Mengapa Kita Perlu Emergency Response Plan
• Pengalaman menunjukkan bahwa hambatan
terbesar dari tindakan response bukan pada
ketersediaan peralatan dan sumberdaya, tapi
terletak pada pengorganisasian dan
pengontrolan sumberdayanya.
• Untuk merencanakan lebih dahulu tindakan-
tindakan yang akan diambil untuk berbagai
ragam jenis keadaan darurat.
• Tidak ada waktu untuk merencanakan secara
rinci ketika keadaan darurat terjadi.
• Rencana tanggap keadaan darurat berarti
mempunyai kelebihan dari hanya sekedar
pengadaan kotak P3K, tandu, penyediaan air,
eye wash, fire blanket dll.

Sistem penanganan segala resiko/ bahaya yang digunakan untuk
mengelola operasi tanggap darurat yang ditujukan pada berbagai
incident/emergency, apapun penyebabnya, skalanya, tingkat

Types of Incidents (1 of 2)
Level 1 Incident: Minor or Simple
• A Level 1 incident is small in size and short in duration, and has limited impacts to personnel
safety, the environment, and the affected facility or operation
• A minor incident can be handled exclusively by an ORT; however, it is unusual for an ORT to be
activated without an Installation EMT, especially for offshore installations
Level 2 Incident: Moderate or Complex
• A Level 2 incident has broader impacts and requires the shutdown of all or a portion of the
affected facility or operation, results in mustering, shelter-in-place or evacuation operations, and
requires the acquisition of resources not immediately available to an ORT
• A moderate incident results in the activation of one or more ORT and an Installation EMT
Types of Incidents (2 of 2)
Level 3 Incident: Major, Complex, or Compound
• A Level 3 incident has broad impacts on the Asset’s facilities or operations
• It could involve a major fire, a large spill of crude oil or hazardous materials, a gas release, or
multiple injuries and fatalities resulting from accidents, equipment failures, or response
operations
• A major incident requires the activation of one or more ORT, one or more Installation EMT, and
an Asset EMT, and may also trigger the activation of a Strategic Business Unit (SBU) Crisis
Management Team (CMT)
