Why the HGDG?
HGDG endeavored to help implementing agencies in:

1. Complying with RA 7192 (Women in development


and Nation Building Act)

2. Integrating GAD perspective in development planning

processes

3. Addressing the issues of inadequate sex-


disaggregated data and statistics for planning
Objectives
HGDG aims to:
• Provide NEDA, ODA donors, Philippine government
agencies and development practitioners with a set of
tools for integrating gender concerns into their
programs and projects; and

• Help achieve gender equality and empower women in/


through the programs and projects
Principles of HGDG
⮚ Equality between women and men is a key to women’s human rights

⮚ Participation in development is crucial to the empowerment of women


and men

⮚ Gender equality means promoting the equal participation of women as


agents of economic, social and political change

⮚ Achieving equality between women and men may involve the


introduction of specific measures designed to eliminate prevailing
gender inequalities

Sample application of HGDG in the Project Proposal
HGDG on Education
• Education projects or projects for the education sector
encompass
• construction of facilities (infrastructure),
• technical assistance for a sectoral review or preparation
of a sector plan,
• development or revision of curricula or educational
materials,
• scholarships, and
• training of teachers and other education sector officials
and personnel.
• The assistance may be for the entire sector, formal or
informal education, or a particular level of formal education
(elementary, secondary, or tertiary).
