Repeals the Public Land Development Corporation. Transfers certain assets to the Department of Land and Natural Resources. Amends the conveyance tax on certain real estate transactions and allocates a portion of conveyance tax revenues to the Natural Area Reserve Fund for watershed protection and invasive species control and to the Rental Housing Trust Fund. Effective July 1, 2013. Repealed June 30, 2023. (HB935 HD2) Establishes single-use checkout bag program and fee. Directs use of fee revenues to mitigate the effects of single-use checkout bags and protect Hawaii's fresh water supply. Appropriates funds. Effective July 1, 2112. Authorizes the board of education to identify and select up to two existing school facilities for the pilot program.
