EVSU Ormoc hosts inter-campus sports, cultural competition

It was supposed to play host last year but the Ormoc campus didnt had the facilities. Preparations this year was also late because the adminsitration had to prioritize the construction of a twostorey medical and dental clinic and the purchase of its facilities worth P995,000 taken from the students trust fund. Only when Dr. Rolando Musca assumed the campus directorship last June 13 did physical preparations for the intramurals begin. He rolled out more than P1 million for the construction of a stage, basketball court, food court, drainage system and pathway. Of that amount, P125,000 came from the other campuses that contribute P25,000 yearly for the EVSUlympics. For the stage construction, the graduates of batch 201112 contributed P332,000 while the Parents Teachers Associations of the Technology and Education Departments pitched in P200,000. e rest of the expenses came from the administrative fund. e P1 million is aside from the P200,000 cost of holding the event. ese construction activities are the biggest single development of EVSUOrmoc in its 16-year existence. e six campuses take turns in hosting the EVSUlympics and it will take ve more years for EVSU-Ormoc to host again. On the duration of his term until 2015, Musca would like to leave legacies to the school (directors are given two years to administer a campus on rotation basis). is early, he won the commitment of Sen. Addictive pork barrel politics

alled by di erent names, popularly these days the Countryside Development Fund (CDF) and later renamed to Priority Development Assistance Fund (PDAF), the pork barrel has become a byword in Philippine politics, sadly on incidents of corruption. anks to dauntless concerned citizens who are ready to risk their lives and properties, including livelihood, they make the entire nation and the Filipinos across the globe aware of the in delity of some o cials in the government in the utilization of state funds. In countless disclosures that have grabbed the limelight myriad times in quad-media, the taxpayers, particularly the xed income earners who could not escape the withholding tax, are at all times the underdog. In all instances that anomalies involving the pork barrel fund were unearthed, the public pushed for nothing more than the abolition of this most abused fund. One reason primarily noted is that the discretionary fund of the President of the Philippines, whoever this national chief executive may be,

is used as a dope to conquer the one needing such sedative. e President, again in no speci c term period, gets the wide latitude of in uence over the legislative branch utilizing this pork barrel. Drug as it is, this pork eventually makes the lawmakers addicted to it that without it, they fear they are ine cient and might later lose their impact on their own constituents. is is what pork barrel politics is disgustingly about. e phrase refers to spending which is intended to bene t constituents of a politician in return for their political support, either in the form of campaign contributions or votes. In the preAmerican war times pork-barrel spending was a practice among slaveholders wherein they would give a barrel of salt pork to their slaves, who clamber and struggle against one another for a share. is word pork barrel has been in use in the Western countries since 1870, while other sources claim it was in the 20th century that pork barrel was rst used. to page 8

That was a clear statement from the Chief Executive. That indeed and clearly, this administration should do away with the Priority Development Assistance Fund of legislators, (PDAF) or pork barrel. In spite of the Presidents announcement however, a Million People march for its abolition was still conducted last Monday in Metro Manila and other areas of the country with the simultaneous cry; Abolish the pork barrel. I asked the man who was seated near the cab opening to move further in, so I would not squeeze in with the other passengers in claustrophobia. e konduktor was hanging at the edge of the cab and was smoking hard. I got the lions share of the second hand smoke and I almost could not breath. I guess I should be careful with what I wish for next time. e worst second hand I received was the second hand information circulating in social media and SMS regarding the meningo coccemia scare brought by a student who succumbed to it. Without any shadow of doubt, I bought the medicine recommended in the messages. I almost bought facemasks and I even went further by socially isolating students who came from the same university. ese second hand pieces of information really got me. I was scared and almost panicky of being infected of the illness. I was assuaged only a er I read the news and did my own research of the nature of the disease. is should have been done rst before I sank in hysteria. ese bogus messages should stop because authorities can no longer appease a frenzied society a er being panicked. Second hand information on endemics and pandemics can stir uncontrolled fright and can also aggravate the situation by causing more stress and danger. e meningo coccemia scare seemed to have been given enough clarity now, thanks to media involvement and government-issued statements. However, the reaction of the masses towards second hand information is a realization. We just had to wait for the people to react di erently, before we thought of conducting an information drive for public alignment. is meant that we have not given enough attention on awareness and other essential pieces of information about an endemic. Our failure to do so may have fanned the ames because of inappropriate dosages taken, absurd seclusions and unnecessary purchase of unrelated medical goods. e outcome of these reactions could have stemmed a bigger problem in the future. We have to work and inform more extensively. I guess categorically, second hand stu may cause us a few lifestyle pros. But from the experiences I had these past few days, I need not to have a nudge on the rear to digest all the cons these stu may bring about. is is the problem with second hand.
mind that there is the pork barrel to expect from which they could recover the huge money they spent in votebuying. Eliminating the pork barrel will certainly send shivers to the spines of every corrupt politician who might think several times and be eventually deterred from spending during elections when there is no pork barrel to draw and recover such enormous money. Bribery in government transactions, projects and programs will also be gradually eradicated if the pork barrel is abolished for it is that lump sum that is the root of evils in government. e problem with second hand is that it is second hand. I have been victimized by a lot of second hands these past few days and I feel very frustrated. I am not into gadgetry but if highly needed, I reconsider. I am quite frugal so I go for cheap without being cost e ective. If I can reduce the price to the best of my convincing skills, I very much do. I believe that I should spend less today and problem quality of the gadgets tomorrow. Yes I am a master cheapskate. But, recently, after purchasing a second hand tablet, I have decided to tip o my selfproclaimed label. I spent thousands for something so low-class and so short-

lived; I had to spend thousands again to purchase another. I learned from this unwise shopping boo-boo and I learned the di erence between frugality and skimpiness. e string of unfortunate second hand events continued throughout the week. I had to bear for a day, in di erent locations, the sting of second hand smoking. Unlike other cities, Tacloban is less conscious of public and vulgar smoking. I was walking along Justice Romualdez St., when a man, who walked as fast as I did, lighted a cigarette and smoked his way out of the avenue. I whined of the smoke he pu ed out, but he didnt seem to care. I had to cross the road. I rode a multicab and

Question: Why are senators entitled to PDAF when they do not have immediate, direct and specic constituents? We praise former Senators Joker Arroyo and Panlo Ping Lacson because they never got their pork barrels during their incumbencies as aenators of the Republic.

With no formal organizers, people went to the agreed convergence places at the accepted suggested time to demonstrate their voluntary volition against the corrupt system. e public anger was ignited by the enormity and brazenness of the plunder that drained taxpayers money into private pockets. e culprits whose identities had been exposed and those who are still being probed must be held to answer for the crimes they committed against the people who suffered and continue to su er deprivation from basic services that did not reach the end bene ciary among the impoverished masses. More than scrapping the pork barrel, the multitudes of citizens that came out to protest the plunder by ofcials who have the temerity to shamelessly tag their names with the pre x hon-

orable are demanding for the prosecution and incarceration of the plunderers and their cohorts who may be found guilty. e loot must likewise be recovered from the shenanigans and restored to the government co ers, with compensation and damages to the people who su ered injury from such anomalous acts that bleed the national co ers. Government projects that are being funded by lawmakers out of their pork barrel must treated as line items in the budgets of the proper agencies. Businessman killed in Albuera

ORMOC CITY -- The police in Albuera town continues its deep investigation on the puzzling broad daylight killing of businessman Emerson Piano, who was shot dead at the vicinity of his shop in Real St., Albuera, located across the LGU municipal hall, 10 a.m. of August 23, a source of Albuera police said in a phone interview. The perpetrators left Piano, 54, 11 gunshot wounds that caused his instant death. The victim had no known enemy and had not been involved of any illegal doings. His family was even puzzled who could be the culprits. According to an eyewitness, the duo were riding-intandem that immediately left after committing the crime. The victim was fired upon with a caliber .45 pistol without any word and was left. The two suspects wore helmets but noticed to be 30 to 40 years old and of medium body build. They were believed to be backed up by two other motorcycles as they were seen later as they escaped. A hot pursuit operation was right away conducted by the police with the help of an eyewitness. Currently the police have the lead as to the identi cation of the suspects but declined to disclose, yet further investigation is going on.
