(BPSWC)

Overall Objective
 Is to facilitate and enable Bangladesh private sector to work
jointly with the Government of Bangladesh, the UN System, and
other national and international development actors, to realize
the common objectives for sustainable development under the
2030 Agenda and associated national and organizational plans.

Draft Functional Rules

 The affairs and functions of Bangladesh Private Sector Working Committee will be carried out
according to the BPSWC Framework Agreement adopted on 28 May 2023 by FBCCI-BEF in
presence of the UNRC and Representative of SDG Affairs, PMO. BPSWC may amend and also make
additional “Functional Rules” as and when necessary, from time to time.
 BPSWC may appoint or engage technical advisers to render expert services on various issues
concerning its objectives.
 Two member secretaries of BPSWC shall be ex-officio member secretaries of 5-SDGWCs.
 To ensure institutional memory and functional momentum of BPSWC: fifty percent of BPSWC members
of FBCCI from each segment will remain as serving members, and at least one BPSWC member of BEF
will remain as serving members
 Frequency of the Meeting: The BPSWC and 5-SDGWCs shall meet every three and two months
respectively and also as when deemed necessary for oversight and implementation of the agreed
BPSWC Secretarial Service Centre of FBCCI and BEF with human resource and
logistics supports shall provide secretarial services

BPSWC Activities will be funded by—


a) Annual contributions from the private sector stakeholders including BPSWC and 5-SDGWCs
member bodies as may be determined by BPSWC.
b) Allocation of funds by Government Line Ministries/Agencies and SDG Division of PMO;
c) Funding by pertinent agencies, Development partners and Doner Agencies.

The BPSWC shall discuss, agree, and approve an annual budget and work plan based on the
mutual interests of the private sector and the pertinent agencies in line with Bangladesh’s
concurrent requirements based on the national plans and strategic priority areas identified under
this engagement.
The annual audit report as approved in the annual review meeting will be forwarded to FBCCI
and BEF for information and necessary action.
Five Thematic SDG Working Group will directly correspond with
the UNSDCF Strategic Priority Results Group

Role
Role of FBCCI & BEF
 The FBCCI and BEF will corroborate close coordination among themselves to
promote harmony and synergies among the issues of common interest.

Role of UN
 UN Resident Coordinator or their delegate may participate in BPSWC
meetings as a guest and observer
 UN agencies will also engage with the BPSWC’s thematic Groups based on
their respective mandates
 The UN Country Team will identify focal points from respective agencies
 UN agencies and the UN RCO will liaise with BPSWC on the issues related
to trade, investment & business policies, regulatory reforms, responsible
business practices, business & human rights, employment & labour
market policies, industrial relations, and social dialogue
Modus operandi of BPSWC
 Functional Methodology: The affairs and functions of BPSWC will be carried out
according to rules to be formulated by the working committee.
 Chairman, Co-Chairman, and Vice Chairman of BPSWC: The Chairman of BPSWC is the Chief
Executive of the BPSWC and presides over meetings and issues statements on policy matters. The
Co-Chairman and Vice Chairman act as the Chairman in his or her absence
 Frequency of the Meeting: The BPSWC meets every three months and also as when deemed
necessary.
 Quorum: Presence of at least one third members of the BPSWC.
 Annual Review Meeting: prepares an annual report for the Government and relevant
stakeholders with support from the UN and shares the progress, lessons, gaps, and scopes for the
private sector working group
 Amendment and Adoption of Additional Rules: To be prepared based on the mutual
interests of the private sector and the national plans and strategic priority areas identified under this
engagement. The BPSWC also may amend and make additional rules as and when necessary, from
time to time.
 All decisions of BPSWC shall be adopted based on consensus

 Expedite and enable private sector collaboration with UN bodies and GOB
schemes to achieve national SDG objectives.
 It seeks to integrate the broader private sector engagement including
women-owned businesses, CMSMEs, and women entrepreneurs
 Address global and national development agendas, and tackle ongoing
challenges such as the Ukraine crisis, global supply chain issues, currency
restrictions, and geopolitical hotspots.
 Promotes inclusive economic growth, facilitates technical and financial
support for the capacity building, provide policy reform proposals, and
encourages social dialogues.
 BPSWC reserves the right to take up any other matter that may be relevant
to its objectives.
 Identify investment opportunities, coordinate with the government and UN,
and establishes thematic SDG working groups.

We, FBCCI and BEF representing the private sector of Bangladesh, highly appreciate the UN
General Assembly recognition and declaration - The engagement of private sector is essential to
the achievement of the Sustainable Development Goals by 20-30;

We also appreciate the efforts of the UN agencies in our country to foster private sector
engagement and partnership opportunities, as well as to leverage our innovation and co-creation
potential to address the global and national development challenges of Bangladesh under the UN
Sustainable Development Cooperation Framework (UNSDCF) 2022-2026.
