Government-wide Objectives
ETS2 serves as the foundation for achieving the Federal goals government-wide travel management ETS2 will extend and expand upon savings achieved in ETS1 ETS2 expects to consolidate the number service providers lower the governments cost ETS2 expects to extend the potential period of performance to 15 years to improve sustainability for Federal agencies ETS2 will foster a collaborative shared services solution that optimizes delivery travel services to their customer community including utilization of the governments travel programs and service providers

ETS2 Operational Improvements


Usability: Improved navigation, messaging, intuitiveness, matrix displays of inventory, help aids and travel process location Vendor Management: Requires best practice release management, technological refreshment, and incorporation of future industry travel enhancements/capabilities Travel Programs: Includes City Pair Program (CPP) with Lowest Logical Airfare display, government rental car program, FedRooms and emerging lodging programs for extended stay Information Management and Reporting: ETS2 vendors provide operational, billing, transaction and aging reports to customer agencies; Government MIS vendor provides travel management reports Master Contract: Period of performance increased to 15 years, added a QASP, improved Price/Cost Model by using separately priced CLINs to address agency-specific requirements, expanded use of SLA incentives/disincentives, and expanded vendor documentation deliverables in response to ETS1 lessons learned Security: Enhanced data encryption (transmission and data at rest); data separation; data access restrictions; testing of the Contingency Plan/COOP/Incident Response Plan; and positioning ETS2 for mobile device usage Travel Process Functionality: Incorporated agency requirements and the results of market research into the travel planning, authorization, reservation and vouchering processes

Clarifications and Corrections to the RFP


Section E: E.6.3.2 Vol 2,Technical, Tab 6, Live Demonstration (pg 17 of 42): The wording, The full capability of the ETS2 may be tested, including 508 accessibility capabilities. will be replaced with specific functionality comprising the Live Demonstrations.
Section C: C.4.2.2 Travel Process Workflow and Attachment 2: ETS2 Authorization, Booking and Expense Flow Diagram. Travel process order of precedent (Reservation before Authorization) is emerging as a Federal agency preference. Section C: Attachment 1: Agency Profiles. Some profile data was populated incorrectly.
