1. Tujuan system pengukuran kinerja

untuk mengomunikasikan strategi untuk mengukur kinerja finansial dan

secara lebih baik (top down and nonfinansial secara berimbang
botton up) sehingga

2. Manfaat pengukuran kinerja

a) Memberikan pemahaman mengenai ukuran yang digunakan untuk menilai kinerja manajemen;
b) Memberikan arah untuk mencapai target kinerja yang telah ditetapkan;
c) Untuk memonitor dan mengevaluasi pencapaian kinerja dan membandingkannya dengan target kinerja serta
melakukan tindakan korektif untuk memperbaiki kinerja;
d) Sebagai dasar untuk memberikan penghargaan dan hukuman (reward and punishment) secara objektif atas
pencapaian prestasi yang diukur sesuai dengan system pengukuran kinerja yang telah disepakati;
e) Sebagai alat komunikasi antara bawahan dan pimpinan dalam rangka memperbaiki kinerja organisasi;
f) Membantu mengidentifikasi apakah kepuasan pelanggan sudah terpenuhi
g) Membantu memahami proses kegiatan instansi pemerintah;dan
h) Memastikan bahwa pengambilan keputusan dilakukan secara objektif.

1. Informasi finansial
Penilaian laporan kinerja finansial diukur berdasarkan pada anggaran
yang telah dibuat. Penilaian tersebut dilakukan dengan menganalisis
varians (selisi atau perbedaan) anatara kinerja actual dengan yang
dianggarkan.

Analisis varians secara garis besar berfokus pada ;

• varians pendapatan (revenue • varians pengeluaran

varians) (expenditure variance)

2. Informasi Nonfinansial
Dengan balanced scorecard kinerja organisasi diukur tidak hanya berdasarkan aspek
finansialnya saja, akan tetapi juga aspek non finansial. Pengukuran dengan metode balanced
scorecard melibatkan empat aspek, yaitu :

Perspektif finansial Perspektif kepuasan

( financial perspective ) (customer perspective)

Perspektif efisiensi proses internal Perspektif pembelajaran dan

( internal proces efficiency perspective) pertumbuhan ( learning and growth
perspective).
2. Informasi Nonfinansial
jenis informasi non finansial dapat dinyatakan dalam bentuk variabel kunci (key variabel) atau
sering dinamakan variabel key succes factory, key result factor, atau Pulse point'.

Suatu variabel kunci memiliki beberapa karakteristik, antara lain:

3. Catatan atas Laporan Keuangan (CALK)

Catatan atas Laporan Keuangan (CALK) merupakan laporan yang merinci atau menjelaskan lebih
lanjut atas pos-pos laporan pelaksanaan anggaran maupun laporan finansial dan merupakan laporan
yang tidak terpisahkan dari laporan pelaksanaan anggaran maupun laporan finansial.

Terdapat hubungan antarjenis laporan keuangan Pemda. Pada laporan pelaksanaan anggaran,
terdapat keterkaitan antara Laporan Realisasi Anggaran (LRA)dan Laporan Perubahan Saldo
Anggaran Lebih (LPSAL) seperti pada gambar berikut ini:
Ilustrasi hubungan LRA dan LPSAL tersebut di samping dapat
dijelaskan bahwa misalnya diperoleh saldo total pendapatan LRA
sebesar Rp. 12.500.000.000 dan belanja Rp. 10.250.000.000, maka
dapat dihitung surplus LRA sebesar Rp. 2.250.000.000. Jika
pembiayaan neto merupakan penerimaan pembiayaan dikurangi
pengeluaran pembiayaan sebesar minus Rp. 1.250.000.000, maka
diperoleh Sisa Lebih Pembiayaan Anggaran Tahun Berjalan (SILPA)
sebesar Rp. 1.000.000.000. SILPA tahun berjalan ini akan masuk ke
dalam LPSAL sebagai penambah saldo awal SAL sebesar Rp.
500.000.000 sehingga diperoleh SAL akhir sebesar Rp.
1.500.000.000.

Selanjutnya, pada laporan pelaksanaan finansial, terdapat keterkaitan antara Laporan Operasional
(LO), Laporan Perubahan Ekuitas (LPE), dan Neraca seperti pada gambar berikut ini:

Ilustrasi hubungan LO dan LPE dan Neraca tersebut di atas dapat

dijelaskan bahwa misalnya dalam Laporan Operasional diketahui total
Pendapatan LO sebesar Rp. 12.750.000.000 dan beban Rp.
10.350.000.000 maka dapat diperoleh Surplus LO sebesar Rp.
2.400.000.000. Surplus LO ini akan masuk ke dalam Laporan
Perubahan Ekuitas sebagai penambah Ekuitas Awal sebesar Rp.
21.500.000.000 sehingga diperoleh Ekuitas Akhir sebesar Rp.
23.900.000.000. Ekuitas Akhir ini akan menjadi bagian dari Neraca.
Laporan arus kas (LAK) juga mempunyai keterkaitan dengan LRA dan
Neraca. Saldo kas dalam LAK harus sama dengan saldo SILPA
dalam LRA dan saldo kas yang ada di akun aset dalam Neraca.
