Background of The Study

 Personnel Training is the enhancement of employee skills and knowledge.

 Performance Appraisal is a necessity to organizations and employees to achieve similar goals,


objectives and standards.

 Personnel Planning is the ability to align the organization's workforce with its strategic goals and
objectives.

 Understanding how these components interact and influence teachers work ethics is crucial for
designing effective strategies to enhance ethical conduct among teachers.

 Producing professional teachers with work ethics is very important to ensure that one of the
Malaysia Education Blueprint’s aspirations to have a better quality teachers can be achieved.
 Singapore: uses the Enhanced Performance Management System (EPMS), and the
supervisor uses these competences not just to assess, but to also help teachers
continue their professional growth and development.

 Finland: “Our analysis revealed that the Finnish Model prioritises teacher
empowerment and professional development by carrying out bottom-up evaluation
practices, with a clear focus on teacher empowerment and professional
development. ARHAN H. et.al, (2019).

 By emphasizing work ethics in teacher’s development process, educational


institutions can create a culture that values and promotes professionalism and
ethical behavior among teachers.
Problem Statement
1. Despite the recognized importance of work ethics in the teaching profession,
there is a limited understanding of the relationship between personnel training,
appraisal systems, and personnel planning in shaping the work ethics of
teachers.

2. Without a comprehensive understanding of this relationship, educational


leaders and policymakers are unable to effectively design and implement
targeted interventions to foster a positive work ethic among teachers.

3. Understanding the collective impact of these factors on work ethics is essential


for developing a holistic and integrated approach to support teachers'
professional development and ethical conduct.

Definition of Terminologies

1 Personnel Training a program designed to achieve specific goals as orientation of new


employees, development of knowledge and skills for existing staffs, or
modification or improvement of supervisor or employee attitudes.
2 Appraisal System a system to measure employee performance on previously-agreed goals and
objectives of an institution, and give feedback and guidance on their
developmental and training needs.
3 Personnel a strategy used by an organisation or institution to maintain a supply of
Planning skilled employees while avoiding employee shortages or surpluses.

4 Work Ethics A soft skill, the ability to maintain proper moral values within the workplace.
It is an attitude that shapes the way an individual performs its job duties with
high moral standards, hence producing good productivity.
5 Primary School Teachers who teach students from 7 years old to 12 years old (in Malaysia
Teacher context).
