Organizational Performance Indicator
Framework (OPIF)

• is a results-based management approach

being mainstreamed by the Government of
the Philippines (GOP) as one of the pillars
of its public expenditure management
(PEM) reforms.
Three key objectives

• Fiscal discipline – living within the means

or resources available to the government;
• Allocative efficiency – spending money
on the right things or right priorities; and
• Operational efficiency – obtaining the
best value for the money or resources
available.
The government seeks to improve its results
focus, specifically to:
• attain national development and sector outcomes
(allocative efficiency) during budget preparation and
execution;
• capacitate departments/agencies to get the most value
for money in the way they provide goods and services to
the public (operational efficiency); and
• use available resources for priority expenditures (fiscal
discipline).
OPIF is an approach to expenditure management that directs
resources for major final outputs (MFOs) toward results and measures
department/ agency performance by key quality, quantity, timeliness,
and cost indicators.
As a results-based management tool, OPIF can
help departments/agencies define and establish
priority expenditures through a logical process of:

• deciding on and planning outcomes;

• establishing relevant performance targets and
measures;
• implementing activities to achieve outputs and
outcomes; and
• monitoring, evaluating, and reporting on results.

miscommunication and dangers
o Seek out mental wellness experts to form interventions at the school level
o Strengthen inclusive education programs, including ALS, last mile school, IP
learners and learners with disability
o Establishment of inclusive learning resource center
 Give support to teachers to teach better;
o Provide professional development programs
o Provide support in terms of innovative, responsive and inclusive
teaching approaches following the PPST
o Capacitate our teachers and learners in utilizing technology in remote
learning to maximize the benefits of digital learning
o Provide training and other learning and development interventions for
school leaders
o Fast track the implementation of career progression policy
o Implement the merit selection plan
o Make the new Teacher Education Council and Secretariat fully functional
o Advocate for additional benefits for new teachers
o Implement the policy on the teacher workload and payment of
teaching overload
o Expand the coverage for the grant of special hardship allowance
o Address issues affecting the net-take home pay of teachers
o Work with DOH for free annual physical examinations for teacher
o Coordinate with the GSIS for an improved and superior benefit
package for all DepEd personnel
o Provide a free legal assistance facility for teachers on matters
concerning loan contract and obligations
