Background
• The Maoist declared armed rebellion on Magh 20, 2052 B.S. Armed
rebellion started from Falgun 01, 2052 B.S. According to the decision
of the government of Shree 5, the Armed Police Force was formed on
07 Kartik 2058. This organization is responsible for the prevention of
armed conflict and the protection of citizens.

• Armed Police Force, Nepal Became one of the major target for the
insurgents

• The targets of the insurgents being the temporary and permanent

camps occupied by security forces patrols and security forces.
• On Ashwin 23rd, 2060 B.S at 21:15 at night, Armed Police Force,
security camp Kusum was attacked by the then Maoist Insurgents,

• The armed police force foiled their plan of invading,

• In addition to causing great damage to the rebels, the armed police

force also managed to recover their various weapons

Details of the incident:
• The insurgents target the base continuously from all four sides using
bombs and grenades and tried to enter into the base,

• The insurgents open fired while taking cover of trees and trenches and
crawled near to the base camp. They entered into the camp after
cutting the barbed wires but the officers fought fearlessly by making
proper use of the available resources,
• In the incident nine APF staffs were injured and three achieved
martyrdom
• In the attack the insurgents completely destroyed one LMG post via a
bomb blast,
• the Armed Police Force won the conflict.
• In addition to dealing a huge blow to the rebels, large number of arms,
ammunitions, grenades etc were also seized along with other
equipment's.

Strength
• High command control of then stationed officers of different levels

• Optimal and proper utilization of the stationed manpower,

• Presence of strong fortification and defense with high morale of the

policemen,

• Use of deceptive tactic of changing the fortification time-to-time

Weakness
• Inability to spot the insurgents even after they came close to came and
continued their surveillance.

• During firing , some weapons were continuously being jammed and so

didn’t even fire,

• Presence of trenches along the main gate which enabled the insurgents to
capture the gate easily,

• Lack of advanced weaponry for combat,

Opportunities
• Glorification and increase in trust of Armed Police Force, Nepal.

• Proper assessment of strength Armed Police Force

• As a result of the victory, the allocation of budget was increased.

Threats
• Old and unreliable arms and ammunitions.

• Improper maintenance of available resources,

• Late arrival of necessary reinforcements,

• Inadequate logistics and budget,

• Unavailability of proper intelligence

Conclusion

In conclusion , the victory over then Maoist rebels during the attack on
Armed Police Force Security Base Camp Kusum served as a mean of
pridefully and gloriously fulfilling the duty given by the government. It
is important to preserve such historical events do that the upcoming
future generations can study bout the magnificent victory and learn
lessons from it and let it also be a subject for boosting morale.
Lesson learnt:

• Proper training and fortification can help

properly defend a base

• Good mutual understanding and co-operation

plays a key role to prevent panic and confusion
during a attack
• Optimum and resourceful utilization of
available resource can turn the tide of a conflict
Recommendation
• The historical victory site of Kusum Security Base Camp is on the
verge of ruins so it special interest should be given to it,

• Only few records of this incident was found so records concerning

such incident should be kept an preserved as soon as possible,

• Many officers participating in the incident were terminally wounded

and some even achieved martyrdom, so considering the their sorrow
and their family members should be properly rewarded and supported.
