District Industries Centres (DIC).

The industrial Policy 1977 contained the concept of


District Industries Centres (DIC). DIC program was
initiated on 1st May 1978 as a centrally sponsored
scheme. It was a landmark measure in development
of cottage and small industries in smaller towns in
India. DIC’s were started with a view to provide
integrated administrative framework at the district
level for industrial promotion.
Objective of District Industries Centres
The basic purpose of these DIC’s is to generate more
employment opportunities for rural people. It was
intended to make the Centre as a central location
for-
1. Granting financial and other facilities to small units
2. Developing close links with development blocks
and specialized institutions providing help to set up
industries in rural areas.
3. Identifying and helping new entrepreneurs

Small Industries Development Organization
(SIDO
• SIDO was established in 1954 on the recommendations of the Ford
Foundation team of Government of India for the development of SSIs. It is
headed by the Development Commissioner (SSI) who is an ex-officio
Additional Secretary to the Government of India. That is the reason, the
office of the Development Commissioner (SSI) is generally known as SIDO.
• It is the nodal organization, which implements Central government
policies. It operates through a network of 30 small industries services
institutes (SISIs), 28 branches of SISIs setup in states capital. Pioneering
the institutional infrastructure for the development of small scale
industries at the central level is Small Industries Development
Organisation at New Delhi with a large number of field outfits and
subordinate formations providing a wide ranging techno-economic
consultancy services and support.
Functions of SIDO
It is evolving an all India policy and programme for the development of SSIs.
Maintaining liaison with different state and central Ministries,
Planning Commission, RBI and financial institution.
Coordinating the various programmes and policies of State
Government.
Dissemination of economic information.
Assisting SSI units in technological upgradation by providing quality tool facility.
Increasing efficiency of SSI units by providing consultancy and common
service facilities in the areas of design and production of tools
Monitoring the Prime Minister Rojgar Yojna (PMRY)
Helps in preparation of project file.
Helps in skill development
Helps in entrepreneurship development and management training.
State Small Industries Corporation (SSIC)
Many State Governments have set up Small Industries Corporations
in order to undertake a number of commercial activities. The most important of these activities
are distribution of scarce raw materials, supply of machinery on hire -purchase basis, constitution
and management of industrial estates, procurement of orders from Government Departments,
assistance in export marketing and in certain cases provision of financial, technical and
managerial assistance to small enterprises. It provides the following facilities to small scale units:
1.Provision of constructed sheds/plots in industrial estates. These are sold to
entrepreneurs on hire -purchase basis or given on rental basis.
2.Assistance in procuring some scarce key raw materials like iron and steel, paraffin
wax, potassium chlorate, fatty acids, etc.,through its various distribution centres.
3.Financial assistance in the form of subsidies to industrial units in backward areas
like Central Investment Subsidy, State Capital Subsidy. Interest free Sales Tax
Loans, Power Tariff Subsidy and Margin Money Assistance for the rehabilitation
of the sick small-scale industries.

Micro, Small and Medium Enterprises – Development Institutes

(MSME-DIs)
The small scale industries covering a wide range of small, tiny and
cottage sector occupy an important position in the planned development
of the Indian economy and plays a pivotal role in the over all economic
and industrial growth and development of the country. In order to
accelerate the development of small industries, the Government of India has
set up a number of agencies.
These agencies are under the control of The Development Commissioner
- Micro, Small and Medium Enterprises (DC MSME). There are 30 MSME-
Dis in all and 28 branch institutes. The MSME-DIs are most significant among
them.

The main services rendered by the MSME DI office are:
•Services and Schemes pertaining to MSME sector  of Govt. of India
•Providing techno-economic and managerial consultancy, common facilities and
extension services to MSMEs.
•Providing facilities for technology upgradation, modernisation, quality
improvement and infrastructure.
•Developing Human Resources through training and skill upgradation.
•Advising the Government in policy formulation for the promotion and
development of MSMEs.
•Providing economic information services.
•Maintaining a close liaison with the Central Ministries,  State Governments,
Financial Institutions and other Organisations concerned with development of
MSMEs.
•Evolving and coordinating Policies and Programmes for development of MSMEs
as ancillaries to large industries.
Industrial and Technical Consultancy
Organisation of Tamil Nadu (ITCOT)
• ITCOT was incorporated in 1979 as a joint venture
of leading financial institutions. State
• Development Corporations and Commercial banks
to provide consultancy service to industry and
service sectors.The promoters of ITCOT are IDBI,
ICICI, IFC, SIPCOT, THC, SIDCO and commercial
banks, viz., SBI, Bank of Baroda, Canara Bank,
UBI, Central Bank of India, IOB, Indian Bank,
The Lakshmi Vilas Bank and The Karur Vysya Bank.
