L'eau est essentielle à la vie humaine et constitue un élément indispensable pour toutes civilisations. L'eau douce est un
besoin naturel et nécessaire à la survie des êtres humains. Il n'est donc pas surprenant que de nombreuses cultures
dans le monde se soient organisées en fonction de la disponibilité de cette ressource vitale et aient cherché à la
conserver. Dans les régions où l'eau est rare, les civilisations ont inventé des moyens sophistiqués afin de gérer cette
ressource. Le patrimoine de l'eau témoigne de l'ingéniosité humaine et des efforts inlassables pour parvenir, à
tâtonnement successifs, à une utilisation optimale de l'eau dans un environnement naturel souvent contraignant.
Cependant, l'évolution de l'organisation sociale et du patrimoine a permis aux individus de gérer l'eau d'une manière
coopérative et inclusive. Le groupe d’experts examinera l'importance culturelle du patrimoine aquatique et l'importance
de la gestion de l'eau pour la protection du patrimoine.
La Charte européenne de l’eau

La Charte européenne de l’eau, proclamée par le Conseil de l’Europe en 1968, reconnaît dans l’un de ses principes que
"l’eau est un patrimoine commun dont la valeur doit être reconnue de tous. Chacun a le devoir de l’économiser et d’en
user avec soin". Cette notion a également été inscrite dans la loi française sur l’eau de 1992 et dans la Directive cadre
européenne sur l’eau, adoptée en 2000.
Le patrimoine inclut à la fois ce que les hommes font, ce sur quoi ils travaillent, les raisons pour lesquelles ils le
font, les émotions et croyances qui les motivent à le faire et donc leur relation vivante au milieu qui les entoure.
Une autre caractéristique importante et propre à l'urbanisme romain était étroitement liée aux aqueducs : il s'agit de l'institution des bains publics.
Même si certains thermes romains pouvaient être des établissements modestes, d'autres, tels que les célèbres thermes impériaux (thermae) à Rome
et dans d'autres villes importantes, pouvaient nécessiter un aqueduc séparé Ou l'agrandissement d’un aqueduc déjà existant afin d'alimenter leurs
piscines, leurs bains chauds, leurs bains de vapeur et leurs fontaines d’ornement. Ces thermes, l’une des réalisations les plus impressionnantes Du
génie civil romain, sont parfois jugés d'une extravagance décadente face à la misère et à la pauvreté urbaine.

Certaines de ces structures deviennent des ouvrages d'art spectaculaires dans le paysage, comme c'est le cas pour les célèbres sites

du patrimoine mondial de la Vieille ville de Ségovie et son aqueduc (Espagne) et le Pont du Gard (aqueduc romain) dans le sud de la France.
Étonnamment, ces deux structures sont encore robustes, bien qu'elles aient été réalisées avec des blocs de pierre taillés et posés sans mortier.
L'arcade de Ségovie fait en effet partie d'un aqueduc toujours en fonctionnement, même si le canal, qui prend sa source à 18 km de Ségovie, a été
souvent reconstruit au fil des siècles.

Le réseau des séguias, système traditionnel de distribution de l’eau de surface en milieu rural encore
utilisé, sert à partager l’eau d’irrigation tout en suivant des codes de répartition bien établis et gérés par
la communauté. Les gens se sont rendu compte que les nouvelles séguias construites en ciment n’étaient
pas aussi efficaces que celles, traditionnelles, construites en terre, qui permettaient à l’eau de s’infiltrer
tout en s’écoulant. La « perte », pouvant atteindre jusqu’à 50 % de l’eau transportée, assurait qu’elle
s’écoule encore en aval, le droit coutumier donnant la priorité aux utilisateurs de l’amont sans pour
autant défavoriser les autres utilisateurs.
Cette répartition physique de la distribution de l’eau est donc intimement liée à un ensemble d’accords tribaux, un système de droit coutumier

dans d’autres pays. Ainsi, les savoir-faire des mesureurs d’eau des foggaras (système d’irrigation),
ou aiguadiers, des communautés ksouriennes du Touat et du Tidikelt en Algérie ont été inscrits13
sur la Liste du patrimoine immatériel nécessitant une sauvegarde urgente par l’Unesco en 2018.
