Campaign Finance Plan


Adam Motzko Candidate for Treasurer of the Minnesota College Republicans

Overview: No Republican candidate has won 50% statewide in Minnesota in almost two decades, since 1994. With two competitive, winnable races coming up in 2014, we as Minnesota College Republicans (MNCRs) must do our part to change the math for Republicans in Minnesota and bring our party closer to winning statewide again. Problem: Declining Youth GOP Voters Young voters are a constituency among which our party could make inroads. Over the last decade, our partys statewide candidates have consistently under-performed among 18-29 year old voters relative to their performance in the general electorate. Further, successive statewide candidates continue to pull diminishing percentages of the youth vote each cycle. This problem is magnified in certain college precincts where Democrats work to mobilize their supporters every cycle, further enabling the DFL to over-perform in precincts with college campuses.

Our party has failed to do the nuts and bolts of campaigning on campus: door knocking in the dorms, identifying our supporters, and getting them out to vote. This has to change, and its up to us to make it happen. Solution: Maximizing Effectiveness of CRs The Team Surman plan is to raise $50,000 over the next year and hire three staffers in 2014 to train and lead our MNCRs on the campaign trail. The money will be deposited in a separate state-level political action committee, used solely for building MNCR chapters during the fall of 2014 and mobilizing conservative youth voters on Election Day. This will not only push us closer to victory in statewide races, but also give us an edge in competitive, targeted State House and Senate districts with college precincts.

Staffing Duties Our hired staff will focus on the registration, persuasion, and mobilization of targeted voters in college precincts. This means canvassing college students opinions both in the dorms and off-campus, pitching our ticket to students who plan to vote, registering our supporters, and developing a plan to get them to the polls on Election Day. At the same time, our staffers will work with MNCR chapters and like-minded student groups to recruit these supporters and turn them into activists, generating volunteers for the Republican ticket and maximizing the cost-effectiveness of this program. Time to Win: The Minnesota College Republicans have made great strides in recent years in assisting the state party with direct voter contact, but we believe our resources will be best used in 2014 with a targeted program aimed toward persuading and mobilizing young, college-age voters. We will turn the MNCRs into a model for other state federations, transforming our members into effective activists and providing them with the resources we need to win. Building a youth movement takes money, effort, and even some sleepless nights. In the end, with your help, we can become a valuable asset to the Minnesota GOP and help unseat Senator Al Franken and Governor Mark Dayton.
