PRESENT SYSTEM OF GOVERNANCE
 All India Council of Technical Education (AICTE) : Regulates technical education in the country

 University Grants Commission (UGC) : Vested with responsibilities of providing funds and that of
coordination, determination and maintenance of standards in institutions of higher education.

 National Board of Accreditation (NBA) : Accredits technical programmes, such as engineering and
management programmes

 National Assessment and Accreditation Council (NAAC) : An autonomous institution of the University
Grants Commission (UGC), accredits general colleges and universities.

 National Council for Teacher Education (NCTE) : Mandate for regulating teacher training and
education.

 In addition to these, 14 other Councils like PCI, MCI, COA etc.

above 96% for elementary school,
while it is 78.5% for secondary and
54.2% for higher secondary. What is
worrying, however, is a growing
