Introduction

The Philippine National Police today continue to reinvent its


policing system on the fast growing communities and social
interaction becomes complex as social inventions interface with
various issues in the community that sometimes develop into a
problem on peace and order. Partnership with the community is
now one of the central focuses of the PNP. It is an indispensable
tool in bringing the police closer to the people. The PNP newly
designated public relations and communications strategies want
the police to level up by developing a strategic communication
program that will be truly responsive to the needs of the
public. It is a police activity where the police become very
visible and its presence is physically felt by the community. This
is done through community interaction.
Community immersion is a version of service
learning that is more integrated with the individual’s
passion and interests, is longer- term and is related to
the on-going development of community and social
justice issues. Become involving citizens learning through
worthwhile tasks and developing leadership, advocacy and
problem solving skills. Community Immersion Program deals
with the people to enhance the image of the Philippine
National Police. Dealing with the community is a one way of
promoting the good relationship between the police and
the community
The Community Immersion Program designed by and
intended for the city it serves that help the PNP build
bridges and establishes partnership in the community. The
program has the powerful effect that it requires
participants (Police Officers) to immerse themselves in a
portion of the community, engage in dialogue with
members of that group, learn about individual
motivation and values, and then teach what they have
learned to their peers. The program becomes the beginning
of relationship between police officers and citizens. The
PNP focuses on the importance of diversity tolerance,
human and civil rights and understands that successful
policing entails with citizens of the community.
History
THE UNTOLD HISTORY OF BARANGAY PATAG

Although there was no total record in the Philippine History about the
beginning of Barangay Patag, it was said to have been
known discovered by the native HIGA-ONON and MAMANWA’S due to its being
noted abundantly of thick MARC CAT TAIL which means in the Higa- onon
native people dialect as BALIW or BAAGAS PATAG, good essential
for mat making, that even today these kinds of mats are being peddled in
Mindanao and different parts of our country.
Now Barangay Patag exists, located in the hilly terrain, 3 kilometers from
the city proper. In year 1937, In the part of Barangay Patag, a
Military Home Base or working Head of CAMP EVANGELISTA, in honor of the
1st Philippine Army, 4th Infantry Division, General Edilberto Evangelista
and under his leadership, the Philippine Air Force installed the FIRST AIR
STRIP (PHILIPPINE ARMY TRAINING AERONAUTIC GROUND) now called
Patag, wherein Barangay Patag was born and now presently called the HOME
OF PROUD SOLDIER’S. That is why majority of the people residing this
Barangay were working in the Military Service, others are personnel of the
Camp Evangelista, 4th Infantry Division, Philippine Army and majority of
the constituents of this barangay beneficiaries of the military. “ Without
the Philippine Army Camp we don’t have the name of a BARANGAY PATAG”

POPULATION
Barangay Patag is in the city of Cagayan de Oro. Its population as
of February 2020 was 23,409 with the number of registered voters
11,348.

LOCATION 
Patag is situated at approximately 8.4907,124.6179 in the island
of Mindanao. Elevation at these coordinates is estimated at 32.7
meters or 107.3 feet above mean sea level.

RATIONALE:
 
This IMPLAN provides a good relationship between
the Philippine National Police and the community partner
that will help develop, guide and create a “community and
service oriented” environment in building relationship with,
persuading, involving, shaping and mobilizing the
communities towards the need for respect for laws,
maintenance of peace and orderliness, and safety of
environment and to strengthen the police visibility with the
end goal of enhancing the quality of police services and
relationships with the community. This IMPLAN will provide
better opportunities to the community through social,
environmental, health and social awareness.
MISSION:

We commit ourselves:
To demonstrate the effectiveness of the “community
and service oriented” policing system through the active
participation of the community in support of police activities;
To support the implementation of the transformation
program from start to finish by providing a clear information,
education and advocacy strategies and interventions which will
stimulate active cooperation and support from the community;
and
To restore public trust and confidence in the PNP.
EXECUTION:

a. Concept of Operations:

The PSBRC Class 2020-01 Alpha Company Team 1 is assigned


to have their community immersion at Barangay Patag, Cagayan de
Oro City on July 13-17, 2020 at exactly 0800H-1700H.

The Alpha Company Team 1 will be divided into three (3). Each
team shall compose of 8 members with their assigned task as:
a. Team A – In charge for the preparation of the venue,
technicalities and preparation of snacks and may perform other
task that is not mentioned. (Refer to Annex A, Table 1, for the
List of Team Members)
b. Team B – In charge for the Implementation of the IMPLAN and
may perform other task that is not mentioned. (Refer to Annex A,

Table 2 for the List of Team Members)


c. Team C – In charge for the restoration and cleaning of
the
venue and may perform other task that is not mentioned. (Refer
to Annex A, Table 3 for the List of Team Members)
(Each Team shall rotate everyday regarding with the tasking
they are going to implement.)
The Following activities will be implemented by Alpha Company
Team 1:

a. Day 1: Team A – Team Building and Clean-up Drive

b. Day 2: Team B – Teenage Pregnancy Awareness and Film

Viewing

c. Day 3: Team C – Self Defense Awareness : Defensive Tactics


and Film Showing
d. Day 4: Team A , B & C– Health Awareness : COVID – 19 Tips
for Kids, Hygiene Kit Giving and Games
e. Day 5: Team A , B & C – Zumba, Friendship Games &
Culminating Program
(Each team will be responsible of the preparation of the
materials, technicalities needed during the implementation
and ensure active participation by being entertaining and
understandable in delivering the messages to the spectators.)
Tasks:
1) Team Leader
a. Act as overall OPR in the implementation of this IMPLAN;

b. Designates Task to the members of the group and set


deadlines;

c. Works closely with the Budget In charge on developing the

Plan and budget for the 5 day Activity; and

d. Must be able to address situations of conflict with the ability


to resolve.
Assistant Team Leader

a. In the absence of the Team Leader, performs the duties and


responsibilities of the Team Leader;

b. Serves as the right hand of the Team Leader in developing


agendas for weekly Officer Calls, serving on committees; and

c. Other duties as may be assigned by the Team Leader.


Secretary

a. Ensuring meetings are effectively organized and recorded;

b. Coordinates with the Barangay Official for the availability of


the Venue, Schedule and secure the preparation of the ECIP
Program; and

c. In Charge of the documentation during the 5 day Activity.


Members

a. Contribute to the formation of group goals and dividing of the


work among group members;

b. Do their fair share of the work and have the responsibility to


complete the work assigned; and

c. Cooperates and give an active participation in the group


process.
COORDINATING INSTRUCTIONS:

By July 11, 2020 all materials needed in the said 5 days


activity must be prepared and check by the Team Leader as well
as all information must be clearly disseminated to the partner
community and to all members of the Team. Each member must
function and flexible enough to attend issues and concerns
before, during and after the activity. By July 13, 2020 at exactly
0700H Alpha Company Team 1 will gather together at RTC10
Basketball court for Final Instruction and all members will wear
their Athletic Uniform as general uniform during the duration
of the ECIP. Right after every activity within the day, Team 1 will
meet for evaluation and concerns.
EFFECTIVITY:
 
The proposed schedule for Enhanced Community
Immersion Program of PSBRC Class 2020-01 Alpha
Company will be on 13 0800H July, 2020 to 17 1700H July
2020 at St. Michael Street, Barangay Patag, Cagayan de
Oro City.
PROBLEMS ENCOUNTERED AND RECOMMENDATIONS PROBLEMS ENCOUNTERED

During the whole duration of our Community Immersion Program at Barangay Patag, Cagayan de
Oro City of the PSBRC Class 2020-01 Alpha Company Team one had encountered the following
problems:

I. Problems encountered by the team.


 
1. The availability of the team to gather information.
 
2. Due to the pandemic situation of Covid-19 we were unable to go out and have a special
passes.

3. We are forced to make this idea gathering information to rely on the web
 and official thru cellphone.
 
4. Our projected budget exceeded to the allocated budget of P 15,000.00
 
II. Problems observed in the community.

1. Constituents are unable to go in or out of their own barangay without passes


identification card.
2. Raising numbers of affected people in the community.

3. Isolation that prevents the citizens to do their daily jobs.

4. Insufficient funds for their daily supply of rations.

5. Lack of cooperation towards the ordinance that was implemented to them.


 
RECOMMENDATION

Based on the problem we encountered in the Barangay, the Team


comes up with the following recommendations:
I. To address the problems encountered of the Team

1. Well cooperation between the team to gather the facts.

2. Well cooperation between the ACAD Personnel and the team.

3. Well gathered information from the web browser.

4. Maximize Budget to cover up expenses for P 1,000.00 per


member.
II. To address the encountered by the community

1. The immersion should be more than 1week for a greater


time to come up with further observation and information.
2. Make social media accounts and give news update
to the community regarding to Covid-19 pandemic in the
area.
3. To provide leaflets in awareness of the pandemic in the
barangay.

4. The barangay should distribute leaflets to those who are


not able to view the online announcement.
5. Barangay should enhance the ordinance in the area.

6. Barangay should produce an identification card to the residence.

7. Barangay should initiate the implementation of social distancing.

8. Barangay should have an isolation center to those who are


positive in medical situations in order for the community not to be
infected the virus.

9. Barangay should communicate with the Local Government


Unit for their daily ratios for each family. Furthermore, formulate
barangay ordinance relative for the strict implementation against
the pandemic
Covid-19 virus.
