KASIMBAYANAN (Kapulisan, Simbahan at Pamayanan) Ng Panginoon: A Joint


Effort of Police, Church, and community towards a Peaceful and Progressive
Community

1. REFERENCES:

2. PURPOSE:

This Command Memorandum Circular (CMC) provides the guidelines and


procedures to be undertaken by the concerned PRO 1 Offices/Units to bring about
holistic transformation not only within the PNP Organization, but also to effect change
to the communities they serve with the help of the religious sector. Believing that “man
by nature is good”, this project aims to remind the PNP personnel of their good traits
and to share this fact that the people they serve are also intrinsically good. Further,
goodness is sustained within the community when people are God-fearing and law
abiding citizens.

3. SITUATION:

The Philippine National Police has been implementing Internal Cleansing


Programs to its personnel through the policies of PNP MC 2018-036 (Revitalized PNP
Internal Cleansing Strategy) and PNP MC 2019-027 (Squad Weekly Interactive
Meeting). However, transformation will not be sustained and will not be effective
unless the mind-sets of the communities to inform them of the following: that crimes
committed by the citizens are not only violation of local ordinances but in reality,
violation of God’s commandments; that internal cleansing in the PNP requires the
active participation of the community by their faithful observance of the existing laws;
and that crime prevention is a duty of every citizen to his/her country and ultimately

to God, thus, the significant role of the religious leaders in this program. This is also in
support to the policies and guidelines in the establishment and activation of the PNP
Multi-Faith Pastoral Council set forth in LOI SUGO that shall be placed under the
auspices of the PNP Chaplain Service.

Building trust and respect with the community is the fundamental in maintaining
the prestige as the Home of the Citizen-Friendly Policeman and Protector of Human
Rights. Sound conduct by police improves community interactions, enhances
communication, and promotes shared responsibility for addressing crime and
disorder.

Police Regional Office 1 reinvigorates its community and service-oriented


policing as the core of the Malasakit + Kaayusan + Kapayapaan = Kaunlaran (MKK=K)
Framework under the new normal uniting all sectors of the community in an
ecumenical call for peace and order anchored in making every Filipino citizen a God-
centered individuals. This resulted in an initiative dubbed as KASIMBAYANAN ng
Panginoon, a very timely project that will provide hope to everyone amidst this crisis
affecting mankind.

4. MISSION:

The Police Regional Office 1, with the support of the religious sector, aims to
bring awareness to the various communities that all (both PNP personnel and the
people they serve) have vital role in contributing peace, order, progress and holistic
transformation of the society. The full support of the Chiefs of Police (COPs) in this
program is necessary so that transformation is both ensured within the PNP
organization and in the communities they serve especially down to the Barangay
Level. This program provides an interplay among three important sectors by becoming
the PNP members as community-based bridge builders.

5. DEFINITION OF TERMS. The following definitions are used for the purposes
of this MC.
a. Kapulisan (Police) – are officers, men and women of the PNP.

b. Simbahan (Church) – refers to religious sectors that includes Parish Priest,


Local Pastors, Imams and other religious workers.

c. Pamayanan (Community) – are the people/citizens within sectoral


composition consisting primarily of the common tao, LGU key officials and
members, business, enforcement and government agencies and civil
societies.
d. Community-Based Bridge Builders – a state or the end-result where PNP
personnel is envisioned upon inculcating the values of this program to
include the members he/she tapped to empower the community.
e. Pulis Nyo Sa Barangay (PSP) – refers to the PNP personnel who serve as
the community leaders and movers of the community where he/she lives in
and responsible in coordinating and initially responding to the needs of its
community relative to maintain peace and order and ensuring public safety
and security.

f. Life Coaches - are individuals in the PNP primarily the home-based
psychologist, Executive Senior Police Officers (ESPOs) of the unit/office
ESPOs and invited religious members who counsel on matters of personal
challenges and in strengthening the moral and spiritual fiber of the personnel.

g. Community Organizing– refers to the initial process of this program by


which PRO1 personnel specifically the Pulis Nyo sa Barangay organize the
community and taking the lead in identifying the needs or issues, taking plan
of actions and developing cooperative and collaborative attitudes to meet the
objectives.

h. Coordinator – are the appointed member from the clustered organized that
shall serve as the liaison officer among the organized KASIMBAYAN clusters
in conduct of activities related to the program.

i. Community Mobilization - involves the process of executing the plan of


actions by utilizing the available resources towards a common goal.

j. Community Allegiance and Partnership – refers to the process of creating


fellowship and establishes more clusters of individuals and stakeholders to
continuously support and strengthen the program towards sustainability.

k. Building Capacity – includes the process of developing holistically the


PRO1 personnel and its established partners into God-centered individuals
in the community.

6. EXECUTION:
a) Concept of Operations:

This project is anchored in the Revitalized Cleansing Program to enhance


image and community confidence towards the police essential in delivering basic
services as an offshoot of Community and Service-Oriented Policing System (CSOP).

It focuses on reshaping the image of the police that is highly capable, effective
and most especially credible with the aid of the religious sectors. These religious
members act as Life Coaches that will strengthen the moral and spiritual fiber of
personnel towards genuine transformation that is truly God-centered. With such
approach, the community will have a high regard to the police officer, thus imbibing a
positive image for future collaboration and mobilization of individual towards
addressing pressing issues and challenges at their respective community especially
the vulnerable areas where recruitment of insurgents is possible.
In this approach, the PNP as the Community Leaders shall serve as the
catalyst towards police transformation to steer peace, order, progress in the society.
Thru the PULIS NYO SA BARANGAY as a vehicle to bridge the gap, it utilizes the
religious sectors (SIMBAHAN) in making every individual in the community
(PAMAYANAN) as morally upright and law abiding citizen. This reaffirms that in
steering genuine transformation the PNP Core values are well ingrained to these
community players as a shared responsibility. (See Tab A for the Conceptual
Framework)

The KASIMBAYAN serves as the vehicle in the realization of the objectives of
MKK=K Framework. For a desired result, it includes three important phases which
include community organizing, Community Mobilization and Community Allegiance
and Partnership as follows:

1) Phase 1: Community-Organizing

PNP personnel shall organize the community of barangay into different


sectors (barangay officials, youth sector, transport sector, student sector, business
sector, etc.) of which a database of this will be maintained by the station as future
reference for conduct of information drives, dialogue o pulung-pulong sa barangay,
seminars and other police-community related activities with the help of the local
religious leaders once launched or established. Launching will be conducted in every
stations wherein representatives from the Police community and Development Affairs
of the Region and the Provincial are required to attend to which will the following are
the activities to be undertaken:

a) Cascading of the program. The concept of the program be cascaded


by the representatives of the PCR and Regional Pastoral Service among its organized
members of the respective stations along with their local religious and community
leaders.
b) Mentoring. After the cascading, trainers training of mentors as
stipulated in the concept of execution shall be undertaken to empower the PNP
personnel and its religious leaders of their roles and responsibilities transforming them
into Community-Based Bridge Builders or KSP equipped with the right knowledge,
attitude, skills and values to spread and share within the community. A pool of
Community-Based Bridge Builders or KSP shall be establish by the RCADD along with
the batches of trainers to ensure continuous availability of the lectures or mentors.
These Community-Based Bridge Builders are oriented on different topics to be
discussed. A set of modules is made available to outline the series of topics to be
followed to guide them and to avoid repetition for more insights and learnings. (See
Tab B for Modules for KASIMBAYANAN). PNP shall take the lead in scheduling for
the meetings.

c) Clustering. As soon as pool of lecturers and mentors are established,


these will be clustered prior mobilization to ensure continuous mentoring and tracking
of learnings from the community they will be assigned to. An appointment of
Kasimbayanan Coordinator shall be undertaken to ensure that clusters shall have
an organized cascading and mentoring schedule beforehand.

2) Phase 2. Community Mobilization. This is the most important part of the


program wherein PNP personnel with the help of the religious leaders reach out to
different sectors of the community through drives, meetings or pulung-pulong sa
barangay (Barangay Congress), seminars, crime prevention education and other
activities which further strengthen Police-Community Relations. The PNP personnel
may also coordinate with the Parish Priest, Local Pastors, Imams and other religious
workers that may be allowed to become part of the religious gatherings/Basic Ecclesial
community gatherings to share information about policing that affect the life of the
community members (eg. crime situation in the area, prevalent crimes in a certain
barangay or locality, peace and order situation of a certain locality, tips on how to

prevent crimes, brief explanation of a new law or ordinance, etc.). To strengthen this
phase, the following should be undertaken:

a) Establishment of Community Groups and Partners. From the pool of


Community-Based Bridge Builders, they shall establish its clustered group of partners
to mobilize armed with the learnings gleaned from the KASIMBAYANAN. They are
mobilized to form more groups of people that are God-centered and works to address
pressing issues on their respective community. The fundamentals of this approach is
focused on making every one in the community a God-fearing individual, thus making
them more responsive to help in community building and becoming a law-abiding
citizen.

b) Building Capacity. As established, it capacitates everyone in the


community with the help of the partners or stakeholders that can be tapped to provide
more support in terms of enabling resources to address pressing issues in terms of
community development. Every individual with their respective sectoral leaders with
the police as the community movers thereby bringing development in this vulnerable
areas.

c) Development and Sustainability of Grassroots Programs, Activities


and Projects (PAPs). With the help of community groups and partners, more
sustainable grassroots PAPs shall be established encouraging grassroots
engagements like projects that focus on children and women protection, family
strengthening, drug-free community etc. This becomes the output-driven effect of the
program making everyone in the community address prevailing issues and challenges
towards nation-building.

Phase 2. Strategic Allegiance and Partnership. The result of the two


phases is the strategic allegiance and partnership resulting in Kaunlaran or progress in
the community. This impacts how everyone in the community collaborate towards the
vision of Ambisyon Natin 2040 of a Matatag, Maginhawa at Panatag na Buhay. The
said shall be lobbied for adoption to stakeholders and parnters that include, Regional
Peace and Order Coucnil (RPOC), RLECC (Regional Lawn Enforcement Coordinating
Council (RLECC), Regional Development Council (RDC) and Regional Advisory
Council (RAC).

These three phases will be continuously developed and a matrix of monitoring


shall be established allowing feedback to ensure enhancement towards its end-goal.
A monitoring team shall be organized and a periodic assessment will be conducted to
review the implementation and possible lessons learned from the program. (See Tab
C for Project Monitoring and Review Committee Composition) A Project monitoring
Matrix or Scorecard (Tab D) shall be formulated as a guide in the periodic assessment
which focuses on targets to be accomplished and the realization of the objective of
this program.

b) Tasks:
1. TASKS:

a. CRS
1) Oversee the implementation of this CMC; and

2) Act as the Chairperson in the Project Monitoring and Review
Committee.

b. RCADD
1) Act as OPR in implementation of this CMC;

2) Cascade the three phases of this CMC to the PPO level, CPS/MPS
level, Religious Sector and LGUs with the assistance of the
Regional Chaplain Service so that transformed, orderly, and
peaceful community becomes everybody’s concern and in all
available media platforms;

3) Conduct information drive or seminar-workshop for local religious


leaders (priests, pastors, imam and other religious workers) to
orient them about their vital role in changing the mind-sets of the
people;

4) Direct PCR Section of every CPS/MPS to organize their respective


communities into sectors for future pulong-pulong sa barangay and
coordinate with their local churches/religious groups to assist them
in this endeavor;

5) Develop Pool of KASIMBAYANAN Pool of Mentors and develop


clusters of groupings to ensure seamless and availability as
required which will also be undertaken by all PCR sections down
the line;

6) Organize Project Monitoring and Review Committee to ensure


continuous monitoring and assessment of this program;

7) Designated as the Vice-Chairperson on Pamayanan;

8) Develop a feedback mechanism or survey in the impact of the


KASIMBAYANAN to its stakeholders and program beneficiaries;

9) Devise a main and alternate schedules of the designated lecturers


and mentors in the cascading of this program down the line;

10) Develop Information Operations (IO) to be disseminated and


posted to available media platforms to ensure wider and greater
reach of the program to the community; and

11) Perform other tasks as directed.

c. RCHS1
1) Assist the RCADD in the overall implementation of this CMC;

2) Develop briefing lectures and design a standard module for


cascading which will serve as a guide in the implementation of the
KASIMBAYANAN down the ground;

3) Act as the Vice-Chairperson on Simbahan;

4) Coordinate with the local archdiocese / dioceses / parishes /


religious groups for the cascading of this CMC and remind Church
leaders of their vital role in reminding their respective church
members to take part in crime prevention and crime solution;

5) Perform other tasks as directed.

d. RPRMD
1) Issue Order for the creation and activation of Project Monitoring and
Review Committee and to all related activities to include travel
authority during the launching and cascading of KASIMBAYAN
down the line;

2) Act as Vice-Chairperson on Kapulisan; and

3) Perform other tasks as directed.

e. RID
1) Provide information as needed on counter-intelligence conducted
relative to erring personnel for internal cleansing efforts;

2) Act as Member of the Project Monitoring and Review Committee;


and

3) Perform other tasks as directed.

f) RIDMD
1) Provide information/presentation for the briefing of RCADD for
update of the Religious Sector and LGUs about the crimes that are
prevalent in every province of the region;

2) Act as Member of the Project Monitoring and Review Committee;


and

3) Perform other tasks as directed.

g) RLDDD
1) Assist the RCHS1 in the development of modules to be cascaded
down the line;

2) Act as a member of the Project Monitoring and Review Committee;

3) Assist in the documentation of its progress development and impact


assessment for the presentation and deliberation as accredited Best
Practice and ensure progress of lessons learned in the region; and

4) Perform other tasks as directed.

h) RPSMD
1) Assist RCADD in the development of the survey or feedback
mechanism relative to the implementation of the program down the
line;

2) Act as member of the Project Monitoring and Review Committee;

i) ROMD
1) Act as member of the Project Monitoring and Review Committee;
and

2) Perform other tasks as directed.

j) RLRDD
1) Provide logistical requirement of the tasked unit;

2) Act as member of the Project Monitoring and Review Committee


and

3) Perform other tasks as directed.

k) RCD
1) Allocate fund necessary for the implementation of this CMC;

2) Act as member of the Project Monitoring and Review Committee


and

3) Perform other tasks as directed.

l) RPSMU 1
1) Assist RCADD in the development of Information Operations (IOs)
relative to preparation of audio visual presentation to be uploaded
and/or posted in available media platforms;

2) Act as member of the Project Monitoring and Review Committee;


and

3) Perform other tasks as directed.

m) RHSU
1) Act as member of the Project Monitoring and Review Committee
and

2) Perform other tasks as directed.

n) PDs
1) Provide over-all supervision on the implementation of this CMC;
and

2) Organize Provincial Project Monitoring and Review Committee to
ensure that this CMC is strictly observed to all its subordinate units;
and

o) COPs
1) Coordinate personally and make a healthy rapport with the religious
leaders in his AOR (especially to the Parish Priests, Christian
Pastors, and other Religious Workers) so that they may be involved
in the implementation of this IMPLAN;

2) Coordinate with Barangay Chiefs and inform them of their vital role
in maintaining peace and order in their respective communities; and

3) Render weekly AAR on KASIMBAYANAN (Kapulisan, Simbahan at


Pamayanan) to the RCADD office; and

4) Perform other tasks as directed.

1. COORDINATING INSTRUCTIONS
1. RCADD and RCHS1 must schedule field visits in PPOs/Clustered Police
Stations/Clustered Barangay Leaders/Presbyteral Assemblies/Religious
Assemblies to cascade the contents of this IMPLAN;

2. COPs must create or engage in activities that may strengthen their


rapport with their Parish Priests and other Religious Leaders in their
AOR (like sports, salo-salo, religious gatherings, etc.) This rapport will
make the Religious Leaders help the PNP in the implementation of
KASIMBAYANAN;

3. COPs have to explain also to their respective Parish Priests (Catholic


Church) and other Religious Leaders the role of the Religious Sector in
the success of KASIMBAYANAN thru the Pulis Nyo Po sa Barangay
especially in their role of helping the PCR Section in educating the
community about the importance of obedience to the law—whether
these are God’s commandments, Church laws or laws of the community;

4. COPs themselves must also convince their respective Parish Priests


(Catholic Church) and other Religious Leaders in the AOR that they
would be allowed to give a BRIEF PNP ANNOUNCEMENT every week
in their religious gatherings (i.e. Sunday Masses, Fiesta Celebrations,
Parish Pastoral Council (PPC) Meetings, Basic Ecclesial Communities
(BECs) Gatherings, and other Church mass gatherings) and/or provide
some RELEVANT INFORMATIONS ON POLICING that affect the daily
lives of the people; and

5. Aside from S.W.I.M., PCR Section of each Police Station must submit
Weekly Report on KASIMBAYANAN to the RCADD office.

7. RESCISSION:

All existing directives and other issuances which are contrary to or inconsistent
with this directive are hereby rescinded or modified accordingly.

8. EFFECTIVITY:

This CMC shall take effect immediately.
