LOGISTICS UNIT

SUPERVISION
STATEMENT OF
RESPONSIBILITIES
 Under limited supervision, this civilian
position is responsible for the oversight and
management of the Police Department’s
Support Services Unit, to include
procurement, equipment and supplies, fleet
and facilities management.
ESSENTIAL JOB
FUNCTIONS
 Oversees the Police Department’s facility
and security projects and procurement
activities to include ordering, receiving, and
issuing of materials, equipment and
supplies.
 Maintains automated inventory systems;
conducts audits for accuracy and
standardization; performs research and
analysis of inventory usage trends and
establishes stocking requirements.
 Coordinates and reviews procurement of
all departmental vehicles and specialized
equipment; monitors, reviews and audits
departmental bid specifications and
procurement activities.
 Prepares and reviews annual contract
documents for purchase materials,
supplies, services, and equipment;
reviews, evaluates, and prepares
specifications for bids and proposals and
prepares technical specifications for
specialized materials, supplies, and
equipment.
 Responsible for the effective supervision
and administration of the Support Services
Unit including budget preparation and
monitoring, selection, training, performance
management, employee relations,
prioritizing and assigning work and related
activities.
 Coordinates, develops, and recommends
long-range plans pertaining to the
management and maintenance of the
Support Services Unit; develops and
recommends policies and procedures; and
establishes and implements management
systems to effectively meet operating goals
and objectives.
 Assists with contract reviews,
recommendations of new contracts and
continuation or cancellation of existing
contracts; researches and makes
recommendations for equipment purchases
or lease arrangements; may serve as
contract manager.

REQUIRED KNOWLEDGE
 Warehouse/Inventory Management –
Thorough knowledge of large-scale
equipment and supply management and
maintenance techniques to include
computerized stock and inventory
recordkeeping. Knowledge of safe,
effective and efficient handling and storage
of parts, components, and supplies.
 Procurement – Thorough knowledge of
general procurement laws, practices and
procedures to include the Virginia Public
Procurement Act. Knowledge of sources,
suppliers, and substitutions for specialized
materials and the proper sale or disposal of
equipment utilized in the water supply
industry.
 Customer Service — Considerable
knowledge of principles and processes for
providing customer service. This includes
setting and meeting quality standards for
services, and evaluation of customer
satisfaction.
 Supervision – Considerable knowledge of
leadership techniques, principles and
procedures to assign work, schedule,
supervise, train, and evaluate the work of
assigned staff.
REQUIRED SKILLS
 Computer Skills – Utilizes a personal
computer or laptop with word processing,
spreadsheet, inventory and fleet
maintenance and related software to
effectively complete a variety of
administrative tasks with reasonable speed
and accuracy.
 Interpersonal Relationships – Develops
and maintains cooperative and
professional relationships with employees
at all levels, representatives from all
departments, and outside agencies.
Effectively responds to and resolves
complex inquiries and disputes.
 Judgement/Decision Making – Uses logic
and reasoning to understand, analyze, and
evaluate situations and exercise good
judgment to make appropriate decisions.
REQUIRED ABILITIES
 Coordination of Work – Ability to establish
and implement effective administrative
programs and procedures. Establishes
priorities for the completion of work in
accordance with sound timemanagement
methodology. Performs a broad range of
supervisory responsibilities over others.
 Communication – Ability to communicate
ideas and proposals effectively, including
the preparation of reports and logs. Ability
to listen and understand directions,
information and ideas presented verbally
and in writing. Ability to handle a variety of
customer service issues with tact and
diplomacy and in a confidential manner
 Financial Management - Ability to perform
arithmetic and statistical calculations.
Ability to employ economic and accounting
principles and practices in the analysis and
reporting of data.
EDUCATION AND EXPERIENCE
 Requires a Bachelor’s Degree in Public
Administration, Business Management,
Procurement or a related field and 5-7
years of supply, stock, procurement or
inventory management experience
including 3-4 years of supervisory
experience, or an equivalent combination
of education and experience.
