SK REFORM ACT OF 2015 AND

newly Reformed Sangguniang Kabataan.

2) To be able to know more of the dynamics of


Barangay SK Councils.

3) To have a glimpse to the efforts and initiatives


of our partner Barangay SK Councils.
RA 10742: The SK Reform Act of
2015.

SK Reform Act is the current evolution of


the country’s experiments in incorporating
youth participation.

It was constructed through the decades of


experience of the Martial Law era
Katipunan ng Kabataan and post-EDSA
SK.

Imee Marcos and the Martial Law era Kabataang
Baranggay (KB)
KB was characterized by its top-down approach. It left
very little for local input as it mirrored the governance
approach of the dictatorship. It was organized to counter
the rebellious Kabataang Makabayan

Enshrines best practices of youth
empowerment nationwide and makes it
mandatory for local government units to
implement.

A revolutionary piece of legislation that


seeks to make the SK more meritocratic,
performance-based and participatory.

RA 10742 seeks to address the structural


shortcomings of the previous SK
legislation, orders and memoranda and fill
in the gaps other agencies have not
accomplished.

In every barangay, there shall be a Katipunan ng Kabataan whose
members must have the following qualifications:

1. Citizens of the Philippines;


2. Resident in the barangay for at least 6 months;
3. 15 to 30 years of age;
4. Registered in the list of the Commission on
Elections (COMELEC) and/or the records of the
Sangguniang Kabataan secretary. (Sec. 4, RA

Who are members of the Katipunan
ng Kabataan?

National and Local Elections and those who
will register for the Barangay Election who
are eighteen (18) but not more than thirty
(30) years old on or before October 31,
2016 shall be included in the list of voters
for the Katipunan ng Kabataan. (Comelec

Powers and Functions of the KK

The Katipunan ng Kabataan shall


elect the SK chairperson and will
serve as the highest-policy making
body to decide on matters affecting
the youth in the barangay.
The SK shall consult and secure the concurrence of the
Katipunan ng Kabataan in the formulation of all its
programs. (Sec. 5, RA 10742)

The SK shall be composed of:


1. A Chairperson who is elected by the registered voters
of the Katipunan ng Kabataan;
2. Seven (7) members who are elected by the registered
voters of the Katipunan ng Kabataan;
3. A Secretary who is appointed by the Chairperson with
the concurrence of majority of the SK members;
4. A Treasurer who is appointed by the Chairperson with
the concurrence of majority of the SK members (Sec.
7, RA 10742)

What are the qualifications of an
elected or appointed SK official?
An official of the SK, either elective or appointee
must possess the following qualifications:
1. Citizen of the Philippines;
2. Qualified voter or the Katipunan ng Kabataan;
3. Resident of the barangay for not less than one
(1) year immediately preceding the day of the
elections;
4. At least eighteen (18) years but not more than
twenty-four (24) years of age on the day of
the elections;

elected or appointed SK official?
6. Able to read and write Filipino, English, or the
local dialect;
7. Must not be related within the second civil
degree of consanguinity or affinity to any
incumbent elected national official or to any
incumbent elected regional, provincial, city,
municipal, or baranggay official, in the
locality where he or she seeks to be elected;
8. Must not have been convicted by final judgment
of any crime involving moral turpitude (Sec. 10,
RA 10742)

Anti-Dynasty Clause
Must not be related within the second civil degree of consanguinity or affinity
to any incumbent elected national official or to any incumbent elected
regional, provincial, city, municipal, or barangay official, in the locality where
he or she seeks to be elected;

WHAT IS THE TERM OF OFFICE OF THE
OFFICERS?

What is the term of office of the
officers?
1. The chairperson and members of the SK shall hold
office for a fixed term of three (3) years
unless sooner removed for cause, permanently
incapacitated have died or resigned from office.

2. The SK Secretary and Treasurer shall be


coterminous with the appointing authority unless
sooner removed for cause (Sec. 11, RA 10742)

Youth Development Plans
SKRA seeks to professionalize youth
leadership through mandating the
formation of Comprehensive
Barangay Youth Development which
shall be a three-year plan and serve as the
basis of the Annual Barangay Youth
Investment Program (ABYIP)

Youth Development Plans
The Youth Development Plans are
anchored on the Philippine Youth
Development Plan (PYDP) and the
Local Youth Development Plan
(LYDP) at the municipal, city and
provincial level. To be devised by the
Youth Council (to be discussed later)

SK Funds
The Annual Youth Development Plans
are the basis for the expenditures for the
entire year. The SK Funds are stored in
public banks such as the DBP or
LandBank.

Both the SK Treasurer and the SK


Chairman are signatories.

Financial Independence
In the current model of the SK, youth
leaders are now granted financial
autonomy. Meaning that the SK alone and
not the baranggay can sign the financial
papers of the group.

What is the Pederasyon ng
Sangguniang Kabataan?

There shall be an organization of the Pederasyon


ng mga Sangguniang Kabataan to be
known as follows:In municipalities, Pambayang
Pederasyon ng mga Sangguniang Kabataan which shall
be composed of the Sangguniang Kabataan
chairpersons of barangays in the municipality;

2. The Pederasyon ng mga Sangguniang


Kabataan shall, at all levels, elect from
among themselves a president, a vice
president, a treasurer, a secretary and
such other officers as they may deem
necessary.

2. The concerned Local Government Operations Officer,


in coordination with the election officer, shall facilitate the
conduct of the elections which shall be held within
fifteen (15) days from the Sangguniang
Kabataan elections in case of the Pambayan and
Panglungsod na Pederasyon, and within thirty (30)
days in the case of Panlalawigan
Pederasyon.

3. The manner of election, suspension and


removal of the officers of the Pederasyon at all
levels and the term of the office of the other
officers of the Pederasyon shall be governed by
the guidelines to be jointly issued by the
DILG, the COMELEC and the Commission
within sixty (60) days upon the effectivity of
this Act.

What is the Local Youth
Development Council?
To ensure wide and multi-sectoral
youth participation in local governance,
there shall be in every province, city and
municipality a Local Youth Development
Council (LYDC) which shall be called,
Provincial Youth Development Council,
City Youth Development Council,
Municipal Youth Development Council,
respectively.

How can we join the Local Youth
Development Council?
Formal Organization of Non-Organized
Youth – To give equal opportunity for the
youth, from the time of the enactment of
these rules and up to the deadline for
registration set by the Commission and
DILG, non-organized youth groups may
formally organize themselves and
register in accordance with paragraph d
and e of this section.

Youth Serving Organization – Youth
Organization is an organization with
members entirely composed of the youth,
whose ages range from fifteen (15) to
thirty (30) years old with a core advocacy
that serves the youth.

The LYDC shall be composed of at least


ten (10) but not more than twenty-one (21)
members including the two (2) core
members from the SK.

The two (2) core members shall be
composed of the president and the vice-
president of the concerned Pederasyon
and shall be supported by at least eight (8)
but not more than nineteen (19) other
representatives from registered youth
organizations or youth serving
organizations, provided that all other
incumbent SK officials shall not be
eligible as member of the LYDC.

Youth Development Office
Such may be put under the Office of the
LCE, the Office of the Planning and
Development, the Office of the Social
Welfare or in any other office deemed
appropriate by the local government
unit.

The LCE shall create this office or designate the person


within seven (7) months from the approval of the SK
Reform Act

Youth Organization Registration
Program
The Youth Development Officer is
tasked with engaging the youth sector of
the locality. The Officer is tasked with the
registration of all youth organizations.
Other tasks include being secretariat to
the LYDC and conducting trainings.

Is there a training program required
for Sangguniang Kabataan officials?

Yes.
Any Sangguniang Kabataan official, whether
elected or appointed, or any member of the
LYDC must undergo the mandatory training
programs before he or she can assume office.
During their incumbency, they must attend the
continuing training programs to be undertaken
by the Commission in coordination with the
DILG. (Sec. 27, RA 10742)
