1 Introduction
In March 2019, Sanjay Kumar Bose, Executive Director (HR) at
Indian Oil Corporation Ltd. (IOCL), grappled with concerns over
employee development.

Despite a robust HR landscape, some employees expressed

dissatisfaction with growth opportunities.

Recognizing the need for personalized interventions, Sanjay

contemplated the implementation of a Corporate-level employee
assistance program, a novel idea for IOCL.

This marked the beginning of a strategic initiative to address

performance issues and enhance employee satisfaction at the
organization.
2 Background
Indian Oil Corporation Ltd. (IOCL) is a prominent player in the oil and
gas industry in India, with a significant presence in downstream, mid-
stream, and upstream operations.

The organization, guided by a participative HR philosophy, faced the

need for change to address non-uniformities in employee training
across different clusters.

Sanjay, a seasoned HR executive, encountered various challenges,
