GENERAL GUIDELINES

The LGU GAD Plan and Budget (GPB) shall be:

Formulated within the context of the LGU mandate to ensure


gender mainstreaming in PPAs.

Synchronized with the planning and budgeting calendar


(DILG-NEDA-DBM-DOF JMC 2007-01)

Incorporated in the CLUP, CDP, AIP, ELA, PDPFP and in sector


plans (e.g. DRRM plans). Guided by the desired outcomes and
goals in the MCW, PPGD, other GAD-related laws/term plans
and international commitments, i.e. UN CEDAW

GENERAL GUIDELINES

In identifying GAD PPAs, priority is given to emerging


and/or continuing issues and concerns on:

a. Provision of basic

services and facilities

GENERAL GUIDELINES

For effective planning and implementation of GAD PPAs, essential


elements in GAD planning and budgeting should be in place:

(a) creation and strengthening of the LGU GFPS;

(b) capacity development on gender mainstreaming, gender-


responsive planning and budgeting, gender analysis and gender
assessment;

(c) institutionalization of the GAD database.

If these are not present or need to be strengthened LGUs

Provision of adequate resources by the LCE; GPB


implementation should not be affected by austerity measures.

The GAD budget, which is the cost of implementing the GAD


plan shall form part of and is not in addition to the LGUs’
Annual Budget.

Consultation with employees and constituencies through


accredited women or people/civil society organizations,
among others to ensure the relevance of their GPBs.

STEPS IN FORMULATING THE GPB

In consultation with local functionaries/stakeholders,

LGU GFPS shall set the GAD AGENDA or identify priority


gender issues during the three-year term of its leadership.

The GAD agenda shall be the basis for the annual formulation of PPAs
to be included in the LGU GPB.

Priority gender issues may be derived from:

 Review of GAD-related laws and policies


 Result of the conduct of gender analysis
 Results of program and project evaluations
 Review of findings from the audit of GAD funds and
GAD Accomplishment Reports

IDENTIFY APPROPRIATE PAPS TO ADDRESS PRIORITY

PAPs may be client-focused or organization- focused

GAD Budget is prepared based on the estimated cost of


functions and PPAs translated from the
demands/commitments identified in the GAD plan

COSTING AND ALLOCATION OF THE
GAD BUDGET

At least 5% of the total LGU budget appropriations


authorized under the Annual Budget shall correspond to
activities supporting GAD PPAs.

GAD budget is NOT an additional budget and it may be drawn


from MOOE, PS and CO.

The 5% GAD budget shall endeavor to influence the remaining


95% of the LGU budget toward gender-responsiveness.

COSTING AND ALLOCATION OF THE
GAD BUDGET

The LGUs shall annually monitor & evaluate the


utilization and outcome of the GAD budget in terms of its success
in influencing the gender-responsive implementation of PPAs.

Mainstreaming Gender Perspectives
in Local Development Plans

The following activities shall be undertaken to ensure
effective GAD Mainstreaming in LDPs:

Revisit LGUs vision, sectoral plans and investment programs


and assess according to gender responsiveness;

Gather, collate and analyze the LGUs situation through the


use of gender analysis and/or GAD tools; use of GAD
database;

Monitor and evaluate gender-responsive programs and


projects; and

Reflect the GAD PPAs as indicated in the LGU GPB in the AIP.

Formulation/Enhancement and
Implementation of LGU GAD Code

shall formulate and pass their GAD Codes or
LGU ordinances

LGU GAD Focal Point System (GFPS)

shall assist the Local Sanggunian in


the formulation of a GAD Code
or ordinance.

be charged to the LGU GAD Budget

To localize MCW, LGUs shall ensure that the following
mechanisms and processes are in placed:

 Create and/or strengthen LGU GAD Focal Point System (GFPS)

Prepare, submit and implement an annual GAD Plan

 Mainstream GAD perspectives in local development plans

 Establish and maintain GAD database

 Formulate/enhance and implement LGU GAD Code

ATTRIBUTION TO THE GAD BUDGET


LGUs may attribute a portion or the whole of the program’s budgets
to the GAD budget through the conduct a gender analysis of their
programs and projects through the administration of the Harmonized
Gender and Development Guidelines (HGDG) tool using the
appropriate design checklist:

The results of the HGDG assessment together with the supporting

The implementation of the GPB shall commence upon the


enactment of the LGU budget.

The LCE shall issue an appropriate policy directive, copy


furnished the DILG Office that conducted the review of the
LGU GPB, to disseminate and implement the GPB.

The directive shall also mandate the LGU GFPS to:

• Provide technical assistance in the implementation of


the GPB;
• Monitor its implementation;
• Ensure the preparation and submission of GAD AR;
and
