 The Committee on Economic, Social and Cultural Rights defined


poverty as a human condition of sustained or chronic deprivation of
resources, capabilities, choices, security and power. To reduce poverty is
to increase enjoyment of adequate standards of living and civil, cultural,
economic, political and social rights

o Liberalization may enhance growth, both necessary not sufficient;
o Inequalities are not inevitable;
o Political will, social dialogue, partnerships with private sectors and
coordination of local-national-intern’l action, can produce effective pro
poor results
