What is HAZCOM ?

“HazCom” is short form of “Hazard Communication,” which works to


keep people safe by providing information about potential sources of
injury — specifically, hazardous chemicals in the workplace.

OSHA’s Hazard Communication Standard (HCS) is the set of


regulations covering chemical labels in the workplace. These rules
were updated in 2012 to generally align with an international
standard called the
Globally Harmonized System (GHS).

Because this update was published in 2012, many people refer to


the current set of rules as “HazCom 2012.”

RESPONSIBILITY OF SUPERVISORS:

● Permit To Work System(PTW): Lists the Hazardous


Materials/Wastes to be used on your Job Hazard Assessment
(STARRT) sheet & how they will be handled.

● Use appropriate PPE’s as per requirement.

● Ensure Hazardous Material Registry kept updated and posted.

● Submit SDS (Safety Data Sheets) and keep copy with products on
site (Storage & work area).

● Ensure proper storage of all Hazardous Materials & Wastes and


facilities have all safety equipments.

● Always ensure correct disposal of Hazardous Waste (Containerized,


labelled, manifested and handled by licensed waste hauler &
disposal facility).

Precautionary Measures
RESPONSIBILITY OF ALL STAFF:

● Know the main Hazardous Material Symbols.

● Obtain a Risk Assessment from your Supervisor before


working.

● Always wear the specific’ P.P.E. Required by the SDS (rubber


gloves, goggles, apron etc.) when handling HAZMAT.

● Wash hands thoroughly after handling hazardous substances.

● Report all spills immediately to Supervisor & HSE Team.

● Smoking and consumption of food or drinks is prohibited in


any area with hazardous materials.

Definition:
• A compressed gas remains gaseous at -50°C and
may include:
• Liquefied gas: A gas stored at > 29 psi and is
partially liquid at temperatures above -50°C .
Compressed Gases • Dissolved gas: A gas dissolved in a liquid solvent at
> 29 psi
Examples:
• Compressed gas: Nitrogen, argon, helium, oxygen,
hydrogen
• Liquefied gas: Chlorine, carbon dioxide, nitrous
oxide, dichlorane, hydrogen bromide
• Dissolved gas in Solution: Acetylene
Prevention:
One of the common hazards to all compressed gases is
the substantial volume expansion that occurs when
they are released into the air. For its storage we need:
• Well ventilated and secured room/ container
• Proper chains & stacking positioning
• Segregation of hazardous & dangerous gas

● Definition:
Oxidizers are materials that
spontaneously evolve oxygen at
Oxidizers room temperature or with slight
heating or promote combustion.
● Examples:
Nitrates, nitric acid, bromine, chlorates,
chromates, inorganic peroxides etc.
● Prevention:
Oxidizers should be stored in a
cool and dry location. Segregate
oxidizers from all other
chemicals. Minimize the
quantities of strong oxidizers.

Source Reduction

Waste minimization can be done in the


following ways:

• Material elimination
• Inventory control and
management
• Material substitution
• Reduction of consumption
• Process modification
• Improved housekeeping
Hazardous Materials Inventory

 Hazardous materials brought to the site by


Contractors must be recorded in inventory log,

The record shall include:

• Name of the material


• Quantity,
• Type,
• SDS, and
• the quantity of spill response materials that
will be available on site.
Handling and Storage of
Hazardous Materials / Waste

• Ensure all containers are properly labelled with name of the material / waste,
date of generation and its designation.
• Ensure all materials/waste are property packed and contained with spacing
between containers for inspection and emergency exit.
• Inspect storage areas regularly for leakages or corrosion.
• Ensure no waste containers are overflowing.
• Do not mix different liquids or chemicals unless
specifically told to do so.
• All hazardous material containers will be clearly labeled
with the material being stored and the date of
accumulation.
• Provide safety equipment at storage facility including
“Spill kit, Eye wash station & Emergency Shower, Fire
Control Equipment, and specific PPE Box (containing
gloves, apron & goggles).
Storage of Hydrocarbons

• Ensure storage is located in suitable location


away from incompatible areas/ facilities.
• Post clearly visible signage (Identification,
Hazards & Safety Precautions).
• Be aware of where the spill containment
equipment, first aid, eyewash stations are
located
• Containers should be kept closed/covered
when not being accessed
• Storage areas must be clearly marked with
maximum storage capacity quantities, and
characteristics of the materials. The
maximum of storage is NOT to be exceeded. Secondary Containment
• Storage area must have Wall
secondary containment systems
(sills, kerbs, ramps, dykes, berms,
trenches, liners)
• Ensure pumping equipment has proper leak/
drip protection.
Hazardous Materials / Waste Disposal
• Comply with applicable Presidency of Meteorology and Environment
(PME) Standards.
• Always wear the proper PPE when disposing of hazardous waste.
• Hazardous waste will be collected, removed, and
disposed only at authorized and licensed disposal
facilities.
• Use a licensed hazardous waste transporter.
Transportation

• Transportation of hazardous materials and wastes will be


conducted in accordance to the standards.

• Only licensed, skilled, and authorized drivers and


carriers will be allowed to transport the
hazardous materials and wastes.

• Trucks must meet the classification and labeling requirements of all


hazardous substances they contain.

Identify and keep records of waste generated – this is to be recorded on a
Hazardous Waste Manifest Form including:

• Date
• Waste description
• Waste Classification Contractor’s Name:
• Quantities generated or disposed of Driver/Vehicle registration

• Spillages are to be dealt with as soon as practicable when first


observed
• Remedial action must be logged
• NOTIFY YOUR SUPERVISOR
• Supervisor to contact HSSE Personnel for area & they contact
Environmental Coordinator.
• Other personnel should be notified immediately and evacuated
from the area if necessary
• In case of injury or potential exposure, victims must be attended
to immediately.

All hazardous materials / waste storage areas must have spill kits to deal
with potential hazards.
