s. 2015 as the Hiring Guidelines for Kindergarten to Grade 10
Teaching Positions
DO 7 s. 2015: Hiring Guidelines for Teacher I Positions for
School Year (SY 2015-2016)

● to integrate and further institutionalize the primary objective


of the K to 12 Basic Education Program, which is to
enhance the overall quality of basic education

● to uphold the Department’s mandate under the Magna Carta


for Public School Teachers (Republic Act 4670) to promote
and improve public school teacher’s employment and career
opportunities

● to attract more people with proper qualifications to the


teaching profession
Basic Qualification Standards for Teacher I (Kinder/Elem/JHS)
Kinder/Elementary Teacher I
Education Bachelor of Elementary Education (BEED) or Bachelor’s degree plus 18
professional units in education
Experience None required
Training None required
Eligibility PBET/RA 1080 (Teacher)

Junior High School Teacher I


Education Bachelor of Secondary Education (BSED) or Bachelor’s degree plus 18
professional units in education
Experience None required
Training None required

DO 7 s. 2015: Hiring Guidelines for Teacher I Positions for
School Year (SY 2015-2016)
Kinder/Elem/JHS Points system
Education (20) – shall be rated in terms of the applicant’s academic achievement
◦ Applicants with non-education degrees shall be rated using their GWAs in their
baccalaureate degrees and the eighteen (18) professional units in education
◦ Applicants with Master’s Degree = +1 point
◦ Applicants with a Master’s Degree and with a Doctorate (PhD) = +2 points
Kinder/Elem/JHS Points system
Teaching Experience (15) – teaching experience will be rated for applicants who have
come from schools and institutions that are government accredited or –recognized at
1.50 pts for every school year or 0.15 pts for every month of service

Specialized Training and Skills (10) – Specialized training for skills development in fields
related to the work, duties, and functions of the Teacher I position to be filled shall be
given a maximum of 10 points
◦ Presentation of a certificate of at least en (10) days’ training – 5 pts or nothing
◦ Demonstration of the skill – 5 pts or nothing

Interview (10) – The DSC shall interview applicants and ensure that all have equal
opportunities to be assessed. Applicants shall be rated based on the competencies and
standards in Teaching Ability, Classroom Management, School Fit
Demonstration Teaching (15) – applicants shall be evaluated according to Lesson
Planning and Preparation, Classroom Management, Teaching-Learning Process,
Language Proficiency, Assessment of Learning outcomes, Reinforcement of Learning
English Communication Skills (15) – English Proficiency Test shall be administered to
applicants by the National Education Testing and Research Center (NETRC)
Interview – 10 pts

Competencies and standards on interview questions:

I. Teaching Ability: Demonstrates appropriate knowledge of content and pedagogy


II. Classroom Management: Demonstrates ability to deal effectively with negative student behavior
III. School Fit: Demonstrates skills and needs for development that can be a good fit with the school
Interview – 10 pts

The number of points attained for each of the three (3) listed competencies shall be added and then divided by
15. The quotient shall then be multiplied by 0.10 or 10%. The product shall then be multiplied by 100

Ex: Sum of points attained for the three competencies = 9


[(9/15) x .10] x 100 = 6
Score for Interview = 6/10
DepEd Order No. 3 s. 2016 – Hiring Guidelines for SHS Teaching
Positions Effective SY 2016-2017
Basic Qualification Standards SHS Teacher for Academic and CORE
SHS QUALIFICATION STANDARDS (QS) FOR ACADEMIC TRACK AND CORE SUBJECTS TEACHER II

Education Bachelor’s degree majoring in the relevant strand/subject; or any Bachelor’s degree plus at
least 6 units towards Master’s degree in relevant strand/subject
Experience None required
Training None required
Eligibility Applicants for a permanent appointment: RA 1080 (Teacher); if not RA 1080 eligible, they
must pass the LET within five (5) years after the date of first hiring

SHS QUALIFICATION STANDARDS (QS) FOR ACADEMIC TRACK AND CORE SUBJECTS TEACHER I

Education Bachelor’s degree majoring in the relevant strand/subject; or any Bachelor’s degree plus at
least 15 units of specialization in the relevant strand/subject
Experience None required
Training None required
Eligibility Applicants for a permanent appointment: RA 1080 (Teacher); if not RA 1080 eligible, they
must pass the LET within five (5) years after the date of first hiring
Basic Qualification Standards SHS Teacher for Technical Vocational Livelihood (TVL)
SHS QUALIFICATION STANDARDS (QS) FOR TVL TEACHER II
Education Bachelor’s degree holder; or graduate of technical-vocational course (s) in the area of
specialization
Experience None required
Training At least NC II + TMC I (Appropriate to the specialization)
Eligibility Applicants for a permanent appointment: RA 1080 (Teacher); if not RA 1080 eligible, they
must pass the LET within five (5) years after the date of first hiring

SHS QUALIFICATION STANDARDS (QS) FOR TVL TEACHER I


Education Bachelor’s degree holder; or graduate of technical-vocational course (s) in the area of
specialization
Experience None required
Training At least NC II (appropriate to the specialization)

must pass the LET within five (5) years after the date of first hiring

Teaching/Industry/Workplace Experience - work experience in the field (s) under the track/strand/subject
being applied for wherein at least one
(1) year of professional experience in the field (s) under the
track/strand/subject being applied for shall be given 0.50 point
for every month of employment
beginning on the 13th month of employment
SHS Pointing System

▪ Specialized Training – Applicants must have attended training relevant (a) to the
courses in the track/strand/subject being
applied for, and/or (b) for skills development in fields related to the work, duties, and
functions of a secondary education teacher. Thus, only seminars, trainings,
workshops, and symposia directly related to such shall be credited

▪ Interview – the DSC shall interview applicants and ensure that all have equal
opportunities to be assessed

▪ English Communication Skills - will be measured through the English Proficiency


Test (EPT) which shall be administered to applicants by the Bureau of
Education Assessment (BEA)

for theses or major academic papers, exemplary performance, work,
and/or academic projects

► Demonstration Teaching – Applicants shall undergo Demonstration Teaching specifically


for subject/s under the SHS subject group for which they are applying Rubrics on
Lesson Planning & Preparation, Classroom Management, Teaching-Learning Process,
Language Proficiency, Assessment of Learning Outcomes & Reinforcement of
Learning
On Provisional Appointments
Provisional appointment – may be issued to an applicant who does not possess the Eligibility
requirement but possesses all other requirements under the CSC-approved QS, and has obtained a rating
of 70 and above. Pursuant to Section 8 of RA no. 10533, the Eligibility requirement must be obtained
within five (5) years after the date of hiring.
