City Council Agenda Item Summary Name: Consideration of a Resolution approving the submittal of an application to CalRecycle for the Beverage Container Recycling Program.

Description: The State Department ofResources, Recycling and Recovery (CalRecycle) is accepting applications for the Beverage Container Recycling Program. The purpose of the grant is to increase recycling ofbeverage containers and reduce beverage container litter in the waste stream. The grant may be used for the purchase of materials such as recycling bins (but not trash bins), brochures, signage, personnel costs and public education and outreach, including promoting recycling at community events.

Overall Cost: City Funds: There is no matching fund requirement associated with the grant. Grant Funds: Staff anticipates the submittal of a grant request of approximately $30,000 for the purchase of recycling bins and public outreach. Staff Recommendation: Adopt the Resolution Important Considerations: The grant application is due July 17, 2013 and grants are anticipated to be awarded in December 2013. If successful, the City would use the grant funds beginning in January 2014 to purchase additional recycling containers and engage in public education and outreach efforts. Decision Record: N/A

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA APPROVING SUBMITTAL OF APPLICATION FOR ALL CALRECYCLE GRANTS FOR WHICH THE CITY OF CARMEL-BY-THE-SEA IS ELIGIBLE
WHEREAS, Public Resources Code sections 40000 et seq. authorize the Department of Resources Recycling and Recovery (CalRecycle), to administer various grant programs (grants) in furtherance of the State of California' s (State) effort to reduce, recycle and reuse solid waste generated in the State thereby preserving land fill capacity and protecting public health and safety and the environment; and WHEREAS, in furtherance of this authority CalRecycle is required to establish procedures governing the application, awarding and management of the grants; and WHEREAS, CalRecycle grant application procedures require, among other things, an Applicant's governing body to declare by Resolution certain authorizations related to the administration of CalRecycle grants. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA does hereby: Authorize the submittal of applications(s) to the CalRecycle Beverage Container Recycling Grant Program.
