Greetings EACH Elected Official that Represents Milwaukee County government! This is a MULTI-COMPLAINT against an elected-appointed and hired Milwaukee County paid staff. It comes with complaint information, specifics of reply and expected date of reply. Decorum It is always troubling when we, the People, find behavior/conduct of those we have in office counter to their Oath, our Constitution and/or our laws provided for justice for All. Milwaukee Professionals Association LLC MPA LLC is a privately owned channel development and public policy firm based in Milwaukee. We focus on quality of life and economic development in the public square with a passion for re-branding, re-defining and un-trapping hidden talent and vetted businesses at the neighborhood level. We are working non-stop to see that Milwaukeeans, especially African American, People of Color and Work Challenged {un-, under-skilled; un-, under-employed;
un-, under-financed neighborhood-level businesses; disabled; and re-entry - Reentry represents those returning from WAR, INCARCERATION, boomerang employment, boomerang retirement and college-certificated graduates unemployed} are at the blueprint table and knowledgeable.

Milwaukee County SMALL BUSINESS Discrimination & Bias December 12, 2012 We are a premier small business for Affordable Health Care in the city of Milwaukee. On November 29, 2012, Chair/CEO Mary Glass approached the Department of Aging, seeking collaboration and to share a FREE invitation for Seniors to an IT/Information Technology MART event scheduled for December 12, 2012 and hosted by MPA LLC. IT MART Information Technology information, products services related to health care for the citizenry. The spotlight was on Smart Phones, tablets, Internet, laptops and desktops for access-literacy-fluency regarding Affordable Health Care. What I received was rebuff - bias and discrimination because I have a forprofit business. The last time I checked, America was a capitalist society President Obama and the U.S. Congress persons are constantly talking about the support and inclusion of for-profit businesses - Wall Street, for-profit businesses, govern the day-to-day stock market and trends of our economic climate. So, what is
up here?

Because I immediately felt violated and disenfranchised, I contacted the office of County Executive Chris Abele, email November 30, 2012. Due Process County Executive It has been over a week ago that I contacted the head elected representative of the people, for Milwaukee County, Chris Abele. He has not called or emailed to address his ethical role, leadership role and accountability of his staff. Mr. Abeles response should have come right-back to show good faith and to convey the truth. This was an opportunity to correct and promote business, economic development and employment. Standards of Conduct Milwaukee County has a Code of Conduct for the County Executive, Program Coordinator Department of Aging and Milwaukee county Corporate Counsel. He has failed to step up and represent the interest of his office and the county. He has failed to step up and represent the two-part Milwaukee County government in an expected responsible way. He has failed to step up and provide leadership to our seniors, stakeholders and voters of the county and city of Milwaukee.

Original Request November 29, 2012 All of the emails attached in todays notice followed at least 3 calls (back-to-back) to get information from the county executive staff (Community Relations Director Thomas Harris and a staff member named Claire) for contacting the Department of Aging and its Department of Aging Committee head (appointees from the neighborhood). The information took a while to acquire, I felt Claire was blocking access and the clearance Director. In fact, I had to ask for her superior to get pass the back-to-back unnecessary questions. Spoke with Mr. Harris. I shared delay by Claire. He provided 2 numbers that were inaccurate so I called him until I got a contact for a decision maker in Department of Aging. Attached are emails sent on behalf of the FREE Invitation/Request on November 29, 2012 and other days following the 29th. Ms. Diane Beckley Program Director I finally connected with Ms. Diane Beckley, Program Coordinator. After speaking with her, my office forwarded the attached email. My information was sent on November 29, 2012. It was direct with specificity for clarification. Ms. Beckley responded on November 30, 2012 and chose a dogmatic greeting of Mary Glass even though she was responding on behalf of the Department of Aging. Ms. Beckley provided a pick-n-choose response. She did not answer all the questions and provided partial info about that which she answered. Ms. Beckleys comment of making seniors aware was considered by me to be confrontational and far remove from someone wanting to work together for good. Ms. Beckley made the following quote:

There is no medium for us to direct senior centers to attend any event, especially a privately held event. Milwaukee County never encourages promotion of for profit businesses. Communication would have to be between your business and each individual center. The event was not private, it was FREE/Open to the public. It was hosted by a for-profit firm, MPA LLC (all which was noted).
Ms. Beckley continued:

While your interest in making seniors aware is admirable, I want to inform you that we are and will continue to be very pro active in keeping the older adults in Milwaukee County aware. This is evidenced by our recently hosting a visit of US Secretary Kathleen Sebelius to speak directly to seniors about the Affordable Care Act.

This comment sounded confrontational and failed to reach the following points of Milwaukee County Standards:

Promote decisions that benefit the public interest. Actively promote public confidence in county government. Conduct and perform the duties of their office or employment diligently and promptly. Maintain a positive image to pass constant public scrutiny.

County Executive Abele If Milwaukee County never encourages promotion of for-profit businesses; What is Milwaukee County Economic Development office doing? What is the politics and inside tracking of the support by the Milwaukee County Executive for a partnership with MEDC/Milwaukee Economic Development Corporation? Do I see/hear Tim Sheehy, Mayor Tom Barrett and friends? This does not parallel Ms. Beckleys comments - Milwaukee County never encourages

promotion of for profit businesses. MPA LLC vs Milwaukee County


Why is my for-profit small business being discriminated against? How many others are discriminated against? Why didnt County Executive Abele, recognize that diplomacy and leadership was needed here post haste? And then, there is the Milwaukee County Standards of Conduct? Have all involved in this email been trained/educated about the Standard of Conduct. It appears that Ms. Beckley is not the only one needing to be updated on the standards. Why didnt Mr. Thomas Harris Director, Community Relation and/or Ms. Stephanie Stein - Director of Department of Aging show leadership and diplomacy relative to the Standards of Conduct? They received a cc of the information my office sent to Ms. Beckley. Ethics Code Chapter 9 Chapter 9 of the Milwaukee County Code of General Ordinances contains the Code of Ethics that governs the ethical conduct of all candidates for county office, elected and appointed officers, employees, and members of county boards and commissions. Policy It is declared that high moral and ethical standards among county public officials and county employees are essential to the conduct of free government; that the county believes that a code of ethics for the guidance of county public officials and county employees will help them avoid conflicts between their personal interests and their public responsibilities, will improve standards of public service and will promote and strengthen the faith and confidence of the people of this county in their county public officials and county employees. It is the intent of the county that in its operations the board shall protect to the fullest extent possible the rights of individuals affected. (M.C.G.O. 9.01(1)). Invite to IT MART In our Complaint Notice to County Executive Abele, we invited him to attend the IT MART. He responded back with a decline. He responded to the Invitation but, he has failed for over 10 days to address an Ethical Complaint from my office which addresses the breadth of Chapter 9 (mentioned above) for which he is responsible as an elected representative. Leery Since Ms. Beckley had conveyed a negative response we do not do business with you, we felt she and others may have poison the connection that she partially answered regarding Interfaith. She did not share Goodwill industries and/or other contractors. Why? Since we have received confidential comments regarding blockage of attendance to our IT Seminar for Seniors, held September 19, 2012; we were quite suspicious of the bizarre response. We are demanding immediate address. Corporate Attorney This is also a Formal Complaint against Attorney Kimberly Walker Milwaukee County Corporation Counsel, an appointee of County Executive Abele. My office called for Attorney Walker to seek information regarding the Milwaukee

County never encourages promotion of for profit businesses. I left


messages 1 length voice mail to Jody, her assistant, and 3 messages with the Receptionist (Katherine, Cathy or Kathleen) a lady who seem to the clearinghouse of who could pass through. She also was out-of-line in that she made incorrect assessments of who should get the messages I left for return of call and dialog.

According to the Receptionist, she gave all the messages to Attorney Walker. We have NOT received a call from Attorney Walker even though they were marked urgent. The Receptionist provided buttress and would not connect me either to Attorney Walker of her assistant Jody. What is up here? Accountability We know that 2013 is the year for the creation of the Affordable Health Care exchange benefits. We seek like-minds that know this is a tsunami opportunity for the wise. We can finally address population health care, put in place health coaching, spike the economy with health engines, bolster business and employment, drive up health delivery and drive down debt. We have adopted All Hands on Deck, WE CAN as our mantra; and, Let no one turn us around. REPLY I am requesting a formal reply on behalf of the County Executive and the body of the County Supervisors on or by Friday of this week, December 14, 2012. I want to know why Milwaukee County never encourages promotion of

for profit businesses.
