Over 4,000 barangay officials in EV barred to run for the village polls

TACLOBAN CITY - More than 4,000 barangay ocials in Eastern Visayas are disqualified to seek for reelection in the coming October 28 synchronized barangay and Sangguniang Kabataan (SK) elections as they are now serving on their third and last terms.
Of the 4,466 threetermer village officials, 607 of them are barangay chairmen and 3,859 are members of the barangay council, records of the Department of the Interior and Local Government regional office here showed. DILG Regional Director Pedro Noval said they have already submitted the names of these thirdtermer barangay officials to the regional office of the Commission on Election (Comelec) for posting in all of its local offices.

Town Councilor Wilson Uy said majority members of the municipal council agreed to pass a resolution informing the Leyte provincial board that Palo is willing to become the provinces new capital in lieu of Tacloban City, which ceased to be under the administrative control of the provincial government after its conversion into a highly urbanized city in 2008. Tacloban is not only the capital of Leyte but also the regional and business capital of Eastern Visayas. The resolution actually requests the provincial board of Leyte to consider Palo as one of the options should they decide to transfer the provincial seat from Tacloban City to another city or town, Uy said.

Greening program to be implemented in a Leyte town


TACLOBAN CITY A greening program of the Bureau of Fire Protection is to be implemented in his town. Alangalang Mayor Loreto Yu, who said that the tree planting, which is under the greening program Buying a Living Tree System, would be in the villages of Langit, Divisoria and Tabangohay, revealed this. The villages are among the peat lands of the town. Beneficiary of the 4Ps or Pantawid Pamilyang Pilipino Program of the Department of Social Welfare and Development are to be tapped in the implementation of said program wherein they are to be paid for every tree they plant and maintained at the peat land

The project is being implemented through the DENRs Protected Areas and Wildlife Bureau (PAWB) with funding from the International Fund for Agricultural Development (IFAD) and the Global Environment Facility (GEF). Under the program, the municipal government of Alangalang is to mobilize the residents of barangays Divisoria, Langit and Tabangohay through their barangay chairmen in establishing one-hectare demonstration projects and rehabilitation of two hectare degraded peat land areas in their respective villages. Each barangay will receive P175, 000 for the development of the one-hectare demonstration project and two-hectare rehabilitation area. (ROEL T. DoE held Leyte consultation on proposed biofuel content increase


PALO, Leyte- The Department of Energy (DoE) held its public consultation on the proposed increase in biodiesel blend last Thursday. The consultation, the departments second leg, was conducted to solicit views from the different sectors especially among oil industry stakeholders on their proposal to increase biofuel blend of diesel product from two percent to five percent, DoE Assistant Secretary Daniel Ariaso, said. The DoE plans to increase the biofuel content by 2015. Although, the plan is only for 3 percent increase but this minimal increase of biofuel content had national impact particularly in the price which is why they need to conduct series of consultations, Ariaso added. Under the Biofuels Act of 2006, it mandates that the minimum blend of biodiesel sourced from coconut in all diesel products, and the gradual increase of the alternative fuel mix. During the consultation, the Department of Science and Technology representative from the region asked the members of the National Biofuel Board (NBB) if the government is ready for a long-term effect of using biofuel. Ramil Uy, DOST senior science specialist, asked the NBB officials if the government has a plan to impose a buffer stock of coconut to sustain production of biofuel when problem of coconut production is experience by farmers. On the side of coconut farmers group, who were present in the consultation, they expressed positive response on the plan of the DoE as this will provide bigger income for them but at

TACLOBAN CITY The Department of the Interior and Local Government (DILG) will hold a regional public consultation on whether to institute reform to the Sangguniang Kabataan (SK) or completely abolish the youth council. Arnel Agabe, assistant DILG-8 director, said that they would announce the date and venue of the dialogue as they are still waiting for the guideline in support to a memorandum dated August 14, 2013 issued by DILG Undersecretary Austere Panadero. The half-day forum is slated on August 19 to 27. The manifesto of various stakeholders will be submitted to the DILG central office on August 28. The key output is a region-specific manifesto or position paper either to support or not reform or abolition of the SK; and a consequence of abolition whether or not to push through with the SK elections in October 2013, Agabe said. Expected to join the consultation are representative from youth organizations; representative from the local government unit league, representatives from SK, representatives from local government units, non-

Charity group donates eye equipment to EVRMC


TACLOBAN CITY Surgical equipment for cataract operation was donated to the Eastern Visayas Regional Medical Center (EVRMC) by LDS Charities of The Church of Jesus Christ of Latter-day Saints through Mabuhay Deseret Foundation. The surgical microscope was donated to the EVRMC in response to the need of the hospital for the equipment that provides surgical operations to 30 to 70 cataract patients a month. Manny Hernandez, manager of Mabuhay Deseret Foundation and Elder Benson Misalucha, representative of LDS Charities, personally turnover the equipment to Dr. Edgardo de Leon, chief of hospital of the EVRMC last Wednesday. Aside from the surgical equipment, they also provided medical supplies that are needed for cataract operations. Mabuhay and LDS had been partner for a long time and we visit every places of our country to look for institutions that provides charity work for cataract operations which here in Eastern Visayas it is EVRMC that we chose, Fernandez said. de Leon said that he is happy that the group chose their hospital for them to donate the equipment. Majority of our patients are indigents so they can avail this equipment donated by the group. We will take care of the equipment and use them for the intended patients, de Leon said. (ROEL T. Civil service exams slated on Oct.13, still open for applicants til end of this month
TACLOBAN CITY The Civil Service Commission (CSC) here in the region is still accepting applicants for the 2013 Civil Service Professional and Sub Professional Examinations until August 30, 2013. Career Service Examinations are scheduled on October 13, 2013 and will be held in the cities of Tacloban, Catbalogan and Maasin as the testing centers. The conduct of examinations is one of the functions of the CSC to identify prospective civil servants throughout the Philippines. For those who will pass the CSC exams will be conferred for civil service eligibility that serves as the basic requirement for entrance to government service. Roselie Taon, CSC-8 chief personnel specialist, encourages more interested applicants to submit their admission requirements to the Leyte Field Office located at Trece Martirez St., Tacloban City. Applicants should submit and process their papers personally because we are still verifying their documents but we assure them that the procedure will not take long, Taon said. Taon stressed the importance of passing the said examinations for people to work in the government. She also emphasized that qualified applicants should take the exam as early as possible especially the graduating students.

The meningo scare and a moms grief

he least that the family expects was being ostracized by the community that was supposed to soften the blow brought about by the loss of a loved one, a daughter whose college education was seen as the familys way out of hardships. The mother especially did not expect that they will be treated shabbily by neighbors who were their friends during happy times. It must have been hard for the family to accept the seeming coldness and snobbery of the community they belong, a community that was supposed to be one of their support groups during hard times. The sad incident could have been prevented if there was sufcient education and information dissemination conducted by the concerned authorities. In the past, the Department of Health had conducted info drives through mass media but for unknown reasons it was short-lived and focus was re-directed to den-

gue fever which also became a big challenge of the health community. The incident of the meningo scare must be a big challenge of the information unit of the Department of Health, the City Health Ofce and the barangay ofcials. For one, these entities have their own resources and the challenge is not hard to ght. Let the barangay scholars and health workers conduct an information dissemination campaign in all barangays through assemblies or small groups sessions solely to explain the causes, management and other intricacies of diseases such as dengue fever, meningococcemia, HIV and other health challenges of the time. The public must become aware that they have more to gain than lose if they follow the simple constant hand washing habit especially

What is meningococcemia?
Meningococcemia is an infection of the bloodstream caused by bacteria called Neisseria meningitides. It is an cute and life threatening infection that is transmitted through droplets from the upper respiratory tract when coughing, sneezing, kissing and direct contact within one (1) meter distance. Report from the City Epidemiology and Surveillance Unit (CESU) mentioned that the bacteria, Neisseria meningitides is very fragile and do not survive in natural conditions outside the human body. One day a farmers donkey fell down into a well. The animal cried piteously for hours as the farmer tried to gure out what to do. Finally, he decided the animal was old, and the well needed to be covered up anyway; it just wasnt worth it to retrieve the donkey. He invited all his neighbors to come over and help him. Scholarships oered by DOST now open for applicants


TACLOBAN CITY The Department of Science Technology (DOST) in the region is accepting applicants for the DOSTSEI Science and Technology Undergraduate Scholarships Examination for 2014-2015 on September 22, 2013. The DOST offers two undergraduate scholarship programs that is open for all graduating high school students from public and private high schools. The agency aims to produce competent professionals in the field of science and technology which our country need. The two programs are the RA 7687 that is for those qualified applicants that belong to families with low socio-economic status and the DOST-SEI Merit Scholarship Program that is for those whose families socioeconomic status exceeds the set cut-off value of the first program. Applicants are to submit their admission requirements until August 23, 2013.
