Montgomery County Public Schools' (MCPS) students continue to outperform the state and
nation on the SAT according to the latest data for the Class of 20 12 released today by the
College Board. MCPS students set a new district record with a mean SAT combined score of
1651 , which was 184 points higher than the mean SAT combined score for the state of Maryland
(1467) and 153 points higher than the mean SAT combined score for the nation (1498) (Figure
2). The average mean combined score for the MCPS Class of 2012 was 14 points higher than
the average mean combined score for the MCPS Class of 201 1 (1651 compared to 1637). For
the MCPS Class of 2012, the mean SAT combined scores for all students were significantly
higher than the Maryland and national mean SAT combined scores (Figure 2). The participation
for the Class of 2012 remained at 71 percent, which is higher than the 70 percent participation
rate for Maryland public school graduates and the 52 percent rate for graduates nationwide
(Figure 1).

I am proud that our students overall have reached such a significant SAT milestone for the
district. At the same time, we will continue to analyze this data so that we can improve. There
remains a significant performance gap that we must address if are to ensure that all of our
students leave us ready for college and careers. As you know, SAT participation and
performance are key milestones on the path to college and workplace readiness. Analysis of
postsecondary outcomes for MCPS graduates indicates that graduates who took the SAT are
more likely to enroll in college and to earn a fom-year degree within six years. Overall, SAT
participation for the Class of 2012 remained virtually flat, increasing from 70.6 percent in 2011
to 70.7 percent in 2012. One possible explanation for the steady SAT participation rate could be
due to the increase in the number of students who only took the ACT, as nearly all colleges now
accept both entrance exams. This is evident in a report published by the Office of Shared
Accountability (OSA) that examined a five-year trend in SAT/ACT participation and
performance. The report is available on the MCPS web site.
Also noteworthy is the increase in SAT participation among MCPS graduates who received
English for Speakers of Other Languages (ESOL) services in the Class of 2012 (6.7 percent)
compared with their peers in the Class of 2011. There was a slight increase in SAT participation
among MCPS Black or African American graduates in the Class of2012 (0.5 percent) compared
with their peers in the Class of2011 (see attachment).
For the Class of 2012, the most recent SAT average combined mean score for all MCPS
graduates as well as all subgroups except graduates who received Free and Reduced-priced
Meals System (FARMS) services was higher than that of the Class of 2011. Particularly
noteworthy is the average combined mean score for graduates who received ESOL and special
education services, which were 60 and 25 points higher than that of Class of 2011 , respectively.
Black or African American graduates and Hispanic/Latina graduates' average combined mean
scores were 7 and 6 points higher than that ofthe Class of2011 , respectively (see attachment).

On average, MCPS Black or African American students in the Class of 2012 outperformed their
peers in the nation by 116 points. MCPS Hispanic/Latino students in the Class of 2012
outperformed their peers in the nation by 131 points. Race/etlmicity comparison between MCPS
and Maryland and the nation should be interpreted with caution because results are not available
for students identified within the Two or More Races category in Maryland and the nation.
Participation and performance on the SAT varied significantly across high schools in the district.
Of the 25 high schools, 13 have participation rates higher than the district average (71 percent).
Ten high schools attained mean SAT combined scores of 1650 or higher and four high schools
attained mean SAT combined scores of 1800 or higher.
Participation and Performance Gap Analysis

Participation
Even though MCPS graduates outperformed their counterparts in Maryland and the nation, there
still remains a racial/ethnic gap in SAT participation and performance among MCPS graduates.
Figures 3 and 4 show the SAT participation gap between Black or African American and White
students, and Hispanic/Latina and White students for the most recent three years. The gap
between Hispanic/Latina and White is wider than the gap between Black or African American
and White (32.9 points vs. 17.1 points, respectively in the Class of 2012). However, these
figures should be interpreted with caution because a recent report on ACT/SAT participation and
performance produced by OSA (see referenced link above) indicated that an increasing number
of minority students are taking the ACT.

Performance
Figures 5 and 6 show the SAT performance (most recent SAT score) of Black or African
American, Hispanic/Latina, and White students for the most recent three years. Compared to the
Hispanic/Latina- White gap, the Black or African American-White gap is much wider
(283 points vs. 3 77 points, respectively in the Class of 20 12). Similar patterns were found when
the analyses were conducted based on the highest SAT score.

The figures above show Black or African American graduates' SAT participation rate was
14 to 16 percent greater than that of Hispanic/Latina graduates for the years 2010 to 20 12.
However, the SAT performance was lower for Black or African American graduates compared
to Hispanic/Latina graduates.
Colleges and universities now accept both SAT and ACT college entrance exam scores. One key
measure of MCPS' Seven Keys to College and Career Readiness is scoring a 1650 or higher on
the SAT, or 24 or higher on the ACT; these scores are a critical focus in the MCPS strategic
plan, Our Call to Action: Pursuit of Excellence. MCPS school staff will continue to use the
college readiness monitoring tool developed by OSA as a part of our efforts to improve
performance on either college entrance exam, and identify students who need academic
reinforcement or other support and assistance. Readiness monitoring wi ll allow schools to
prepare all students for success.
Attached Data Tables Description
The attached tables provide additional information for your review. Tables Al to A4 provide
data on SAT participation and performance among groups of students enrolled in MCPS schools
and public school students in Maryland and the nation.

Table A l shows the number of graduates and the number and percentage of students
taking the SAT and the mean SAT combined scores for MCPS students and students in
Maryland and the nation.

Table A2 shows the number and percentage of students taking the SAT by gender for
MCPS students and students in Maryland and the nation.

combined scores of 16SO or higher by demographic and special services group and by
school.

Tables All through AlS show the number of graduates; number and percentage of
students taking the SAT; and mean SAT critical reading, math, writing, and combined
mean SAT scores by gender; race/ethnicity; and those receiving FARMS, special
education, and ESOL services by school for the Class of2012.

Tables A l through A l S are reported based on the students' most recent SAT score to be
consistent with the reporting rule of the College Board. Prior to 201 1, the College Board reports
included students who tested through March of their senior year (March cohort). However, the
College Board observed a trend in which more students were taking the SAT for the first time in
May or June of their senior year. Beginning in 2011, the College Board repmis include students
who took the SAT through June of their senior year in the college-bound seniors trend data (full
cohort). MCPS data for the Class of 2010 were recalculated to include the full cohort of students
in order to have three-year trend data. However, data for 2010 Maryland and the nation are not
re-run as the data were not available.
Tables B 1 through BS provide SAT patticipation and performance data for MCPS high schools
and student groups by gender, race/ethnicity, and service groups for the Class of 2012. The data
tables on SAT performance are based on the highest SAT score in one test administration.
MCPS monitors students' highest SAT score in one test administration. Based on the College
Board's Score Choice, a change to the current SAT score-reporting policy, students have the
option to send SAT scores by test date in accordance with a patticular college' s score-use

Tables C l and C2 provide participation and performance in SAT and ACT, patticipation and
