Name: Consideration of a Resolution declaring a 2008 Kawasaki all terrain vehicle as surplus and authorizing its sale or trade-in and authorizing the purchase of a 2013 Polaris Sportsman 850 EPS all terrain vehicle

Description: The City's vehicle fleet includes an existing all-terrain vehicle (ATV), which is a 2008 model year manufactured by Kawasaki. Per the existing franchise agreement, the Carmel Marina Corporation reimburses the City approximately $8,400 for the purchase of an ATV every two years. The ATV is used by the City to collect beach trash and for emergency response at the beach. The new ATV is estimated to cost $11,400 and will be able to carry two people and medical gear. The cost of the ATV has been estimated to be under $10,000 and therefore the replacement was not included within the capital improvement plan. However, the current ATV is in need of extensive repair and staff recommends that it be declared surplus and either sold at auction or used as a trade-in to offset the replacement cost of a new ATV. The estimated value is $3,000 in good condition. Overall Cost: City Funds: The City would pay any differential between the allowable reimbursement and the purchase cost of the model. Any income generated from the sale of the existing ATV would be deposited in the equipment acquisition reserve fund to offset the cost of the new purchase. Grant Funds: N/A Staff Recommendation: Staff recommends Council approval of the Resolution. Important Considerations: Per Municipal Code Section 3. 12. 130, "Accountable property may be procured by the appropriate authority after such purchase has been approved by the City Council and authorization to proceed with acquisition is approved by the City Administrator. (Ord. 2003-02 1, 2003; Ord. 94-8 1, 1994; Ord. 137 C.S. 2, 1966; Code 1975 122.1. Formerly 3.12.110)." Ifthe ATV is valued at more than $1 ,000, Council must authorize its sale. CITY OF CARMEL-BY-THE-SEA CITY COUNCIL RESOLUTION 2013A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DECLARING A 2008 KAWASAKI ALL-TERRAIN VEHICLE AS A SURPLUS VEHICLE AND AUTHORIZING ITS SALE AND AUTHORIZING THE PURCHASE OF A 2103 POLARIS SPORTSMAN 850 EPS ALL-TERRAIN VEHICLE
WHEREAS, the City's vehicle fleet includes a 2008 Kawasaki all-terrain vehicle with a current market value of $1 ,000-3,000; and WHEREAS, the City receives reimbursement for a new all-terrain vehicle from Carmel Marina Corporation every two years for beach trash and recycle collection and beach emergency response; and WHEREAS, the City wishes to purchase a new all-terrain vehicle and sell or trade-in the existing all-terrain vehicle; and WHEREAS, City of Carmel-by-the-Sea Municipal Code Section 3.16.040 requires City Council approval for sale of City property with a value in excess of$500. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES: 1. Authorize the purchase of the 2013 Polaris all-terrain vehicle. 2. Declare the 2008 Kawasaki all-terrain vehicle as a surplus vehicle. 3. Authorize the sale of the 2008 Kawasaki all-terrain vehicle and deposit sale proceeds to General Fund account 01-46801-0003 or authorize it to be traded in at a dealership.
