GENERAL SITUATION:
 INVOLVEMENT OF MINORS IN ILLEGAL DRUG
CASES

• From 2011 to June 15, 2018:
2,111 minors, aged 6 to 17 years old were nabbed and rescued for violation
of the anti-drug law.

• The rescued minors composed of:


 Pushers of Dangerous Drugs - 959 or 45.43%
 Drug Possessors - 725 or 34.34%;
 Drug Users - 277 or 13.12 % ; and
 Visitors of a Drug Den - 111 or 5.26%

• The rest were either cultivators, traffickers, runners, cohorts, drug den
employees or maintainers.

• Drug syndicates have taken advantage of Section 6 of Republic Act 9344,


or the Juvenile Justice and Welfare Act of 2006, which exempts minors
or children from criminal liability.

Last November 28, 2018, Former Bayan Muna Representative Satur


Ocampo and ACT Teachers Representative France Castro were arrested with
over 70 others in Talaingod town in Davao del Norte with 14 minors aged 14 to 17
yrs old from North Cotabato and Bukidnon. Datu Allan Kausing, who is one of the
members of the Council of Elders of Talaingod, said they already realized how
they are being exploited by the New People's Army.
700 members of the Indigenous Peoples (IP) communities, government, non-
government organizations and other groups condemned the "unacceptable activities"
of Bayan Muna president and former solon Satur Ocampo and his 18 companions after
they were nabbed for allegedly recruiting children to rally against the government. They
were trying to bring out some 14 Lumad children from Talaingod without any parental
consent.
Just recently, 18-year-old Rizza Camingawan, a legal management
freshman at the UST Faculty of Arts and Letters, was reported missing by
her father after a supposed immersion last December. 
KKDAT OVERVIEW:
The Kabataan Kontra Droga at Terorismo (KKDAT) Project was
first launched in Region 11 on November 9, 2018 with the aim of
organizing a youth movement that encourages and strengthens the
youths’ ability in suppressing the drug and terrorism problem in the
country.
PROJECT BRIEF:
The Philippine National Police through the Police Community
Relations Group will conduct a nationwide movement dubbed
“Kabataan Kontra Droga At Terorismo” (KKDAT) that intends
to organize, train and mobilize the youth and student sectors as
advocacy support groups that will stand against illegal drugs and
terrorism through various advocacy programs of the PNP.

This is envisioned to inflame the SPIRIT OF


VOLUNTEERISM among the youth and student sectors through
Police Community Relations platforms and programs designed to
empower the said sectors to become proactive partners of the
government in the nationwide cascading of advocacies relative to
anti-terrorism and anti-illegal drugs, especially on matters related
to Recovery and Wellness Program (RWP), and in social
reintegration programs for reformed illegal drugs personalities.

TASKING:
PROs
a) Adopt and implement the Kabataan Kontra Droga at Terorismo
program;
b) Ensure the good coordination between and among the PNP and LGU
to maximize the understanding and cooperation down to the
Barangay level
c) Organize and mobilize the youth thru the Sangguniang Kabataan
(SK) and students from different schools;
d) Conduct periodic assessment of the project at least once every
semester and render report thereon to C,PNP, Attn: TDPCR;
e) Maximize exposure of intensified campaign on Drug and Terrorism
awareness;
f) Provide appropriate and necessary support to DPCR for the
successful implementation of this project; and
g) Perform other tasks as directed.
Launching of Kabataan Kontra Droga at Terorismo

 The Philippine National Police thru the Police Community Relations Group, has
launched the program dubbed Kabataan Kontra Droga at Terorismo (KKDAT) on
February 11, 2019, 9:00AM, at the PNP-NHQ, Camp BGen Rafael T Crame,
Quezon City, with former Special Assistant to the President, Christopher Lawrence
Tesoro Go as the Guest of Honor and Speaker and participated by more than
3,000 participants.
 The said project which intends to organize, train and mobilize the youth and
student sectors as advocacy support groups that will stand against illegal drugs
and terrorism through various advocacy programs of the PNP will soon be
replicated in all Police Regional Offices.
