EXCERPT FROM THE MINUTES OF THE 149 th REGULAR SESSION OF THE 7th CITY COUNCIL OF

EXPLANATORY NOTE
Based on the independent review conducted by the Strategic Review on the Food Security and Nutrition in
the Philippines which was conducted last January 2017 and commissioned by the World Food Programme states that
hunger remained high especially among those in the first two income domiciles and malnutrition continues to persist
and even worsened in the recent years.
The review also shows that hunger and malnutrition is closely related to the state of food security. And
many Filipinos suffer from lack of food and poor diets despite the rising food availability because of inadequate
access to food due to high poverty and low income especially among rural populated areas who generally engaged in
agriculture.
Whereas, Filipino adolescents were consuming substantially fewer servings of vegetables than the
recommended amount based in the 2016 research on the consumption of fruits and vegetables of some Filipino
which was published in the Journal of Nutritional Disorders and Therapy. As a result, it was recommended to
involve children in the fruit and vegetable preparation while parents and school canteen staff were encouraged to
offer a variety of fruits and vegetables and model eating them and patronizing food establishments that serve fruit
and vegetables.
With this, the Department of Education (DepEd) Regional Office XI, through the learning areas
Edukasyong Pantahanan at Pangkabuhayan, Technology and Livelihood Education and Technical Vocational
Education, promotes school gardens to ensure the continuous supply of vegetables in support to the supplementary
feeding program and for learners to learn entrepreneurial skills, which can also be applied at home.

Further, Tagum City puts premium in agriculture as a vital key in ensuring food security to its people
through various agricultural services to include organic fertilizer and seedling production program and the provision
of technical services and seedlings for the Gulayan sa Paaralan at Pamayanan implementation.
In order to strengthen the Gulayan sa Paaralan at Pamayanan in the City of Tagum and further increase
home and school-based gardens, hence this Ordinance.
Article I
POLICY AND OPERATING PRINCIPLES
SECTION 1. TITLE. This Ordinance shall be known as the GULAYAN SA TAGUM ORDINANCE
It is hereby declared a policy of the City of Tagum to provide its constituents with appropriate technical
assistance and support to promote and sustain the Tagumpay Gulayan sa Paaralan and Pamayanan (TGPP) Program
and ensure food security and improve the nutritional status of children and young adults and all Tagumenyos.
SECTION 3. OBJECTIVES
The objectives of the City Government of Tagum in implementing this ordinance are:
a. To develop the TGPP Program in order to promote a home-based, school-based, and community-based
vegetable gardening in the urbanizing landscape of the city that fosters bayanihan, love for farming,
and the consumption of healthy vegetables.
b. To encourage activities and awareness which promote community involvement for the TGPP Program
for food security and sufficient food supply and food safety;
d. Ensure community food security, sufficient vegetable supply and promote healthy lifestyle through
organic farming that is geared towards health, environmental protection, and economic profitability;
and
e. To utilize idle lots or vacant spaces primarily in barangays and schools as spaces for vegetable
gardening or edible landscaping.
The formulation and implementation of policies, rules, regulations, instructions and directives on the TGPP
Program, shall be guided by the following:

a. The gardens will serve as source of additional vegetables for home consumption. More importantly,
the initiative aims to raise awareness on the health and nutritional benefits of vegetables, as well as
economic benefits by encouraging more household and community gardens;
b. Under the TGPP Program, the City Agriculture Office will provide technical assistance and inputs,
regularly monitor the TGGP garden, conduct training and seminars that will cover topics relative to
program, and implement and innovate methods; and
c. School Administrators of both public and private elementary and secondary schools, Punong
Barangays, and section heads shall spearhead the implementation of the project.
There shall be an annual search for TGPP to ensure the sustainability of the program and to enhance the
enthusiasm of the participants.
The search is open to all public and private elementary and secondary schools of DepEd and for the
community, not limited to, households, puroks, churches, IPs, 4Ps, colleges, Day Care Centers, 4- H Club, and Balik
Sigla Beneficiaries of Tagum City.
ARTICLE II
COVERAGE, SCOPE, DEFINITION OF TERMS
SECTION 6. COVERAGE
This Ordinance shall govern the TGPP Program of the City of Tagum.
SECTION 7. SCOPE
The provisions of this Ordinance shall apply to all public and private, pre-school, primary, secondary, and
tertiary schools in Tagum City, religious organizations interfaith programs, puroks, barangay business
establishments, Indigenous people, 4Ps, households: pamamahay, Seryosong Tagumenyo Ayaw ng Droga, Balik
Sigla Beneficiaries, among others, directly or indirectly involved in the Gulayan Program.

Article III
CREATION OF THE TGPP COUNCIL AND TECHNICAL WORKING GROUP
There is hereby created the Tagum City GPP Council which shall be the highest coordinating and policy
formulating body in TGPP in the City of Tagum.
The TGPP Council shall have the following duties and functions:

The City Agriculture Office shall act as its Secretariat, except the City Agriculturist, who is a member of
the TGPP Council.
The Technical Working Group (TWG) shall be composed of the following members:
1. City Agriculturist
2. City Health Officer
3. DepEd - Schools Division Superintendent
4. Liga ng mga Barangay President
5. City Agriculture and Fishery Council President (CAFC)
6. Academe-School offering Agriculture related courses
7. Tagumpay Gulayan Focal Person
SECTION 14. DUTIES AND RESPONSIBILITIES OF TWG
1. Implement the approved policies, guidelines, plans, and activities in accordance with the
existing laws and policies; and
2. Perform other tasks as determined by the council.
The Council shall meet quarterly or as frequently as necessary to discharge its duties and
responsibilities. The majority of the members called upon by the Chairperson with prior written notice shall
constitute a quorum. The Chairperson may call for a special meeting when the need arises.
Moreover, the members of Technical Working Group shall meet quarterly regularly as necessary
to discharge its duties and responsibilities. The majority of the members called upon by the Chairperson

Budgetary support shall be provided in the Annual Appropriation under the General Fund not less
than One Million Pesos (P 1,000,000.00) from the City Government of Tagum, subject to the usual
accounting and auditing rules and regulations.
The TGPP Council, including the members from the private sector, shall meet once per quarter
and shall be entitled to receive an honorarium of One Thousand Pesos (P1,000.00) per quarter for attending
the regular and special council meetings.

Article IV
FINAL PROVISONS
Should any provision of this Ordinance be subsequently declared unconstitutional or invalid, the other
provisions not affected by such declaration shall remain in full force and effect.
Any Ordinance, rules or regulations, or any parts thereof inconsistent with this ordinance are hereby
repealed, amended or deemed modified.
This Ordinance shall take effect immediately after its approval and publication in a newspaper of local
circulation.
